General Summary:

The Johns Hopkins Facilities & Real Estate (JHFRE) Design & Construction (D&C) department is responsible for all major and minor capital projects on the historic JHU Homewood campus, the Peabody campus, other Baltimore locations, Washington DC, and Montgomery County.  The Department also provides lease tenant fit-out services for the Bloomberg School of Public Health, School of Medicine, Applied Physics Lab, and Johns Hopkins Health Systems.

The Financial Project Manager (FPM) will work closely with the Associate Director of Contracting (ADC) and Director of Design and Construction to develop and establish, strategies and policies that improve the JHFRE business operation. Under supervision of the ADC, FPM is responsible for all aspects of project cost and financial accounting and reporting on the project portfolio which includes design services, construction services, special services, consulting, project related furnishings, moving, equipment, AV and IT.  The project portfolio includes minor capital, major capital, leasehold tenant improvements and maintenance projects.

The FPM is responsible for managing and executing the financial and cost accounting processes and functions in alignment with JHFRE objectives and developing the models and producing reports that facilitate senior management decision making.  This position is the main point of contact with regard to financial and accounting reporting and models as related to the projects budgetary responsibilities and spend.  This position will have close contact with the JHFRE Project Managers to conduct financial analysis, planning, and reporting on all projects. The incumbent is responsible for using available data to identify and analyze issues or trends, develop performance metrics, set targets for improvement, and providing forecast, analyzing, and solving issues with Capital Project budgeting and operational spend.

Essential Job Functions:

  • Leads the compilation, consolidation, analysis, and presentation of project cost/financial reports for forecasts and long-range financial planning.
  • Assist in setting up internal process and procedures and acts as key administrator and manager for setup and ongoing maintenance of JHFRE PMWeb and SAP for Finance & Accounting interface.
  • Works with JHFRE D & C team members to understand scope of work and cost implications, and assist in anticipating and identifying additional cost factors, and recommending mitigation measures for potential variances to forecasted amounts.
  • Manage project status reports for review with each user group.
  • Assists Project Managers with job cost information on a current basis and reports on capital spending for approved projects and provide accurate monthly reporting of the actual results versus the approved budget, and provide forecast and research on variances on a monthly basis.
  • Generates reports by analyzing the costs and resources.
  • Helps identify actionable projects based on the reports.
  • Researches and identifies issues and trends for financial or projects status reporting.
  • Provides analysis of forecasted and projected amounts against final costs.
  • Assist with Project Managers data to prepare and provide standardized monthly, quarterly, and annual reporting packages inclusive of internal management reports for cash flow, job costing, budgeting, estimating, and construction budget tracking reports to show cost to date, estimate to complete compared to original budget.
  • Prepares and validates the accuracy of all financial and job cost reporting including; total development cost reports, cash flow projections, quarterly accruals, vendor reconciliations, budget status, and Jobs In Progress (JIP) reports.
  • Provide analytical support to D & C in understanding forecasted budget overruns/surpluses, and assist project managers with the reporting and control of the construction cost process; contract amounts, change orders, cash flows, forecasting. etc.
  • Provides analyses and resolutions for contract/PO, financial budgetary systems, and billing issues through collaboration with Senior Contracting Manager, Contracting Manager, Project Accountant, Purchasing and Finance.
  • Recommends financial and project courses of action and potential/expected results to management and impacted departments while taking proactive initiative to complete tasks and resolve issues.
  • Enhance current reports or builds new reporting tools to prepare ad hoc and special project reporting as needed by JHFRE D&C and as assigned by the Associate Director Contracts.
  • Acts as a liaison with finance and accounting to ensure consistent integration of processes for accurate financial reporting, forecasting and planning.
  • Partners with Finance team to provide analysis and documentation of capitalization and expense of project assets.
  • Interacts with cost and schedule analyst, contract management, and project management staff to create new jobs, including budgets and cost accounts.
  • Provides transactional and data entry support as needed to Contract team by; performing SAP service entries, invoices, WBS set up, change orders, and generating SAP shopping carts, requesting vendor set-ups, and posting project cost reports.
  • Provides support to Contract Team preparing and submitting contract close-out requirements for JHFRE capital projects and purchase orders.
  • Monitors and keeps current on Federal/State laws and regulations as they apply to capital construction sales tax usage/exemption.
  • Provides support to senior management through insightful analysis of key business drivers and reporting period performances of relevant metrics.

Education:

  • Bachelor’s degree required in a core discipline such as Accounting, Business, Business Administration, Finance or a related area of study.  
  • CPA preferred or Master’s in Accounting or Finance. 

Additional education (Master's in a related field) may substitute for required experience and additional related experience may substitute for required education, to the extent permitted by the JHU equivalency formula.

Experience:

  • Five years of related experience required.
  • Eight (8) years’ experience in Accounting, Business, Business Administration, Finance, or other related area of study including real estate accounting, construction accounting, and/or real estate project management experience preferred.

Knowledge, Skills and Abilities:

  • Strong understanding of financial, economic, and accounting theories and ability to demonstrate principles and techniques of General Accepted Accounting Principles (“GAAP"), financial reporting, forecasting and analysis.
  • In-depth working knowledge and exceptional understanding of budget planning, monitoring, forecasting, and reporting.  
  • Must be able to demonstrate knowledge of project controls principles relating to budgeting, scheduling, tracking of actual/committed costs, change control and forecasting, and financial principles.
  • Strong understanding of key policies, procedures, functions in Construction Accounting, Finance, Economics, and Administrative Services.
  • Advanced analytical, financial modeling, and expert spreadsheet skills with ability to design and implement new, improved business analysis and fiscal reporting systems, utilizing computerized systems.
  • Strong aptitude, understanding and skills with Financial Analytic Software (SAP), Project Management/Documentation Software and excellent skills with Microsoft Office (especially excel, access, and PowerPoint).
  • Detailed understanding of management information systems.
  • Strong understanding and ability to facilitate internal auditing procedures, external audit procedures, and practices of budget development/administration.
  • Demonstrated focus on customer service with strong organizational skills, ability to self-manage and complete multiple tasks under time constraints and function well under pressure to achieve deadlines.
  • Capability to develop and implement plans and training procedures for training of others within the department in project/portfolio accounting.
  • Excellent communication skills verbal and written, including the ability to interact well with all levels of management and team members.          
  • Ability to process and analyze large quantities of data quickly and accurately to assess cost and financial impact on projects.
  • Able to demonstrate and provide critical and complex problem solving techniques and resolutions while maintaining relationships with stakeholders in a fast paced environment.
  • Manages and oversees the information systems for monitoring project costs/progress and controlling the reporting systems.
  • Maintains data integrity across all systems and ensures financial results are accurate and consistent in all areas presented internally and externally.

Physical Requirements:

  • Ability to remain stationary for extended periods of time.
  • Ability to operate a computer and/or other office equipment on a frequent basis.
  • Must frequently communicate with others and exchange accurate information.
  • Ability to move about the office and campus.
