Associate Director, Finance

We are seeking an Associate Director, Finance who will be responsible for managing the financial functions of the Whiting School of Engineering, assisting the Senior Director of Finance and Operations in the leadership of the School’s Divisional Business Office. This includes management and oversight of non-sponsored financial areas as well as financial operations, reporting, budget preparations, projections, and high-level financial analysis and recommendations for the School.


Specific Duties & Responsibilities


Divisional Finance

  • Assists in the development of annual revenue and expenditure budgets, which requires interacting and meeting with WSE Leadership, faculty and managers.
  • Generating reports to present historical data to leaders in the formulation of current year end revenue and expense projections and budget plans for the following year.
  • Responsible for the development of budget formulation, allocation, and implementation processes.
  • Develops and analyzes complex financial data and extracts and defines relevant information.
  • Oversee and analyze Capital Projects finance.
  • Work with department/center administrators and chairs to resolve deficit balances and financial reporting/compliance/audit issues.
  • Network with associates in other JHU Divisions to facilitate resolution of common issues.
  • Oversees all financial arrangements, contract letters, payments and invoices between JHU faculty and other universities.
  • Collaborates with Facilities Manager on capital budget and divisional space plan.
  • Serves as a liaison between the business office and unit areas such as Purchasing, Accounts Payable, and Accounts Receivable.
  • Fields routine questions on all modules of SAP and Analysis reporting.
  • Interprets data for the purpose of determining past or projecting future financial performance.
  • Oversees accounting and financial procedures including tracking, reporting, and controlling expenditures.
  • Develops reports for financial analysis, forecasting, trending and results.
  • Works closely with leadership to manage finances and ensure effective reporting.
  • Manages Fiscal Year End closing process to include budget reconciliations, deferred income and expenses, review of all commitment items, and communication to personnel regarding closing timelines.
  • Records, classifies, and summarizes financial transactions and events in accordance with generally accepted accounting principles and University Finance office.
  • Participation in process improvement committees, operations meetings as they relate to WSE finances, and other finance meetings as they arise.
  • Develops Annual Operating Budget, Five- and Ten-Year Plans, Capital Budget, Revenue Projections and Forecasts.
  • Oversees the preparation of financial reports, reconciliations, and analyses for WSE, primarily related to non-sponsored revenues/expenditures.
  • Reviews account level detail for Current Year Budget and project current year expenses for University Budget Office and WSE Deans.
  • Prepares year-end closing figures, prepare accruals as necessary, and analyze variances for submission to the University Budget Office and WSE Deans.
  • Acts as liaison with appropriate offices for SAP and SIS issues.
  • Coordinates with WSE Development Office on revenue projections based on donor restrictions and timing of major gifts and pledges.
  • Reviews and authorizes transactions as necessary to ensure expenditures are in compliance with JHU and WSE policies and governmental regulations.
  • Serves as liaison for WSE Institutional Research Analyst for financial data and retrieving information pertaining to issues around faculty, students and staff (headcounts, enrollments, majors, course loads, etc.).


Other Financial Operations & Reporting

  • Maintains Service Center Accounts by evaluating budgets and rate schedules submitted by WSE departments/centers, and serving as liaison to resolve questions/problems with Cost Analysis.
  • Oversees the maintenance of Graduate Fellowships/Aid accounts and provide reports to the WSE Deans.
  • Oversees the annual budgeting of faculty promotions and raises.
  • Handles all financial arrangements, contract letters, payments and invoices between JHU faculty and other universities.
  • Networks with associates in other JHU Divisions to facilitate resolution of common issues.
  • Communicates and attends meetings with WSE departments/centers, University Controller’s Office, Budget Office, and Office of Internal Audits.
  • Serves as WSE financial representative on university-wide committees and initiatives as directed by the Sr. Director of Finance and Operations.
  • Serves as a WSE liaison and point of contact with Budget Office, Student Billing, General Accounting and other Divisional Business Offices.
  • Oversees the maintenance of all WSE financial reports.
  • Handles special projects at the direction of the Sr. Associate Dean for Finance & Administration and/or the Sr. Director of Finance and Operations.


SAP

  • Responsible for oversight and maintenance of SAP Security, Roles and Workflow for WSE Dean’s Office, Departments and Centers and working with SAP Support to ensure proper approvals are obtained.
  • Establish, approve and maintain WSE SAP Workflow and Roles.
  • Develop Analysis Reporting templates and standard reports to aid in financial analysis.
  • Provide training and problem-solving assistance with the SAP and SIS systems.


Performance Management

  • Direct supervision of three business office staff, Including two Sr Financial Analysts and one Financial Analyst.
  • Conduct annual performance reviews, monitors time and attendance, disciplines, trains, team members.
  • Guides and supports staff development.
  • Provide routine feedback and constructive criticism to supervisees.
  • Prioritize, assigns and directs work efforts, providing training, guidance and direction.
  • Motivates for higher collaboration and performance.
  • Conduct interviews and makes recommendations for hire when needed.
  • Promote and model a culture of exceptional customer service.


Departmental Financial Support

  • Oversee the development of planning guidelines for departmental and center operating budgets.
  • Oversee the school budget process by creating budget templates and other documents used by the school’s departments and divisions to submit budget information.
  • Prepares in-depth quarterly operational reports, analysis, budget variance and oversight for WSE departments and new units as they materialize.

  • Ability to work with flexibility on several tasks simultaneously in a dynamic, fast paced environment and to meet various concurrent deadlines.
  • Knowledge of budgeting, financial reporting and analysis, internal controls, Federal, State, or Local laws and regulations, and JHU policies and procedures.
  • Knowledge of electronic and paper records administration (SharePoint, OnBase, JH Box) to effectively manage security, file content, retention and distribution of financial documents.
  • Excellent computer skills with proficiency in spreadsheet, word processing and presentation software applications.
  • Ability to work independently, as well as collaboratively as part of a team.
  • Strong oral, written and interpersonal skills required.
  • Ability to make independent judgements and to act on decisions on a daily basis required.
  • Ability to work for extended periods of time without direction, prioritize own work, and to meet concurrent deadlines also required.
  • Knowledge of SAP and Analysis systems.


Minimum Qualifications
  • Bachelor's Degree in Business Administration, Finance, Research Administration or a related field.
  • Eight years of progressive management experience in higher education finance or administrative roles.
  • Additional education may substitute for required experience and additional related experience may substitute for required education, to the extent permitted by the JHU equivalency formula.


Preferred Qualifications
  • Master’s degree or CPA preferred.

Starting Salary Range: 96,950-$133,350 Annually (Commensurate with experience)
