Administrator

General Summary/Purpose

The mission of Epidemiology is to improve the public’s health by training epidemiologists and by advancing knowledge concerning the causes and prevention of disease and the promotion of health. In conjunction with the Department Chair, the Administrator will provide direct oversight of overall administrative, financial and operational activities of the Department. Here is a functional summary of the role. 

 

Specific Duties & Responsibilities

Financial Operations –

  • Advise the Chair on resource needs and financial risks facing the department;
  • Ensure timely responses to requests for regular and ad hoc reports from Chairs, faculty, School and University administration, and sponsored research agencies;
  • Oversee fiscal management for sponsored research for approximately 600 accounts and over $75 million per year (pre and post award for grants, contracts, sub-contracts);
  • Provide oversight of fiscal management for international research, including more than 25 foreign subcontracts and impress accounts;
  • Identify opportunities and champion major initiatives for continuous improvement in support of internal controls and financial reporting processes;
  • Ensure compliance with University policies and procedures and all applicable legal rules, regulations and Sponsor guidelines;
  • Serve as a key resource for strategic financial operational planning;
  • Oversee annual budget planning and preparation, financial analysis, projections and reporting;
  • Exercise independent managerial and professional judgement and assume responsibility for decisions, consequences and results;
  • Project and analyze long-term trends in total budget for the department, including analysis of expected changes in teaching, research and professional practice activities, student enrollment and scholarship support, faculty size and composition as well as analysis and resolution of short-term issues;
  • Manage general funds ($7 million +), gifts and discretionary accounts endowments, student scholarships and petty cash and endowment funds;
  • Direct financial analysis processes, analyze business critical systems, and proactively resolve strategic issues that may span multiple business areas.
     

Administrative Operations

  • Oversee all aspects of human resource management including payroll for approximately 125 full-time faculty, 300 full-time staff, and 160 students;
  • Manage 6 direct reports, including HR Generalist, Financial Managers and Grants and Contracts Managers;
  • Direct and consult as needed with Human Resources Generalist and Health Sciences Human Resources on staffing and personnel management plans, employment and compensation issues, performance management issues and disciplinary actions, and salary planning;
  • Promote an inclusive and innovative work environment;
  • Responsible for effective staff management, including hiring and orientation, training and development, workflow and performance management;
  • In collaboration with Human Resources and department faculty, ensure the skills and competencies of department staff address changing technology and changing needs;
  • Oversee training of staff and develop procedures to improve efficiency and, as necessary, to reorganize;
  • Coordinate with faculty and department leadership to develop a space allocation policy for the department, maintain systems to monitor space use, including off-site locations and leases;
  • Lead general facilities operations for department and work with Facilities Management on space projects.
     

Minimum Qualifications

Bachelor’s Degree in Business, Finance, Accounting or related field;

  • Seven (7) years progressively responsible professional level administrative and financial experience related to monetary or non-monetary resources of a department;
  • Two years supervisory experience and two years financial management experience
     

Master's degree in related field may substitute for some required experience.

Understand the challenges and complexities of managing research programs that occur overseas and in developing countries;

  • Excellent writing, communication and oral presentation skills;
  • Recognize the sensitivity and importance of managing confidential department and/or School information;
  • Communicate in a tactful and diplomatic manner with staff, students, faculty and external partners.

During the Influenza ("the flu") season, as a condition of employment, The Johns Hopkins Institutions require all employees who provide ongoing services to patients or work in patient care or clinical care areas to have an annual influenza vaccination or possess an approved medical or religious exception. Failure to meet this requirement may result in termination of employment.

 

The pre-employment physical for positions in clinical areas, laboratories, working with research subjects, or involving community contact requires documentation of immune status against Rubella (German measles), Rubeola (Measles), Mumps, Varicella (chickenpox), Hepatitis B and documentation of having received the Tdap (Tetanus, diphtheria, pertussis) vaccination. This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing. Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers. Any vaccinations required for these diseases will be given at no cost in our Occupational Health office.
