General Description


General Summary:

Reports to the Administrator and is responsible for the management of all clinical operations for functional unit, including personnel, equipment, training, space, etc. Oversees and leads the development of the regional capital, operational, and FTE budgets and directs the financial reporting and analysis. Develops business plans in support of the Department’s programmatic growth.

Oversees the revenue cycle management of the department from the point of patient access to the time of collections. Develops functional unit goals, policies and procedures. Mentors managers, oversees and stewards projects to scheduled completion, reviews expenditures with managers and implements operational solutions to budgetary issues. Oversees departmental compliance with regulatory agency requirements. Manages capital equipment selection and purchasing, equipment and space. Represents the department on institutional committees.


Essential Job Functions:

Work requires a comprehensive understanding of all procedures, systems, and services within the functional unit’s diverse operating components. Ability to analyze financial data for functional unit and make sound recommendations to Administrator and Functional Unit Director. Ability to manage diverse groups of people and clinical operations to achieve departmental objectives. In addition, analytical ability required to assist in development of objectives, policies and procedures.

Highly developed interpersonal and communication skills are required to effectively communicate on a frequent basis with departmental and interdepartmental administrative staff, employees and physicians to exchange information, resolve problems and coordinate services. Responsible for monitoring budget position for cost centers within the functional unit and responding to variances and financial objectives with appropriate operational plans.

Develop and interpret a variety of financial reports, which may include Income statements, balance sheets, statement of cash flows; Ratio interpretation, financial performance monitoring for JHH, JHHS and JHM as well as prospective external partners

Authority/Decision Making Level:

Highly developed ability to make independent decisions. Has authority over operations, purchasing, hiring, firing, employee discipline. Highly developed ability to independently anticipate or identify problems, develop solutions and oversee the implementation of solutions to ultimate resolution.

Bachelor’s degree in business, finance, accounting or other related field required. Seven years progressively responsible professional level experience in a financial and administrative position related to monetary or non-monetary resources of a department, center or unit, including two years of supervisory experience and two years financial management experience (e.g. planning, directing, monitoring, organizing, and controlling monetary and non-monetary resources) Ability to supervise, lead, and train financial staff.

Knowledge of accounting and budgeting theory and practices. Master's degree strongly preferred in business, finance, health administration, or other related discipline. Master’s degree in a related field may substitute for the required experience, to the extent permitted by the JHU equivalency formula.


Skills and Abilities:

Ability to supervise, lead and train financial staff. Knowledge of accounting and budgeting theory and practices. Ability to make independent judgments and to act on decisions on a daily basis. Ability to work for long periods without direction.

Ability to prioritize own work and work of staff as needed. Ability to work with flexibility on several tasks simultaneously and to meet various concurrent deadlines. Very strong organizational skills, analytical and problem solving abilities, and attention to detail. Ability to maintain confidentiality.

Strong interpersonal and communication skills, both oral and written. Ability to effectively interact with all levels of University and Hospital employees as well as outside contacts.

JHU Equivalency Formula: 30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience. Additional related experience may substitute for required education on the same basis. For jobs where equivalency is permitted, up to two years of non-related college course work may be applied towards the total minimum education/experience required for the respective job.


Preferred Qualifications:

Knowledge and understanding of the Johns Hopkins University accounting system and related fiscal offices preferred. Specific knowledge of the operation of the Division preferred.
