Budget Analyst

General Description


The Budget Analyst is responsible for supporting the Institute of Genetic Medicine under the direction of the Research Services Manager to coordinate and oversee budgeting activities related to JHU accounts including sponsored and non-sponsored budgets and revenue accounts.


Duties and Responsibilities:


  • Assist in financial studies and analysis regarding projected changes in revenues and expenditures for the Genetic Resources Core Facility.
  • Oversee revenue and expense budgets, including grants and contracts.
  • Reconcile budgets for accuracy and completeness.
  • Ensure compliance with University and/or agency regulations and restrictions.
  • Analyze financial data and extract and define relevant information; interpret data for the purpose of determining past financial performance and/or to project a financial probability.
  • Responsible for reviewing of sponsored and non–sponsored accounts on a regular basis to ensure accuracy of all transactions.
  • Process non-payroll cost transfers to allocate expenses to appropriate accounts.
  • Prepare various paper and electronic forms such as journal vouchers, check deposits, invoices, Pcard transactions and shopping carts.
  • Assure maintenance of mandatory documentation to support expenditures for audit purposes.
  • Ensure compliance with university and/or agency regulations and restrictions.
  • Confer with appropriate internal and external administrative offices to ensure that required procedures are followed.
  • Identify budget issues, provide alternative solution, and resolve problems.
  • Use various software applications, such as spreadsheets, relational databases, statistical packages, and graphics packages to assemble, manipulate and/or format data and/or reports.
  • Essential Job Functions: Operate office equipment such as PC/Macintosh computer, fax machine, copier, scanner, printer, and standard.



Bachelor’s Degree in Finance, Accounting, or other related field.

One year of related progressively responsible experience. Additional experience may substitute for education. Additional graduate level education may substitute for experience.


Physical Requirements: Sitting in a normal seated position for extended periods of time; Reaching by extending hand(s) or arm(s) in any direction; Finger dexterity to manipulate objects with fingers rather than with whole hand or arm, for example, using a keyboard; Communication skills using the spoken word; Ability to see and hear within normal parameters; Ability to move about workspace.

  • The pre-employment physical for positions in clinical areas, laboratories, working with research subjects, or involving community contact requires documentation of immune status against Rubella (German measles), Rubeola (Measles), Mumps, Varicella (chickenpox), Hepatitis B and documentation of having received the Tdap (Tetanus, diphtheria, pertussis) vaccination. This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing. Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers. Any vaccinations required for these diseases will be given at no cost in our Occupational Health office.
