Deputy Chief of Party – Côte d’Ivoire

General Summary/Purpose

The Deputy Chief of Party will provide technical, programmatic, and administrative assistance to the HIV, malaria and GHSA programs and will lead the development and implementation of discreet program activities independently. The DCOP will supervise and mentor staff. S/he will lead technical work and initiatives independently. Additionally, as needed, s/he will support proposal development and contribute to strategic partnership development.

As Côte d’Ivoire Deputy Chief of Party, s/he will oversee management and operations of the project as a whole. S/he should also be able to act for and represent the Chief of Party as necessary. S/he will possess a deep command of management processes generally and USAID reporting and compliance requirements specifically and demonstrate an ability to produce quality results on schedule.

 

Specific Duties & Responsibilities

Expected to provide support to the project until the end of its operations (currently planned for mid-2022), the DCOP will be based in Abidjan with extensive travel to the project’s intervention sites on an as needed basis. The Scope of Work includes but is not limited to the following:

 

Program Management

  • Support Chief of Party in project management, operations, and oversight
  • Oversee the implementation of all HIV, malaria and GHSA activities under Breakthrough ACTION
  • Oversee technical team leads programs with support from Baltimore-based advisors
    • Produce and edit documents, work plans, reports, and presentations
    • Monitor budgets and make strategic decisions to reallocate funding according to strategic priorities
    • Oversee the sub-grants and contracts programs, providing technical and financial oversight to Grantees and contractors with support from Baltimore-based advisors
    • Initiate, track and monitor procurements, contracts, work plans and other administrative and programmatic documents
    • Work closely with finance and administrative staff to ensure timely and compliant spending
    • Maintain frequent, open, ongoing communication with program team members in all locations (within the country, with BA regional teams and headquarters)
    • Liaise with various institutions (government agencies, private, and civil society partners) to strengthen/implement HIV, malaria, GHSA programs
    • Adhere to JHU, CCP and donor rules, regulations and policies
    • Ensure deliverables are archived on relevant knowledge management platforms
    • Identify STTA needs
    • Work closely with research teams both in Cote d’Ivoire and Baltimore to routinely review program performance data and initiate adaptations to program management and implementation

 

 

Minimum Qualifications (Required)

Master’s degree (M.A., MHS, MPH) required.

Six (6) years related experience required.

 

Additional relevant experience and/or training may substitute for some education.

 

Preferred Qualifications

  • Minimum of ten (10) year’s experience in managing and providing technical support and capacity building to large complex international projects with significant SBC components. Preference will be given to those with considerable working experience in social and behavior change
  • Twelve years related experience working on international development program, five (5) of which have been spent as a Deputy Chief of Party, Senior Advisor, or their equivalents
  • A senior technical expert in at least one of these technical areas (HIV/AIDS, malaria, GHSA, family planning), gender and youth; with sufficient understanding of all these areas to direct integrated, collaboration and coordination efforts
  • Proven record of leadership in the management of SBC programs and experience leading projects/programs across a range of intervention types and/or health areas
  • French proficiency (verbal and written)

 

 

Special Knowledge, Skills, and Abilities

  • Demonstrated leadership skills in working collaboratively and effectively engaging with other donors, host country institutions, and local and international organizations
  • Demonstrated capacity in managing for results
  • Demonstrated knowledge of the latest developments in advancing good/best practices in social and behavior change
  • High level of interpersonal, technical, and analytical skills including a demonstrated ability to interact effectively and collaboratively with public and private sector stakeholders, civil society, NGOs, CBOs and other stakeholders
  • Familiarity with USAID administrative, management, compliance, and reporting systems is essential as well direct experience managing a USAID-funded project is preferred
  • Excellent skills and experience interacting with U.S. government agencies including Missions
  • Excellent organizational, analytical and oral and written communication skills in French

 

Extensive travel throughout the country and limited international travel.

During the Influenza ("the flu") season, as a condition of employment, The Johns Hopkins Institutions require all employees who provide ongoing services to patients or work in patient care or clinical care areas to have an annual influenza vaccination or possess an approved medical or religious exception. Failure to meet this requirement may result in termination of employment.

 

The pre-employment physical for positions in clinical areas, laboratories, working with research subjects, or involving community contact requires documentation of immune status against Rubella (German measles), Rubeola (Measles), Mumps, Varicella (chickenpox), Hepatitis B and documentation of having received the Tdap (Tetanus, diphtheria, pertussis) vaccination. This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing. Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers. Any vaccinations required for these diseases will be given at no cost in our Occupational Health office.
