Associate Director, Data Quality Management

The incumbent leads the planning, implementation, and control of activities that apply quality management techniques to Development data, in order to assure it is fit for consumption and meets the needs of DAR’s data consumers. The incumbent develops a governed approach to make data fit for purpose based on data consumers’ requirements; defines standards and specifications for data quality controls as part of the data lifecycle; defines and implements processes to measure, monitor, and report on data quality levels; and identifies and advocates for opportunities to improve the quality of data through process and system improvements. The incumbent has a deep understanding of DAR data, its usage, and DAR’s overarching data strategy to identify the most impactful and quality-focused activities and deliverables, ensuring data is effectively captured, processed, stored, and disposed of. The incumbent’s effective execution of this role addresses the following key business drivers: increasing the value of DAR’s data and the opportunities to use it; reducing risks and costs associated with poor quality data; improving organizational efficiency and productivity; and protecting and enhancing DAR’s reputation.



Primary Accountabilities


  • Define high quality data, and develop and enact a data quality strategy and program of regular maintenance to support data quality.
  • Define the scope and process to assess data quality, including identifying critical data, existing business and maintenance rules, and data patterns.
  • Craft and perform an initial data quality assessment of critical data, identifying and prioritizing issues, and performing root cause analyses of issues.
  • Identify and prioritize required improvements, based on business impact.
  • Develop preventative and corrective actions to improve data quality, and validate actions can be implemented.
  • Develop and deploy data quality operations, including establishing unit and process operational procedures, and executing corrective actions to remedy quality defects.
  • Manage and enforce data quality initiatives and standards, including data acquisition, enhancement, cleansing, and updating within and across application platforms.
  • Measure and monitor the quality of critical data, reporting on data quality levels and findings.


Primary Capabilities


  • Understand business processes that are driven by the use of data, to document the data lifecycles.
  • Lead unit and work with organizational partners to ensure the development and maintenance of key quality program inputs, such as data quality policies, expectations and supporting business rules, business and technical metadata, data sources, stores, ownership, and lineages.
  • Capture business requirements for data quality management functionality at both the technology and consumer layers.
  • Be the data quality management expert, maintaining relationships with leadership and other business stakeholders and data consumers to drive adoption of good data quality management practices across the organization.
  • Help shape the creation, testing and refinement of ongoing business requirements and translate technical requirements for developers, covering the full data lifecycle.
  • Lead and execute data profiling to examine, analyze, and create useful summaries of critical data, identifying data quality issues, risks, and overall trends. Use profiling engines, querying tools, root cause analysis techniques, facilitated by understanding data models and applying advanced use of tools and data extraction.
  • Execute data audits to validate critical data quality against data rules, gathering statistical metrics to determine data that is out of compliance.
  • Employ Lean methodologies and principles to drive improvements.
  • Assist in planning and delivery of change management appropriate to support quality data as part of the overall CRM and related business solutions ecosystem, ensuring objectives are met from a data quality management perspective, rather than technology ownership.
  • Have knowledge of and make recommendations on purchase of external data sources, software, and services to enhance data quality, completeness, and use.
  • Conduct staff development and training sessions as indicated, including preparing and presenting information on data and business concepts and standards.
  • Act on behalf of the Senior Director as needed, and collaborate in the determination and establishment of program priorities, policies, and procedures.


Interactions, Data Quality Strategy Participants


The incumbent works closely with various DAR and JHI staff to realize the data quality strategy, engaging data partners and consumers to validate data sources, requirements and standards, policies, processes, and procedures. Regular interactions occur with leadership data owners, stewards, analysts, IT integration and operations professionals, knowledge workers and subject matter experts, and data governance bodies, Centers of Excellence (CoE) and Communities of Practice (CoP) regarding the data quality strategy and process improvements.


Personnel Management


  • The incumbent will recruit and directly lead a unit of three permanent team members, being responsible for team members’ selection and performance standards.
  • The incumbent will also collaborate across the organization to realize a matrix management framework and mindset, supporting a shared-services model, employing and deploying resources across efforts based on required skills and capabilities to achieve data quality objectives.
  • Temporary, casual, or contractual staff may also be sourced as indicated to support the data quality strategy and activities.
  • Maintain a system of tracking funding, project, and task progress, with follow-up and verification of completion and quality. Provide feedback and corrective training for team members as warranted.






Minimum Qualifications
  • Bachelor's degree in accounting, business or related field
  • Five years progressively responsible experience, including some office and supervisory experience.


Preferred Qualifications

Seven years of progressively responsible related work experience and supervisory experience, including demonstrated knowledge of accounting and cash operations procedures preferred.


Knowledge and Skills

  • Broad experience and a proven record of managing data and processes with customer engagement technologies are essential, including one or more enterprise-level CRM application platforms (e.g. Salesforce, Microsoft Dynamics, Oracle).
  • Strong experience with Microsoft Office, including advanced-level Excel skills, and document management systems, and customer engagement technologies.
  • Significant demonstrated experience delivering data quality initiatives and business transformation to achieve and maintain them.
  • Strong quality culture background in a large cross-functional team, and experience managing remotely located teams.
  • Experience creating processes and delivering services by using tools such as data mapping, data, and business flow diagrams.
  • Proven ability to think conceptually and abstractly, with excellent analytical skills and experience creating reports and processing large volumes of data.
  • Crisp business execution and project management rigor are critical, along with a service mindset.
  • Clear, concise, and effective verbal and written communication, able to communicate with business and data consumers, technical partners, and organizational leadership to motivate, advise, and influence.
  • Experience training staff on the use of good business processes and the technology used to deliver processes.


Additional Preferred Qualifications, Experience

  • Certification as a Certified Data Management Professional, Six Sigma, or Project Management Professional.
  • Business analysis experience and/or certification
  • Strong knowledge of organizational change, policy development, strategic planning
  • GDPR knowledge
  • Knowledge of Salesforce CRM platform
  • Experience in higher-education and/or non-profit sectors
  • Technical literacy, understanding of database design and use of data extraction and manipulation tools and languages.
