Budget Analyst

The Department of Surgery is seeking a Budget Analyst to support 125 faculty and 350 staff and fellows with an operating budget of $120 million per year. The Budget Analyst will coordinate and oversee budgeting functions related to non-sponsored activities. The Budget Analyst will perform analysis and projections relating to business trends, oversee the development and monitoring of departmental non-sponsored, discretionary, and sponsored budgets, plan and determine costs of business activities and recommend budget adjustments and other cost improvement measures. This position will ensure that all funding is received, expenditures do not exceed revenue, and will be responsible for assisting the department in payroll allocations. This position will support the clinical operations by tracking provider productivity data and other important clinical metrics. This position reports directly to the Assistant Administrator of Finance with a reporting relationship to the Financial Manager.


Specific Duties & Responsibilities

  • Coordinate and develop budgets for department.
  • Analyze budget patterns, project expenditures, and prepare approved budget.
  • Perform monthly reconciliations for clinical, operating, and designated accounts; complete monthly verification of non-payroll expenses.
  • Investigate variances, identify budget issues, provide alternative solutions, and resolve problems with leadership.
  • Monitor, identify, and communicate over expenditures to faculty and administrative staff.
  • Utilize SAP and Excel to prepare financial reports and analysis when requested, including preparing detailed budget summaries monthly to review accounts.
  • Assist with monthly close transactions, complete final financial transactions and assist with completion of financial reporting.
  • Prepare and process KB15Ns; journal entries; non-payroll cost transfers; shopping carts; on-line payments; expense reimbursements as needed.
  • Complete monthly reconciliation for the department accounts and analyze budget patterns and project expenditures.
  • Perform other duties as assigned.

  • Know the formal and informal divisional goals, standards, policies and procedures.
  • Familiarity with the departments within University Administration and the academic divisions.
  • Is sensitive to the interrelationship of both people and functions within the department, division, University and Hopkins Enterprise.

  • Carry out duties and responsibilities with limited supervision and at the direction of senior team members.
  • Make decisions and establish work priorities on procedure-oriented operations.
  • Understand management question being asked and develop an analysis necessary to address the question, or appropriately modify the question so that the results are useful for decision-making.


Minimum Qualifications
  • Bachelor's Degree in Finance, Accounting, Business or related field.
  • One year of related progressively responsible experience.
  • Additional education may substitute for required experience and additional related experience may substitute for required education, to the extent permitted by the JHU equivalency formula.

JHU Equivalency Formula: 30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience. Additional related experience may substitute for required education on the same basis.
