Insurance and Referral Outreach Specialist

Nature of Responsibilities:

Reporting to the Director of the Counseling Center (and Director of the Student Health & Wellness Center when related to medical concerns) , the role will assist Graduate Students with insurance and referral issues and educate them on the current Student Health Benefit Plan. Responsibilities will include 1:1 and group meetings with students as well as outreach to community providers who take the current Student Health Benefit Plan and providers who might consider becoming in-network providers. The Coordinator will particapate in on-going collabortion and consultation meetings with the Student Health Insurance & Referral Coordinator and with the Counseling Center Case Manager to develop a seamless plan for the student.  While strong, supportive relationships may develop with students, the Outreach Coordinator does not engage in individual therapeutic relationships.


Specific Duties:

Student-Facing Responsibilities

  • Meet 1:1 with students initially to assist them in scheduling with medical and/or mental health providers in the community, when possible, referring the students to in-network providers.  This process requires an extensive knowledge of plan benefits, deductibles, co-pays and exclusions to ensure students incur the least expense.
  • 1:1 or group meetings with students to provide education and answer insurance related questions.
  • Provide referrals for mental health and/or psychiatric services to: students who are being referred for outside services by a CC clinician, a process which may include face-to-face and/or electronic communication; non-client students who contact the CC seeking a referral for mental health and/or psychiatric services; or other individuals who are seeking a referral for mental health and/or psychiatric services for a student.
  • Assist students in locating and arranging for medical specialist or mental health referrals; research insurance information relevant to the referral process on behalf of clients; follow    up with referred students as needed to ensure continuity of service and obtain feedback regarding the quality of care received.

Systems Management and Reporting

  • Establish and maintain electronic referral database system.
  • Developing and maintaining website that provides clear conscise information for student on general Health and Wellness information as well as resources for thoses experiencing crisis.
  • Completes all required paperwork and records all referrals in the CC and SHWC electronic database systems in a timely and accurate manner.
  • Maintain and update the CC and SHWC databases of referral resources.
  • Participate in the development and application of a newer, more searchable database of off-campus providers.
  • Coordinate with the SHWC/CC providers to submit necessary referral forms and required medical records for referral provider appointments as needed.

Insurance & Outreach Referral Specialist

  • Process insurance referral paperwork/releases for the Student Health Benefit Plan.
  • Work to help students resolve insurance-related problems.

Outreach Training & Education

  • Build and maintain professional working relationships with outside providers and attempt to broaden the network of providers who accept insurance plans.
  • Participate in CC / SHWC efforts to recruit off-campus provider resources to see clients and to become providers in the university’s insurance program.
  • Handle insurance-related problems, which may require:
    • educating the student as to how/why a claim was paid or not paid,
    • daily communication with insurance plan contacts
    • educating student on claim submission
    • negotiating payment plans or reduced payment will billing provider
  • Advise students with other than the school insurance on how to coordinate their benefits to minimize expenses with their private insurance carrier, particularly students with HMO plans, etc.
  • Correspond with school insurance plan account representatives, IT and Customer Service Supervisor on website issues, plan content, customer service and claims issues.
  • Cover various campus events such as Graduate Student Orientation, TRUE &  GRO  meetings to provide infromation on Student Health Benefit Pan.
  • Provide training as appropriate to new and current staff regarding referrals, insurance, and policy issues.
  • Meetings with the CC clinical case manager, the SHWC insurance & referral coordinator, and the directors of graduate student academic affairs.
  • Serve on Student Health Insurance Committee and attend meetings for post-implementation, renewal and pre-renewal of student health insurance plan for JHU, serve on Student Insurance Policies Committee as well as Student Insurance FAQ Committee.




Bachelor’s degree in counseling, social work, or related field required. Master’s degree in counseling, social work or related field strongly preferred.


Three years’ experience working in education, counseling, social work, or insurance-related environment required. Five years’ experience preferred. Experience in navigating complex, decentralized environments.

Additional Knowledge, Skills and Abilities:

  • Experience with providing excellent customer service. Knowledge of insurance language very helpful.
  • Ability to negotiate and to discuss difficult / sensitive information keeping in mind medical privacy guidelines.
  • Demonstrated excellent communication skills and ability to work as a member of a team.
  • Demonstrated excellent analytical and problem solving abilities.
  • Must be able to multi-task in a busy and sometimes fast-paced clinical environment.
  • Willing to work flexible schedule as some outreach sessions will occur during evenings and weekends.

During the Influenza ("the flu") season, as a condition of employment, The Johns Hopkins Institutions require all employees who provide ongoing services to patients or work in patient care or clinical care areas to have an annual influenza vaccination or possess an approved medical or religious exception. Failure to meet this requirement may result in termination of employment.


The pre-employment physical for positions in clinical areas, laboratories, working with research subjects, or involving community contact requires documentation of immune status against Rubella (German measles), Rubeola (Measles), Mumps, Varicella (chickenpox), Hepatitis B and documentation of having received the Tdap (Tetanus, diphtheria, pertussis) vaccination. This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing. Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers. Any vaccinations required for these diseases will be given at no cost in our Occupational Health office.
