Associate Director Finance
The Department of Surgery is seeking an Associate Director Finance that reports to a senior finance leader in a school or large department with multiple functional areas and/or service lines. The position oversees and performs key financial functions of the designated area. This role performs complex financial analysis and planning. This role provides back-up for the finance leader of their unit and may directly supervise finance staff.
Duties & Responsibilities
- Partner with the finance leader of the unit and other key leaders in their designated area in the development of annual operating and capital budgets
- Perform trending analysis and work with finance staff and administrative leadership to develop projections and forecasts
- Identify potential financial risks and partner with the finance leader of the unit to ensure strategic approaches are taken to address issues.
- Prepare monthly, quarterly, semi-annual and annual financial reports, reconciliations and analyses
- Train and coach departmental finance staff and administrative leaders in effective financial management
- Work with administrative leaders and finance staff to resolve budget issues and other financial reporting/compliance/audit issues
- Review and authorize transactions as necessary to ensure expenditures are in compliance with institutional policies and governmental regulations
- Partner with the finance leader of the unit in the development of financial models in support of new initiatives and programs/products
- Design and maintain financial models to evaluate “what if” scenarios to reflect possible changes in key areas
- Perform research, investigation, and financial review of new proposals for expansion or enhancement
- Serve as back up for the finance leader of the unit at university-wide and divisional meetings as requested
- Serve on project committees and working groups
- Handle special projects at the direction of the unit leader
- Perform other related duties as requested.
Specific Duties & Responsibilities:
- Partners with Administrator and DOF on strategic financial planning, advising on departmental growth, and serving as primary contact for CPA, SOM, and JHM leadership on financial matters.
- Manages all financial lines of business (clinical, research, gift, endowment, etc.) with revenues exceeding $110 million, monitoring profitability and complexity.
- Develops and maintains management systems (spreadsheets, databases) to support financial oversight.
- Reviews monthly account and business plan activity, correcting errors and reporting issues to leadership.
- Analyzes and reports on clinical practice finances, including faculty P&L statements with quarterly updates.
- Collaborates with Chair and faculty to develop strategies for discretionary fund use supporting teaching, research, and patient care.
- Prepares departmental operating budget for SOM submission.
- Produces monthly, quarterly, and annual financial reports for leadership, along with special reports as needed.
- Reviews and manages accounts/cost centers, establishing or eliminating them as necessary.
- Holds regular meetings with division leadership to review financial performance; coordinates closely with JHU Finance on reporting and projects.
- Leads program planning and development, creating detailed business plans for new/existing clinical and research programs, including market assessment, capital needs, and implementation.
- Formulates tactical business plans with administrative leaders and partner institutions.
- Produces department dashboards and complex financial reports for forecasting and analysis.
- Develops and updates staff job descriptions for financial roles, coordinating with SOM HR on grading and salaries.
- Makes recommendations to Chair, Administrator, and DOF.
- Maintains space and equipment inventories in compliance with SOM and government guidelines.
- Provides departmental information to School, Hospital, and external entities as needed.
- Oversees staff managing payroll expense distribution and e-forms, ensuring policy compliance.
- Serves as liaison between business office and unit areas, providing instruction and guidance on procedures.
- Uses software applications to assemble, manipulate, and format data and reports.
- Designs systems to control, monitor, and reconcile expenses; trains relevant personnel.
Minimum Qualifications
- Bachelor's Degree in finance, accounting, business or related field
- Eight years of progressively responsible financial and administrative management experience.
- Supervisory experience.
- Additional education may substitute for required experience and additional related experience may substitute for required education, to the extent permitted by the JHU equivalency formula
Preferred Qualifications
- Master’s Degree in finance, accounting, business or related field.
- Professional experience in higher education or an academic medical center.

Starting Salary Range: $99,800 - $175,000 Annually (Commensurate w/exp.)
