Administrative Director

General Summary/Purpose

Reporting to the Director of the ICTR, the ICTR Administrator directs all the activities (administrative, financial, and operational) of the Institute for Clinical and Translational Research (ICTR), on a day‐to‐day basis, consistent with the research and educational goals of the ICTR.

 

Specific Duties & Responsibilities

Oversight of all financial aspects of the ICTR including budgeting, reconciliation of expenditures, and timely reporting to the ICTR’s funding agency through University Sponsored Projects Shared Services.

  • Direct responsibility for all administrative aspects of the ICTR's related research and educational activities through collaborative efforts with clinical and basic science departments, divisions and Institutes within the Johns Hopkins Medical Institution (JHMI).
  • In collaboration with the ICTR Director and faculty leadership, manage and steward the ICTR’s finance, grant and contract activity, and other programs such as cost recovery activities, and public relations/marketing activities.
  • Direct responsibility for the timely submission of all programmatic/technical reports to the ICTR’s funding agencies
  • In conjunction with the ICTR's directors, deputy directors and other senior leadership, formulate overall Institute tactical planning for growth and viability.
  • Coordinate ICTR programs across multiple schools at Johns Hopkins as well as ICTR partners such as University of Maryland Baltimore, Kaiser Permanente MidAtlantic States and Morgan State University
  • Work with ICTR Director so that multiple internal and external ICTR committees, as well as the External Advisory Committee, provide appropriate governance and oversight of the ICTR. Initiate and direct short and long range planning for the ICTR, and conduct comprehensive feasibility studies for: evaluation of new and existing research training programs; assessment of facility, funding and staffing requirements.
  • In conjunction with the Johns Hopkins Medicine strategic plan, provide leadership, when appropriate, in planning the ICTR expansion and program planning and, where appropriate, fund raising activities related to same.
  • Develop and implement, with the ICTR Director, operational plans for all aspects of the ICTR's research activities, coordination with other hospital and clinical programs, plans for new operating and patient flow systems within the ICTR, assessment of performance and contribution to Johns Hopkins Medicine objectives.  Develop and implement the ICTR’s governance plan.
  • Develop and maintain a sound management structure for research and training activities, operating policies, procedures, and staffing to meet the operational needs of the Institute.
  • Provide direction to managers and other administrative leadership. Develop long and short range action plans to achieve collaborative results and maximize individual and collective strengths. Importantly, with the Principal Investigator, develop standards of performance for Institute activities, monitor performance, and implement corrective actions as necessary. 
  • Develop and review proposals from a financial and administrative perspective to enhance the goals of the ICTR.
  • Direct the Institute's operations with authority to make commitments in accordance with the ICTR’s strategic plan, related to expenditures and revenues, sponsored research, third party contracts, hospital contracts, and staffing.
  • Monitor new initiatives and be active participant in national CTSA consortium committees, function groups and consortium activities.
  • Develop and champion programs to address programmatic and financial issues facing the Institute.  Create and monitor efficient ways for faculty and departments to reimburse for services provided with the ICTR including oversight of 5 research service centers
  • Administer the ICTR's budget during the course of the fiscal year, including the release of funds for expenditures and the review/approval process for capital expenditures.
  • Work with the ICTR Director to lead the effort to submit a successful CTSA renewal application roughly every 5 years
  • With the ICTR Director, assign space utilized by all research and training programs of the ICTR and proactively participate in space planning as it relates to Institute operations. 
  • Allocate resources and develop efficiencies to improve and maintain the services of the Institute and to ensure a positive financial performance.
  • In conjunction with the ICTR Director and consistent with JHMI/JHU goals and objectives, negotiate with external federal, state, and private agencies with regard to grant funds for construction, core support and individual faculty and program support.
  • Direct the evaluation, development, and maintenance of control systems pertaining to operational and programmatic management. Monitor use of resources in accordance with plans and budgets, and provide reports to faculty and supervisors to assist their control of resources in their areas of responsibility, in a collaborative manner. 
  • Direct the development and maintenance of administrative policies for the Institute that define the parameters of the action of managers and supervisors and that provide guidelines for decision making, ensuring compliance with University directives, Federal and State laws and regulations, and accreditation requirements.
  • Identify needs for information or service from other administrators to accomplish organizational objectives or standards; evaluate whether appropriate systems are in place to serve those needs. Provide administrative guidance for the maintenance and improvement of all management information systems.
  • Develop programs to continually measure and evaluate quality of ICTR activities.
  • Develop departmental policies, plans, procedures and management information systems to support all ICTR activities. 

 

 

Minimum Qualifications

Bachelor’s Degree required, with concentration in business, finance, accounting or other related field preferred.

  • Seven (7) years’ progressively responsible professional-level administrative and financial experience related to monetary or non-monetary resources of a department including two years supervisory experience and two years financial management experience.

 

Additional experience may substitute for related bachelor’s degree, to the extent permitted by the JHU Equivalency Formula: 30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience. Additional related experience may substitute for the required education on the same basis.  For jobs where equivalency is permitted, up to two years of non-related college course work may be applied towards the total minimum education/experience required for the respective job. *

 

Preferred Qualifications:
Master’s degree in a related discipline helpful, and may substitute for some required experience, to the extent permitted by the JHU equivalency formula. 

Special Knowledge, Skills, and Abilities:

Previous experience in an academic medical center required.

  • Knowledge of hospital and university financial administration required.
  • Demonstrated knowledge of federal grant regulations required.  Familiarity with the CTSA grant program strongly preferred.
  • Significant experience in the funding and operations of the clinical research enterprise required.
  • Familiarity with operations of Clinical Research Units strongly preferred.
  • Outstanding oral and written communication skills required.
  • This position requires excellent interpersonal skills and a deep understanding of the research, educational and clinical issues within the Schools of Medicine, Public Health, Nursing, Engineering, and the broader university context.
  • Must demonstrate leadership qualities and the ability to be a champion for the various stakeholders within the ICTR.
  • Demonstrated record of related accomplishments and the ability to work collaboratively and by consensus.

The pre-employment physical for positions in clinical areas, laboratories, working with research subjects, or involving community contact requires documentation of immune status against Rubella (German measles), Rubeola (Measles), Mumps, Varicella (chickenpox), Hepatitis B and documentation of having received the Tdap (Tetanus, diphtheria, pertussis) vaccination. This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing. Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers. Any vaccinations required for these diseases will be given at no cost in our Occupational Health office.
