Associate Administrator - Clinical

Reporting to the Administrator of Radiology, the Associate Administrator of Radiology will provide high-level leadership and management of the Department's operational, financial, and administrative activities to advance the research, clinical, and education missions. This job encompasses the management of a large and complex divisional structure encompassing research, finances, human resources, program/business development, and other fiscal and administrative operations of the Department Johns Hopkins University School of Medicine (SOM) and Johns Hopkins Health System (JHHS) and enterprises. This position will work closely with the Division Chiefs and their divisional administrators to strengthen processes and systems and to share best practices. Maintaining sustainable financial success, implementing continuous performance improvement, and helping develop new programs, the Associate Administrator is responsible for the performance of over $100 million in annual revenue.


Specific Duties & Responsibilities

Operations Management

  • Collaborates with division chiefs to identify growth potential and foster strong interpersonal relationships in the divisions
  • Oversees activities of the divisions and administrative staff
  • Oversees the resolution of facilities and infrastructure issues
  • Oversees capital construction and space planning
  • Oversees HR management within the divisions
  • Oversees divisional finances
  • Collaborates with division administrative staff to meet the IT needs of the divisions

Research Administration and Management

  • Direct and monitor research-related financial activities to assure compliance with JHU and funding agency regulations; prepare reports as required.
  • Provide oversight and administrative direction for all grant management activity and clinical research compliance within the department.
  • Develop and maintain sound management practices, operational policies, procedures, and staffing to meet operational needs.
  • Monitor the management of all sponsored projects' pre-award, post-award, and close-out processes; function as a departmental resource for Principal Investigators on grants.
  • Oversee compliance with all funding agencies, IRBs, and INDs to ensure all required information is maintained and reported regularly while identifying, analyzing, and correcting discrepancies.

Education Management:

  • Oversee management of all student, fellow, and residency related activities.
  • Manage the administrative operations of department-specific educational programs such as Grand Rounds, CME programs, etc.
  • Provide guidance and education to faculty and staff concerning financial and administrative operations of an academic department; assure that all faculty and staff participate in required compliance training.

Human Resources Management:

  • Oversee central administrative staff and manage departmental human resource functions such as recruitment/appointment of faculty and staff, payroll, credentialing, onboarding, and other related functions.
  • After consultation with the Administrator, determine the appropriate organizational structure and mix of staff to maximize departmental operations and minimize expenses.
  • Utilize compensation strategies that comply with and further the overall mission of JHU and the department.
  • Works with human resources administration to develop staff job descriptions for new hires and restructure current job descriptions for upgrading staff positions as needed. Work closely with the Department and SOM Human Resources for appropriate grading and salaries.
  • Assure that annual staff performance evaluations are conducted in a timely fashion and that job descriptions are accurate and up-to-date.
  • Participate in the faculty recruitment process, providing input on negotiating recruitment packages, space, etc.
  • Facilities and Information Technology Management
  • Develop and monitor a capital plan incorporating the department's short- and long-term capital needs.
  • Maintain responsibility for the departmental space and equipment inventories.
  • Coordinate with JHU facilities management on departmental renovation and construction projects.
  • Develop and implement department information technology plans and policies

Compliance Management

  • Assure compliance with JHU and governmental policies, procedures, and regulations related to financial affairs, physician billing at all practice sites, grants and contracts, and philanthropy matters.

Financial Management

  • Along with the Finance Leadership Team, manage the department's finance and accounting practices and financial relationships with JHU SOM and other Hopkins affiliations.
  • Manage revenue/expense reporting and control systems, report generation, forecasting models, and reconciliation procedures for departmental accounts.
  • Develop business plans for new and proposed programs.
  • Assure the department budget is submitted promptly and complies with JHM guidelines.
  • Monitor, report, and explain variances to the approved budget; address variances and present alternatives for achieving the goals.
  • Meet fiduciary responsibility for financial controls and comply with all audit requirements.

Clinical Management and Operations

  • Oversee the physician credentialing activities to ensure appropriate health plan and third-party payer participation.
  • Oversee the professional revenue cycle, including charge capture, accounts receivable management, billing compliance, and other related activities.



Minimum Qualifications
  • Bachelor's Degree in Business, Finance, Accounting or other related field.
  • Seven years progressively responsible professional-level administrative and financial experience related to monetary or non-monetary resources of a department, center, or unit, including 2 years financial management experience (e.g., planning, directing, monitoring, organizing, and controlling monetary and non-monetary resources). Supervisory experience strongly preferred.
  • Additional related education (master's degree) may substitute for required experience, to the extent permitted by the JHU equivalency formula.
