General summary/purpose: The Instrument Designer provides machining for the WSE Manufacturing center to design, build, modify and repair research projects for Faculty, Staff and Students in various Whiting School of Engineering departments, centers and institutes, and to assist individuals with their specific design needs. Provide Instrument Design capabilities to faculty, students and staff from other divisions of the University, (e.g. the School of Medicine) and to faculty, students and staff from sister-institutions of higher-education in the area. In addition, will be required to provide service to the various departments of the University’s Facilities Management division – fabricate parts and make repairs to various pieces of equipment and items from around campus. Also includes repairing laboratory equipment as necessary. Assist in coordinating the activities of the Machine Shop, including supply ordering, and assures the Shop functions as a self-supporting and efficient service center of the University. And, to assess the current state of the Machine Shop, suggesting efficient utilization of assigned resources and for planning future research and development, equipment, and space related to the School’s machining needs.




Specific duties & responsibilities:

  • Performs assignments independently, with minimal supervision and instruction, as to the general results expected. And/or with guidance from the Machine Shop’s Sr. Instrument Designer, or the Faculty or Research Staff member, on unusual or complex problems.
  • Work will be co-supervised by the Sr. Instrument Designer for technical and instruction-related issues, and by the Machine Shop Administrator for administrative, H.R., billing and other financial issues.
  • Estimate time and materials required to meet the clients design needs and ensure the charge covers all expenses.
  • Schedule and prioritize workload to ensure customers’ needs are met.
  • Keep accurate records of time and materials spent on each job or project.
  • Prepare Service Requests including time and materials used for submission to the Machine Shop Administrator.
  • P-Card – take training and become a cardholder. Provide P-Card paperwork to the Machine Shop Administrator to ensure timely reconciliation of P-Card purchases.
  • Place orders from (preferred) vendors as needed to replenish supplies or fill a unique need.
  • Perform routine maintenance on Machine Shop equipment to ensure it functions properly, efficiently and productively.
  • Repair and modify items from around campus that have been damaged or vandalized, e.g. projects provided by Facilities Management and other on-campus departments;
  • Fulfill the needs of research projects from sister institutions, e.g. Loyola College in Maryland, University of Maryland SOM – including assessing design; efficiency; workability, and materials used, for the project requested.
  • Routine maintenance and repairs of forklift and golf cart for both shop and Service Request purposes;
  • Tool & die - training and work experience; use of metals and sheet metals  to design, form and fabricate projects;
  • Thorough knowledge of machining equipment including but not limited to EDM, CNC mill, drill press, shear, and welders;
  • Knowledge of occupational safety and health guidelines as they relate to shop use, and use of hazardous chemicals and materials. Knowledge of Material Data Safety Sheets (MDSS) use and interpretation required.
  • Maintain organization, order and cleanliness of all shop areas.
  • Supervise, train and instruct students in the mandatory machine shop safety course and any machining skills. This includes instruction and training to appropriately use Machine Shop equipment including drill press, welder, lathe and other pieces of Machine Shop equipment. This will also include involvement in the implementation and supervision of a Student Machine Shop.
  • Responsible for monitoring the adherence to JHU and departmental policies and procedures.
  • Assess the current state of the machine shop, suggesting efficient utilization of assigned resources and for planning future research and development, equipment, and space related to the School’s machining.
  • Develop and implement, with the Sr. Instrument Designer, assigned Faculty, and the Machine Shop Administrator, goals, objectives, operational policies and procedures, for the smooth, profitable and efficient operation of the Shop.





Minimum qualifications (mandatory):

  • High school diploma/GED required.
  • 5 years related experience required, with advance knowledge in instrumentation engineering.


Preferred qualifications:

  • Bachelor’s Degree in an engineering or scientific discipline and/or 5 year Toolmakers Apprenticeship (State Level) and five years of experience; with advance knowledge in instrumentation engineering;
  • The ideal candidate will function as a machinist and a shop manager, based upon knowledge and skills required, and an instructor in terms of the value and contribution to the School’s educational experience.
  • All qualifications required have a significant impact on the quality of the outcome of the educational experience of the Students and research projects of the Faculty and Research Staff. Experience working with multiple discipline projects is essential.

  • Computer numerically controlled (CNC) machining skill and abilities. Must be specially trained to program, operate, and maintain such equipment; have expert knowledge to set up machines that are capable of cutting, bending, forming, and polishing raw metal into finished parts and tools; ability to professionally read and interpret blueprints, input data into a computer system, and inspect the accuracy of a machine's operation. Machinists are responsible for making careful adjustments and performing maintenance on delicate parts.
  • TIG Welding (AC & DC) – training and five years’ work experience; including soldering and brazing;
  • The qualified candidate will have  a high level of technical, managerially-oriented, educational, development and professional knowledge on theory and practice  of all areas of machine shop operations and safety as it relates to Engineering;
  • Proven comprehensive knowledge of state-of-the-art machining operations, preferably in a large research and teaching environment;
  • Thorough knowledge of personal computers including word processing and spreadsheets;
  •  High level of sound, independent judgment and analytical ability to resolve technical and administrative problems. Inherent ability to problem solve and suggest solutions;
  • Excellent interpersonal skills to direct work activities and assist faculty, staff and students; ability to achieve and maintain interdepartmental working relationships, and to work with faculty, staff, students, vendors and interact professionally with other on-campus shops and labs;
  • Ability to lift equipment and projects;
  • Factors that will be considered include quality of work; attendance; initiative, problem-solving, and innovation skills; ability to communicate effectively with a wide variety of clients; professionalism, adaptability and organizational skills are required to maintain pace in a constantly evolving pool of research ideas and projects.


Technical qualifications or specialized certifications:

  • 5 year Toolmakers Apprenticeship (State Level)
  • Forklift certification
  • Welding certification
