General Summary:

The Johns Hopkins University – Homewood Campus seek a manager for its Transportation Services.  The position reports to the Director of Transportation Services and will work in conjunction with the Homewood Parking Office. 

Essential Job Functions:

  • Manage the delivery and customer service of the Homewood-Peabody-JHMI shuttle, which consists of a fleet of 17 full size coaches and provides over 130,000 trips per month.
  • Manage the delivery and customer service of the Blue Jay Shuttle, which consists of a fleet of 20+ passenger vans, providing fixed route and point to point service within approximately one mile of the Homewood campus.  This service has grown to approximately 20,000+ trips per month and includes outsourcing with Lyft as necessary.
  • Manage the operations of route services connecting Homewood to Eastern, Mt. Washington, Remington, Eastern, Carey Business School, Bayview, and Keswick campuses.  Eight (8) vans operated daily.
  • Respond to requests for auxiliary transportation for JHU constituents, including charters, new services, special events, and project specific needs
  • Develop and manage the Hop Van rental service for JHU students, faculty, and staff. The fleet consists of 12 8-passenger vans. Develop training program for potential drivers, and maintain the current certified list, which currently has over 500 drivers. Efficiently schedule reservations; approximately 150 per month during the academic year. Be responsive to incidents. 
  • Be available and on-call most hours, as services begin at 6:00am and end at 3:45am seven days a week, excluding University holidays.
  • Work with Homewood Incident Command during emergency events. Advise and implement resulting transportation operational changes.  Participate in snow/weather calls as scheduled, typically at 5:00am.
  • Set schedules, monitor services, communicate effectively through schedules, memos, websites and GPS systems to customers and employees.
  • Hire, train, and develop JHU student employee direct reports.  Typically 5-7 per year.
  • Develop JHU specific guidelines for hiring, training and monitoring the performance of contract employees (supervisors and drivers).
  • Evaluate the effectiveness and cost efficiency of existing services.
  • Analyze opportunities to provide existing and/or improved services at lower cost.
  • Implement measures to ensure timely, quality services.
  • Conduct time studies; propose routes, detours, and reconfigurations as needed.
  • Propose and implement changes that improve services to University constituents within budget.
  • Provide preliminary budgets for one, five and ten year planning purposes.
  • Provide clear, concise communications to users, including publishing clear, easily understood schedules of the services provided.
  • Conduct sessions, attend fairs, and market services across the campuses.
  • Maintain accurate maintenance records of all vehicles.
  • Obtain replacement vehicles and add-on hardware as required.
  • Assist in Homewood Parking operations where possible.
  • Direct all Homewood Transportation Services in the absence of the Director.
  • Represent JHU on Baltimore Collegetown Shuttle’s steering committee.

Knowledge, skills and abilities

  • Knowledge of Johns Hopkins University’s campus and surrounding areas.
  • Knowledge of traffic regulations, specifically related to operating passenger-carrying vehicles, up to and including full-size transit buses.
  • Knowledge of other transportation offerings, such as MTA BaltimoreLink, Light Rail, Metro Subway, MARC, Zipcar, ridesharing (Uber, Lyft, etc), Charm City Circulator, Collegetown Shuttle, and others.
  • Knowledge of full-size coach transportation operations, specifically the ability to keep coaches maintained, in service, and safe.
  • The ability to communicate effectively with constituents at all levels within Hopkins.
  • Knowledge of ADA regulations, with respect to private transportation.
  • Tact in negotiating with vendors, meeting with partners and passengers, and responding to difficult situations.

Scope of Responsibility:

Total transportation budget is about $7 million annually.  The manager will oversee several significant contracts that support a majority of the budget.  FTE equivalents is approximately 70, with 7-10 primary direct reports (supervisors and student staff) reporting to the manager. 

Decision Making:

Ability to make decisions about the safe and effective operation of all transportation services.  Influences the decision about keeping JHU open during inclement weather by providing accurate, timely information.  Need a quick thinking, fact-based decision maker to deal with multiple, and often over-lapping, situations.

Authority:

Authority to alter transportation offerings, such as route modifications, schedule changes, detours, etc.  Authority to discipline or remove drivers for infractions.  Authority to act on behalf of JHU to respond to vehicle accidents, incidents or other situations involving transportation services.

Communication:

Ability to communicate effectively with constituents at all levels within Hopkins.  Strong written communication skills are vital to success.  Also, the ability to translate routes and schedules into easily understood materials is necessary.  Oral communication is important with employees and customers who require additional information or have complaints or suggestions.

Qualifications:

  • Bachelor's degree in business or related field required.
  • Five years progressively responsible experience in managing transportation operations required. 
  • A master's degree in a related field may substitute for required experience and additional experience may substitute for required education, to the extent permitted by the JHU equivalency formula.

Equivalency Formula:  30 undergraduate degree credits or 18 graduate degree credits = 1 year of experience.  For jobs where equivalency is permitted, up to two years of non-related college coursework may be applied towards the total minimum education/experience required for the respective job.

  • TransLoc experience preferred. 
  • SAP experience a plus.

Certification:

Current MD Driver’s License or ability to obtain one is required.  CDL license a plus.

Physical Requirements: 

  • Ability to remain in a stationary position for extended periods of time
  • Ability to operate a computer and other equipment on a frequent basis
  • Ability to frequently communicate with coworkers and staff
  • Occasionally lifting, carrying objects weighing 20 lbs. or less
  • Ability to drive vehicles for extended periods of time
  • Ability to traverse distances up to a mile at a time, on bus storage yard, inspecting vehicles, etc.
  • Ability to visually inspect all vehicles

The pre-employment physical for positions in clinical areas, laboratories, working with research subjects, or involving community contact requires documentation of immune status against Rubella (German measles), Rubeola (Measles), Mumps, Varicella (chickenpox), Hepatitis B and documentation of having received the Tdap (Tetanus, diphtheria, pertussis) vaccination. This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing. Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers. Any vaccinations required for these diseases will be given at no cost in our Occupational Health office.
