Budget Specialist

General Summary/Purpose

Provides support and guidance related to payroll implementation for Global Disease Epidemiology and Control/Social and Behavioral Interventions faculty, staff and students.


Specific Duties & Responsibilities

Process various transactions such as online payments, shopping carts, non-payroll cost transfers.

Process and track travel and non-travel reimbursements in a timely and accurate manner for faculty, staff and students.

Provide general administrative office support. 

Prepare and process cash and check deposit transmittals for payments received

Review all P Card transactions and enter account allocations in the J.P. Morgan PaymentNet portal.            

Monitor E210s to ensure that staff are submitting on a regular basis and supervisors are approving in a timely manner.

Facilitate student hiring process by compiling required forms, submitting to department HR, and following-up as needed. Promptly respond to requests from departmental HR for additional information/clarification.

Responsible for submission and financial requirements for student F31 grants.


Support all relevant post-award responsibilities, as requested by senior members of the grants & contracts team, including account reconciliation, distributing budgets, creating swift records, etc.


Provide necessary information for student insurance and tuition payments to get processed.


Work closely with faculty and staff to obtain all information and prepare documents needed for processing payroll transactions, such as Faculty LOA, terminations, new hires, and salary changes.


Act as liaison with HR Shared Services, International Health HR, Compliance, Office of International Services, Financial Aid, Student Services, Business Office, other JHU schools/departments and program areas to ensure accuracy and efficiency with payroll and VISA transactions/processes.


Maintain record keeping for all GDEC/SBI personnel (faculty, staff, students, visiting scholars, volunteers).


Apply knowledge of JHU and departmental personnel policies and procedures.  Ensure compliance with all relevant University and/or agency regulations and restrictions.


Perform special projects and other related duties as assigned.



Minimum Qualifications

High School Diploma/GED.

Three (3) years of related administrative and/or budget experience. 


Related coursework at the college level may substitute for experience to the extent permitted by the * JHU Equivalency Formula: 30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience. Additional related experience may substitute for the required education on the same basis.  For jobs where equivalency is permitted, up to two years of non-related college course work may be applied towards the total minimum education/experience required for the respective job. *



Preferred Qualifications

Some college coursework in related field preferred. 

Experience coordinating payroll and/or human resources activities.

Knowledge of Microsoft excel and word preferred.


Special Knowledge, Skills, and Abilities

Experience processing payroll using SAP, Microsoft Office (excel, word), detail oriented with excellent organizational skills. Excellent multi-tasking skills. Ability to independently manage workload and anticipate/plan upcoming projects to include work in fast paced deadline driven environment.  Excellent communication skills both written and oral.  Working knowledge of JHU payroll policies and procedures or ability to quickly learn.  Working well within a team environment is important.

During the Influenza ("the flu") season, as a condition of employment, The Johns Hopkins Institutions require all employees who provide ongoing services to patients or work in patient care or clinical care areas to have an annual influenza vaccination or possess an approved medical or religious exception. Failure to meet this requirement may result in termination of employment.


The pre-employment physical for positions in clinical areas, laboratories, working with research subjects, or involving community contact requires documentation of immune status against Rubella (German measles), Rubeola (Measles), Mumps, Varicella (chickenpox), Hepatitis B and documentation of having received the Tdap (Tetanus, diphtheria, pertussis) vaccination. This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing. Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers. Any vaccinations required for these diseases will be given at no cost in our Occupational Health office.
