Budget Analyst

 

 

 

Under the supervision of the Department Administrator, coordinates and oversees budgeting and financial analysis activities related to JHU finance including cost centers, departmental and sponsored accounts, revenues and gift accounts. This role will support the team to best liaison between the Department of Dermatology, School of Medicine and Johns Hopkins Hospital Finance, and School of Medicine Business Office.  Performs comprehensive analysis and projections, relating to business or research trends to improve Departmental operational and financial effectiveness.  Assists in financial studies and analysis regarding projected changes in revenues and expenditures.  Oversees revenue and expense budgets, including grants and contracts in post award period.  Ensures compliance with University and/or agency regulations and restrictions. May train others in budget related policies and procedures.

 

 

Specific Duties/Responsibilities:

 

  • Analyzes complex financial data and extracts and defines relevant information; interprets data for the purpose of determining past financial performance and/or to project a financial probability.
  • Works towards revenue maximization by understanding and overseeing the revenue cycle.
  • Prepares reports related to clinical productivity, efficiency, and profitability.
  • Partners with departmental leadership, providers, and clinical teams to identify improvement opportunities, implement initiatives, and evaluate performance.
  • Coordinates and develops budgets for research grants and contracts, including revenues and gift accounts.
  • Analyzes budget patterns, projects expenditures, and prepares approved budget. 
  • Compiles working papers and approved budgets when an award has been funded. 
  • Monitors payroll for the specific faculty and their staff ensuring proper utilization of funds awarded. 
  • Performs cost transfers when needed and monitors health insurance on a monthly basis for the area. Financial reports are prepared for budgets, grants, and contracts on a routine basis.
  • Develops payment schedules to monitor receipt of payments from sponsor.
  • Reconciles service center invoices against study milestones.
  • Keeps abreast of laws and regulations that apply to a particular staff function or field of professional expertise to maintain up-to-date compliance.
  • Sets up budget accounts once award(s) has been granted or contract(s) signed.
  • Administers the funds ensuring that funds are expended according both to the sponsor and university guidelines.
  • Confers with appropriate internal Principal Investigator to ensure that required procedures are followed, and provides instruction and answers questions relating to budget procedures.
  • Identifies budget issues, provides alternative solutions, and resolves problems.

 

 

Minimum Qualifications:

 

  • Bachelor’s Degree in finance, accounting, business, or related field required.
  • One (1) year of progressively related financial experience required. 
  • Proficiency in the use of software applications, databases, spreadsheets, and/or word processing required.
  • Additional education may substitute for required experience and additional related experience may substitute for required education, to the extent permitted by the JHU equivalency formula.

 

JHU Equivalency Formula: 18 graduate degree credits (semester hours) may substitute for one year of experience. For jobs where equivalency is permitted, up to two years of non-related college course work may be applied towards the total minimum education/experience required for the respective job.

  • Ability to make independent judgments and to act on decisions on a daily basis.
  • Ability to work with flexibility on several tasks simultaneously and to meet various concurrent deadlines.
  • Ability to effectively interact with all levels of University employees as well as outside contacts.
  • Knowledge of accounting and budgeting theory and practices.
  • Individual must be highly organized and detail oriented.
  • Strong computer skills including intermediate to advanced Excel required. Excellent written and verbal communication and presentation skills.

During the Influenza ("the flu") season, as a condition of employment, The Johns Hopkins Institutions require all employees who provide ongoing services to patients or work in patient care or clinical care areas to have an annual influenza vaccination or possess an approved medical or religious exception. Failure to meet this requirement may result in termination of employment.

 

The pre-employment physical for positions in clinical areas, laboratories, working with research subjects, or involving community contact requires documentation of immune status against Rubella (German measles), Rubeola (Measles), Mumps, Varicella (chickenpox), Hepatitis B and documentation of having received the Tdap (Tetanus, diphtheria, pertussis) vaccination. This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing. Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers. Any vaccinations required for these diseases will be given at no cost in our Occupational Health office.
