CTY Senior Program Manager

Position Summary:

CTY is embarking on a complete digital transformation in order to streamline back-office processes, facilitate growth opportunities, and improve students’ experience as they navigate a number of important administrative student services, including registration, billing, and financial aid. CTY is hiring a Senior Program Manager who will partner closely with the project executive to lead the strategic direction of this initiative by developing project strategies, implementation plans (i.e. project planning; project budget/cost control; risk/issue management; change control processes; approval of deliverables; and, communications), staffing and vendor resource needs, and reporting on project achievements and status to CTY leadership. 

 

Job Duties & Responsibilities:

Duties Include:

  • Partner closely with the Senior Director of Finance & Administration to manage and direct a complex project. Help oversee the planning, coordination, and administration of all aspects of the program including budgeting, organizing, staffing, leading, and monitoring program activities.
  • Understand the problems and opportunities across the organization and draft an effective project management strategy. Formulate strategies, monitor and measure progress, and makes adjustments to approach/implementation as needed.
  • Provide analytic capacity and project management services in support of strategic initiatives and business and academic program opportunities, in collaboration with CTY senior leadership.
  • Identify and assess new project opportunities, including the consideration of key risks/challenges, potential academic, political, and cultural impacts, and the creation of business and communication plans for each initiative.
  • Clearly define the business requirement and the opportunity for improvement; gather information, map the processes, analyze results and validate information.
  • Motivate people, departments, and units to optimize current systems and/or use new systems achieve organizational efficiency and growth.
  • Oversee all operations and services provided by project staff and manage daily operations, and associated business functions.
  • Builds and leads teams and works with the work groups and the business units involved. Directly responsible for managing analysts and consultants who join the project team
  • Manage a portfolio of business improvement initiatives.
  • Assess readiness among stakeholders and identify potential barriers/risks.
  • Identify and mitigate risks associated with resistance and facilitate acceptance of change.
  • Prepare the organization/unit for change; work with the organization/unit to plan the change; assist with the implementation of change.
  • Work collaboratively with CTY leadership and subject matter experts.
  • Manages 2 senior business analysts.

 

The incumbent(s) must have the ability to lead a digital transformation project.  This leadership will include the ability to prioritize competing demands, and to draw upon, delegate, and foster collaboration among team members to ensure the successful completion of the project in the allotted time frame. S/he must be able to produce high-quality written reports which effectively present complex information to colleagues and CTY leadership. Success depends, at a minimum, on:

  • Ability to assess business, financial, and technology processes and plans. Doing so requires understanding the programmatic (e.g., academic, administrative, etc.) priorities of CTY.
  • Must develop and maintain a network of relationships with colleagues throughout CTY.
  • Demonstrate the ability to make sense of complex information and apply a systematic, disciplined approach to solve complex problems, to lead consultative engagements, and to adapt to changing situations.
  • Able to identify trends both internal and external to CTY and assess the impact of those trends on CTY’s divisions both individually and as a whole.

  • Experience with Lean and other business improvement and process mapping tools
  • Skilled at executing business process improvement, business process design/redesign, functional requirements development, and data gathering and analysis responsibilities
  • Mastery of Microsoft applications (e.g., Word, PowerPoint, Excel, Visio)
  • Capacity to quickly earn the trust of others, facilitate meetings, and develop positive working relationships across the organization
  • Ability to work with flexibility, efficiency, enthusiasm, and diplomacy both individually and as part of a complex team effort
  • Demonstrates respect for process and knowledge and exercises diplomacy in working with sponsors, subject matter experts, stakeholders, team members, and leadership.

 

Minimum Qualifications:

  • Bachelor’s degree required. Advanced degree in business, finance or a related field preferred.
  • Minimum of 7-10 years of related work experience demonstrating increasing responsibility.
  • Experience in higher education preferred; financial analysis, change management, project management, and/or consulting experience desired.  

 

Skill/Experience:

  • Experience in the management of strategies, initiatives and programs.
  • Experience in project management.
  • Ability to work with flexibility, efficiency, enthusiasm, and diplomacy both individually and as part of a complex team effort.
  • Exceptional analytical skills and broad knowledge of financial, business, and technological practices.
  • Ability to identify and proactively react to resistance to change.
  • Demonstrated ability to negotiate, influence and persuade.
  • Ability to analyze and formulate information into sound, well-organized plans of action.
  • Experienced in organizational change management methodologies.
  • Consulting experience, particularly in higher education.
  • Strong organizational skills and the ability to manage multiple challenging projects simultaneously in a fast-paced work environment.
  • Excellent team-working skills, flexible, unquestionable integrity, and a good listener.
  • Strong written communication and presentation skills, as well as facilitation experience and skills.

 

Supervisory Responsibility:

  • This position requires the management of two Business Analysts.

 

Additional Information:

  • Applicants must be authorized to work in the US.
  • All employees participating in or serving children in University programs must participate in mandatory Child Abuse Prevention online training on the appropriate conduct around children, protecting children from abuse and neglect, and reporting of known or suspected child abuse and neglect.

 

Physical Requirements for the Job:

  • Ability to sit in a normal seated position for extended periods of time.
  • Dexterity of hands to operate a computer keyboard, mouse pad and other office machinery.
  • The incumbent will be required to communicate regularly via telephone and face to face with internal and external customers and must be able to exchange accurate and timely information in these settings.
  • Position also requires a degree of mobility common to working in an office environment; bending, kneeling or standing during events and presentations may be required.

During the Influenza ("the flu") season, as a condition of employment, The Johns Hopkins Institutions require all employees who provide ongoing services to patients or work in patient care or clinical care areas to have an annual influenza vaccination or possess an approved medical or religious exception. Failure to meet this requirement may result in termination of employment.

 

The pre-employment physical for positions in clinical areas, laboratories, working with research subjects, or involving community contact requires documentation of immune status against Rubella (German measles), Rubeola (Measles), Mumps, Varicella (chickenpox), Hepatitis B and documentation of having received the Tdap (Tetanus, diphtheria, pertussis) vaccination. This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing. Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers. Any vaccinations required for these diseases will be given at no cost in our Occupational Health office.
