Associate Director of Finance, Student Services


General Summary:

Reporting to the Director of Finance and Administration, this senior position is responsible for performing and overseeing key financial functions of the Student Services Finance Office. This role will perform and provide back-up to the Director with respect to accounting transactions, the preparation of the annual budget, quarterly projections, and periodic reporting.  This position will also be accountable to the AVP, Finance & Administration/Divisional Business Officer for Student Services with respect to financial modeling, pro-formas, and financial review of new programs and initiatives.  Oversight includes both sponsored and non-sponsored funds.


University Student Services encompasses a breadth of student services including Admissions and Financial Aid, Student Affairs, Integrative Learning and Life Design, Student Health and Wellbeing, and Administrative Student Services.  Some services span the entire university and some services are specific to the Homewood campus.

Essential Job Functions:

  • Partner with the Director of Finance and Administration and key divisional leaders in the development of the annual operating budget and five year plan
  • Perform trending analysis and work with departmental finance staff and administrators to develop quarterly projections and forecasts (this encompasses support for 35 departments)  
  • Identify potential risks to the budget and partner with the Director of Finance to ensure sufficient funding for strategic initiatives
  • Train and coach departmental finance staff and administrators in tracking expenditures and developing forecasts and projections
  • Support the Director of Finance and Administration in the development and monitoring of the undergraduate financial aid budget
  • Develop personnel budgets and trend and monitor vacancy rates
  • Prepare monthly, quarterly, semi-annual and annual financial reports, reconciliations and analyses, primarily related to non-sponsored revenues/expenditures
  • Prepare year-end closing figures, prepare accruals as necessary, and analyze variances for submission to the Central Budget Office and divisional leadership
  • Work with department administrators and directors to resolve deficit balances and other financial reporting/compliance/audit issues
  • Develop policies and procedures to ensure accurate accounting and administration of revenues and expenses and to provide adequate internal controls
  • Review and authorize transactions as necessary to ensure expenditures are in compliance with JHU and Student Services policies and governmental regulations
  • Partner with the AVP, Finance and Administration/Divisional Business Officer for Student Services in the development of financial models and pro-formas in support of new initiatives and programs
  • Design and maintain financial models to evaluate “what if” scenarios to reflect possible changes in staffing, enrollment, timing, and variable program costs
  • Perform research, investigation, and financial review of new proposals for expansion or enhancement of student services
  • Ensure proper tracking of philanthropy and endowment funding
  • Serve as back up for the Director of Finance and Administration at university-wide and divisional meetings as requested
  • Serve on project committees and working groups
  • Represent University Student Services on committees as assigned
  • Handle special projects at the direction of the Director of Finance and Administration and/or the AVP
  • Conduct “deep dives” to assess current state, determine opportunity cost and benefit, and develop proposals in support of key strategic initiatives
  • Support the design and development of funding allocation models
  • Network with associates in other JHU Divisions to facilitate resolution of common issues
  • Collaborate with the Central Planning & Budget Office, General Accounting and other Divisional Business Offices
  • Develop BW Reporting templates and standard reports to aid in financial analysis
  • Provide training and problem solving assistance with the SAP system
  • Provide backup support to Departments in the absence of Administrators
  • Provide training to new administrators

Staff Supervision:

  • One (1) direct report (Budget Analyst primarily dedicated to IT financial operations)
  • Conduct annual reviews

  • Provide guidance and direction and resolve conflicts

  • Bachelor’s degree in business, finance, accounting or other related field
  • Master’s Degree preferred
  • Additional directly related experience may substitute required education, to the extent permitted by the JHU equivalency formula.
    JHU Equivalency Formula:  30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience.  Additional related experience may substitute for required education on the same basis.  For jobs where equivalency is permitted, up to two years of non-related college course work may be applied towards the total minimum education/experience required for the respective job.


  • Seven or more years of related financial/accounting and financial management experience required, e.g., planning, directing, monitoring, organizing, and controlling the monetary resources of a department center, or unit


Special Knowledge, Skills, or Abilities:

  • Strong leadership and management skills; advanced analytical skills
  • Experience with detailed financial planning, projections, and forecasting
  • Experience with financial modeling highly preferred
  • Ability to exercise sound, independent judgment in decision making
  • Proficiency with business software packages; advanced Excel skills and familiarity with SAP preferred
  • Excellent oral and written communication skills
  • Ability to work with flexibility on several tasks simultaneously and to meet various concurrent deadlines is required

This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing. Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers. Any vaccinations required for these diseases will be given at no cost in our Occupational Health office.
