General Description

 

Performance Monitoring and Accountability 2020 (PMA2020) is a project funded by the Bill and Melinda Gates Foundation that is designed to facilitate annual progress reporting in support of the goals and principles of Family Planning 2020 (FP2020). The project supports low-cost, rapid-turnaround household and facility surveys to routinely update national indicators on family planning and water, sanitation and hygiene in 11 countries in Asia and Africa.

 

The project is implemented by in-country university and research organizations, deploying a cadre of female resident enumerators trained in mobile-assisted data collection. PMA2020 maintains a data collection platform based on Open Data Kit (ODK) that transforms the way health survey data is collected -- a platform that may be utilized for monitoring a range of health program areas in future modules.

PMA2020 is seeking a full-time Programmer Analyst to help manage the full life cycle of PMA2020 data. Core responsibilities are to:

  • Maintain and test PMA2020 questionnaires in ODK.
  • Train in-country staff to create and edit ODK survey forms.
  • Set up and monitor central servers for housing data.
  • Assist data visualization efforts.
  • Create web applications to manage and interpret PMA2020 questionnaires and data.
  • Provide support to data cleaning and the release of final datasets.

 

The Programmer Analyst will be a master of the innovative ODK technology, to use it and to train on it. This is a dynamic role, and the Programmer Analyst is expected to bring his/her expertise to introduce efficiencies to the project. The Programmer Analyst will be a member of the central PMA2020 ODK team and assist with any additional technical support needs that arise throughout the duration of the PMA2020 project. This position reports to the Senior Programmer Analyst.

 

Qualifications

Bachelor’s Degree required.

One year of relevant work experience required.

Demonstrated ability to self-teach new technology.

Demonstrated abilities to code.

Ability to self-manage tasks and timelines while working in a team environment.

Ability to manage multiple activities, deadlines, and priorities simultaneously.

Ability to execute assignments with a short turnaround time.

Willingness and ability to travel internationally up to 30% time.

 

Preferred Qualifications

Masters in Public Health, Computer Science, or related degree preferred.

Experience with ODK preferred.

Experience in Java, Python, and Git preferred.

  • The pre-employment physical for positions in clinical areas, laboratories, working with research subjects, or involving community contact requires documentation of immune status against Rubella (German measles), Rubeola (Measles), Mumps, Varicella (chickenpox), Hepatitis B and documentation of having received the Tdap (Tetanus, diphtheria, pertussis) vaccination. This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing. Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers. Any vaccinations required for these diseases will be given at no cost in our Occupational Health office.
