Administrator

The Johns Hopkins University seeks an Administrator who will oversee several assigned departments and/or institutes/centers (estimated 3-5) within the Basic Science Consortium in the School of Medicine (SOM). Reporting to the Basic Sciences Consortium Sr. Administrator, this position provides strategic leadership of all operations, finance, human resources (HR), business development, and marketing-related matters of each supported department/center. This position requires advanced financial and analytical skills for budget oversight. This position also requires strong managerial skills. Knowledge of human resource policies, processes, and training and education program development. Additionally, this position requires knowledge and skills related to developing business, philanthropy, and marketing strategies that will facilitate program growth. The Administrator position works closely with numerous internal and external stakeholders, including department directors, administrative staff, faculty, SOM leadership, and the Basic Science Shared Services: finance, research administration (RMS), HR/Credentialing, and IT.


Specific Duties & Responsibilities


Human Resources (HR)

  • Provides oversight and consultation on all HR functions of departments and centers in collaboration with Administrative Managers, Directors, and the Basic Science HR/Credentialling Office.
  • Oversees the Administrative Managers for each department/center according to HR policies and procedures, responsibilities include interviewing, hiring, training, evaluating, mentoring, professional development planning, and performance improvement actions as needed.
  • Advises and assists Administrative Managers and Directors with staff management, workload optimization, strategic planning, and strategic hiring.
  • Conducts monthly administrative meetings to promote cross-training and collaboration between departments and to provide a forum for information exchange.
  • Ensures compliance of each department/institute with JHU/SOM HR policies and procedures.


Financial Management

  • Provides oversight and consultation on the development, preparation, monitoring, projections, and reconciling of department budgets in collaboration with Administrative Managers and Directors.
  • In collaboration with the Basic Science Finance Office, works with Administrative Managers to develop and implement robust financial projections that will facilitate strategic planning and long-range program enhancements.
  • In collaboration with the Basic Science Research Management team, ensures compliance of each department with sponsored project regulations, effort reporting, and deadlines.
  • Advises and assists with complex financial management problems, audit questions, contract negotiations, and management issues.
  • Acts as a key liaison between departments, the Basic Sciences Consortium Sr. Administrator, SOM Finance and Budget Offices, and other internal and external stakeholders.


Administration

  • Works collaboratively with departments and centers in the development of new policies and procedures as needed to ensure smooth operations.
  • Advises and assists Administrative Managers with space and equipment inventories, as well as capital projects in collaboration with Basic Sciences Operations Manager.
  • Serves as a key liaison for each department on all administrative, operational, and financial matters.
  • Consult with Administrative Managers and Directors on the general facilities operations, IT and other issues, and administrative processes for each department.
  • Supports and provides strategic guidance on the business development goals of each department.
  • Meets routinely with each Administrative Manager and Director, as well as the Basic Sciences Consortium Sr. Administrator, regarding all financial, operational, and HR activities and upcoming needs for each department.
  • Contributes to the mission and goals of JHU/SOM’s institution-wide strategic initiatives, assuring compliance with accreditation and other applicable federal, state, and local regulatory agencies.


Minimum Qualifications
  • Bachelor's Degree in Business, Finance, Accounting or other related field.
  • Seven years (7) progressively responsible professional-level administrative and financial experience related to monetary or non-monetary resources of a department, center, or unit, including 2 years financial management experience (e.g., planning, directing, monitoring, organizing, and controlling monetary and non-monetary resources).


Preferred Qualifications
  • Master's Degree in a related field may substitute for required experience, to the extent permitted by the JHU equivalency formula.
  • Supervisory experience.
  • Demonstrated significant experience with financial analysis, forecasting, and budget development.
  • Prior experience with Johns Hopkins University academic and business systems is desirable.

Starting Salary Range: $85,400 - $149,500 Annually ($115,150 targeted; Commensurate with experience)

The referenced base salary range represents the low and high end of Johns Hopkins University’s salary range for this position. Not all candidates will be eligible for the upper end of the salary range. Exact salary will ultimately depend on multiple factors, which may include the successful candidate's geographic location, skills, work experience, market conditions, education/training and other qualifications. Education and Experience Equivalency
Please refer to the job description above to see which forms of equivalency are permitted for this position. If permitted, equivalencies will follow these guidelines: JHU Equivalency Formula: 30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience. Additional related experience may substitute for required education on the same basis. For jobs where equivalency is permitted, up to two years of non-related college course work may be applied towards the total minimum education/experience required for the respective job.

The pre-employment physical for positions in clinical areas, laboratories, working with research subjects, or involving community contact requires documentation of immune status against Rubella (German measles), Rubeola (Measles), Mumps, Varicella (chickenpox), Hepatitis B and documentation of having received the Tdap (Tetanus, diphtheria, pertussis) vaccination.
