Budget Specialist

The Biochemistry and Molecular Biology Department is seeking a Budget Specialist to support HR and Finance actions. 


Specific Duties & Responsibilities

  • Coordinate and manage all HR/Payroll documents (including visa applications), for approximately 20 faculty/staff and 90+ students/fellows and submit to BHRSA Service Center for processing. Creates and maintains employee HR/Payroll files including postdoc and faculty hires.
  • Provide administrative support to the Chair, including calendar and travel management. Also, provides administrative support to the department Administrator, including special projects as needed.
  • Assist with the day-to-day maintenance of budget management based on an awareness of the status of department or unit funding sources, including most of the following: monthly account reconciliation, ongoing monitoring of expenses, processing travel expenses, coordinating procurement processes and vendor payments, coding invoices, initiating cost transfers and/or wire payments. Track and monitor revenue and expenditures to identify variances and to provide up-to-date expenditure and balance information.
  • Assist in developing budgets and budget projections, based on a basic knowledge of funding sources, by performing basic calculations and analyses, generating standard reports, and applying approved processes and procedures.
  • Assemble budgets for grants and contracts in pre-award period. Assist in submitting grants and fellowships via Coeus and era Commons Assist. Monitor post award budgets based on established processes and procedures. Process student awards, sub-awards, and budget reallocations for grants managed by exempt-level budget staff. Assist in development and maintenance of budget monitoring systems by setting up electronic and paper files, recommending and following workflow, and suggesting process improvements.
  • Assist with award setup details after grant numbers are assigned.
  • Assist with the support of relevant post-award responsibilities including account reconciliation, effort reporting, cost transfers, paying invoices, closeouts, and related faculty support.


Minimum Qualifications
  • High School Diploma or graduation equivalent.
  • Three years of related administrative and/or budget experience.
  • Related coursework at the college level may substitute for experience to extent permitted by the JHU equivalency formula.


Preferred Qualifications
  • College Degree preferred.
  • Ability to maintain a high degree of confidentiality.
  • Two years’ office/clerical experience.
  • Knowledge of Microsoft Office Suite and applications.
  • Additional education may substitute for required experience, to the extent permitted by the JHU equivalency formula.

Technical Qualifications or Specialized Certifications

  • Two years office/clerical experience.

Education and Experience Equivalency
Please refer to the job description above to see which forms of equivalency are permitted for this position. If permitted, equivalencies will follow these guidelines: JHU Equivalency Formula: 30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience. Additional related experience may substitute for required education on the same basis. For jobs where equivalency is permitted, up to two years of non-related college course work may be applied towards the total minimum education/experience required for the respective job.

The pre-employment physical for positions in clinical areas, laboratories, working with research subjects, or involving community contact requires documentation of immune status against Rubella (German measles), Rubeola (Measles), Mumps, Varicella (chickenpox), Hepatitis B and documentation of having received the Tdap (Tetanus, diphtheria, pertussis) vaccination.
