Grants & Contracts Manager

General summary/purpose:

The Grants and Contracts Manager will act as first point of contact and resource guide for departmental faculty towards the planning and development of budgets for submission with grant packages to various federal agencies, private agencies, foundations and commercial contract proposals. This includes providing instruction on protocol, regulations and guidelines pertinent to the agency/or university.

Specific Duties/Responsibilities:

  • Responsible for timely preparation of proposal budget for Principle Investigator Review.
  • Revise and advise on approved budget changes to awarded grants/contracts.
  • Develop and oversee the maintenance of budget monitoring systems for and JHU departmental funds.
  • Review statements and ledgers, analyzes variances and take appropriate action.
  • Develop complex financial reports for forecasting, trending and results analysis for the University and Hospital.
  • Manage the process for delivering technical and statistical reports for private and government donors.
  • Provide on-going guidance, facilitation & expertise to faculty in their grant pursuit efforts by providing analysis of all grant and contract applications.
  • Responsible for interaction with the Johns Hopkins Medicine and IRBs and faculty regarding research in compliance with the HIPPA regulations, and for provision of institutional disclosure statements as required by law.

Grant Review Process:

  • Reviews budget for accuracy and compares budget detail to budget justification for consistency.
  • Reviews budget justification for appropriateness and completeness of content, as well as grammar and spelling.
  • Reviews tables from scientific section if indicated to cross-check against information presented in budget.
  • Determines sources of funds including other support analysis in new grant application.
  • Assures that proposals are in compliance with Cost Accounting Standards.
  • Reviews space negotiations and seeks clarification of problems.
  • Assures JCCI and animal protocol numbers are valid.
  • Provides grant transfer assistance.
  • Reviews language in contracts for appropriateness/acceptability compared to Hopkins prototype
  • Provides the groundwork for subcontract negotiations, including review for Hopkins- friendly contract language prototypes, and even mathematical corrections to subcontract proposals from other institutions.
  • Advise faculty on conflict of interest and conflict of commitment.
  • Manage and advise lab coordinators of balances on various grants and maintain accurate expenditures on research budgets.
  • Assist with closeout of grants and contracts.
  • Process deposits to Cash Accounting for sponsored projects, including procurement of IN document numbers.

Minimum qualifications:

Bachelor’s degree and five (5) years of related experience in sponsored research and/or financial positions, preferably in an academic or medical setting. Two of those years must include working in a lead or supervisory capacity with extensive supervisory responsibilities or high level, direct involvement in JHU grants and contracts leadership development training projects, serving as a recognized subject matter expert. Additional education may substitute for required experience and additional related experience may substitute for required education, to the extent permitted by the JHU equivalency formula. 

JHU Equivalency Formula:  30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience.  Additional related experience may substitute for required education on the same basis.  For jobs where equivalency is permitted, up to two years of non-related college course work may be applied towards the total minimum education/experience required for the respective job.

 

 

Role/Level/Range: ATP/04/PE

Starting Salary Range:   $67,114-$92,219; commensurate with experience

Employee Group: Full-Time

Schedule: Monday-Friday, 37.5 hrs/wk

During the Influenza ("the flu") season, as a condition of employment, The Johns Hopkins Institutions require all employees who provide ongoing services to patients or work in patient care or clinical care areas to have an annual influenza vaccination or possess an approved medical or religious exception. Failure to meet this requirement may result in termination of employment.

 

The pre-employment physical for positions in clinical areas, laboratories, working with research subjects, or involving community contact requires documentation of immune status against Rubella (German measles), Rubeola (Measles), Mumps, Varicella (chickenpox), Hepatitis B and documentation of having received the Tdap (Tetanus, diphtheria, pertussis) vaccination. This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing. Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers. Any vaccinations required for these diseases will be given at no cost in our Occupational Health office.
