Campus Operations Manager

The Campus Operations Department at the Johns Hopkins School of Education (SOE) is seeking a Campus Operations Manager. This position is responsible for assisting the Divisional Business Officer (DBO) with overall daily management of the facility and operational needs as well as establishing and maintaining a seamless support experience for students, faculty, staff and visitors of the School of Education. This role serves as a lead resource on complex matters related to the daily operation of the SOE spaces, provide prompt responses and resolutions to inquiries and requests. This position will make recommendations and implement policies and procedures to ensure efficient and effective business practices. This position will provide direct financial processing, analysis and data validation management.


This role will require the ability to work a flexible schedule, including routinely working early morning and evening hours, and occasionally working weekend hours when necessary.


Specific Duties & Responsibilities


Campus Operations Management

  • Collaborate with SOE and JHFRE staff to research and resolve a complex range of student and faculty service matters and provide a timely response. Ensure workplace safety issues are reviewed, resolved, and communicated to ensure a safe and healthy workplace.
  • Maintain safe, secure, and ADA compliant classroom, conference room, and other learning facilities and schedules usage in a way that maximizes resources, aligns with programmatic needs, and results in the most efficient use of all space.
  • Collaborate and advise on the course scheduling process to ensure optimal space utilization, including advising special events scheduling and identifying opportunities for classroom/common space rentals/use by other JHU entitles and non-JHU organizations.
  • Oversee security guards and serve as liaison to security and campus police.
  • Lead campus operations projects such as office relocations, vendor services, and remodeling. Includes collaboration with administrative and academic departments to develop sound understanding of needs; budget development and management; working closely with JHFRE staff; planning and coordinating moves; and coordinating all work to ensure deadlines are met, safety is maintained and there are minimal disruptions.
  • Submit facilities maintenance requests and monitor status to ensure timely resolution.
  • Maintain key control and Jcard access policies, procedures, and adherence. Authorize and administer key and Card access for students, staff and faculty.
  • Collaborative coordination with HR and IT for the onboarding and offboarding of faculty & staff.
  • Process incoming and outgoing mail including USPS, UPS, FedEx and various couriers. Maintain postage machine. Provide monthly maintenance, funds upload, and departmental usage allocation to finance.
  • Oversee Inventory for office supplies, coffee, and other operational/instructional supplies.
  • Ensure compliance and university regulations and restrictions.


Administration

  • Monitor and maintain calendars and emails accounts to address all questions and concerns regarding campus operations.
  • Collect and maintain data to inform decisions concerning space use/allocation, program planning, and technology needs (classroom, office, building use, etc.). Recommend updates to guidelines for space allocation, utilization, and standards, including benchmarks and KPIs.
  • Monitor space occupancy and utilization, provide reports and recommendations to DBO for maximizing the use of spaces.
  • Develop and maintain the Crisis Management Plan including an appropriate communication and preparedness plan and emergency notification procedures. Implement and evaluate effective security protocols, crisis management response, emergency notification procedure, and business continuity planning. Collaborate with leadership across the Homewood and Unified Command structure and with colleagues and peers across the university.
  • Create and update the Emergency Evacuation Plan and generate incident reports as necessary. Provide expertise on crowd control, medical emergencies, and every type of campus evacuation scenario, including for individuals with disabilities.
  • Develop and update facility information on the SOE intranet which includes operating policies and procedures, hours, parking information, and floor plans.
  • Update and maintain internal directories including website and digital signage, collaborating with Marketing and Communications.
  • Serve as 25Live liaison for School of Education by attending meetings, updating records in the system, and special testing sessions for new versions.
  • Coordinate weather and other emergency closings and schedule adjustments through school wide and campus-based communication in collaboration with the DBO. Attend weather calls as scheduled.


Financial Support

  • Financial tasks include various activities specific to finance and accounting, budgeting, and reporting to produce accurate and dependable information regarding campus operations expenses.
  • Process departmental invoices, purchase orders, procurement card charges, and rental invoices to ensure that expenses are allocated correctly and that services have been received.
  • Review assigned accounts on a monthly basis. Track expenditures related to operations and facility costs for campus services and locations, meeting with the Finance team to reconcile accounts and analyze trends and patterns. Take appropriate action to remedy variances from expected expenditure patterns.
  • Conduct and maintain an annual inventory of all fixed assets including furniture, fixtures and equipment.
  • Collaborate with Finance team on lease renewals, including assessment of space needs.
  • Maintain strict adherence to approved project budget allocations, seeking supervisor approval for change orders and resource allocations changes.


Special Projects

  • Assist departmental leadership with special projects as needed.


Miscellaneous

  • Other duties as assigned.


Special Knowledge, Skills & Abilities

  • Knowledge of facilities management, including leasing issues, equipment maintenance, utilities, insurance and security.
  • Highly service oriented with strong interpersonal skills that enable effective interactions with current and prospective students, full-time and part-time faculty, staff, and the general public. Ability to interact effectively in sometimes intense, emotionally charged situations and to work collegially in close coordination across all administrative and academic departments, at all organizational levels.
  • High degree of comfort with technology and professionalism when using electronic communication methods. Strong working knowledge of electronic systems and databases including MS Office, SAP, and 25Live or ability to learn.
  • Must be able to set and manage multiple priorities and respond quickly to changing needs and goals.
  • Ability to gather, analyze, report and make recommendations based on enrollment and other data.
  • Strong oral and written communication skills. Highly attentive to detail.
  • Ability to work a flexible schedule, including evening and occasional weekend hours.
  • Ability to travel between campus locations to participate in meetings.


Minimum Qualifications
  • Bachelor’s Degree
  • Three years of related experience including one year of supervisory/management experience.
  • Additional education may substitute for required experience and additional related experience may substitute for required education beyond HS Diploma/Graduation Equivalent, to the extent permitted by the JHU equivalency formula.


Preferred Qualifications
  • Five years or more of related experience including supervisory/management experience.
  • Experience providing student, alumni and/or faculty services in an academic environment. Higher education administrative experience, preferred.

Not all candidates will be eligible for the upper end of the salary range. Education and Experience Equivalency

If permitted, equivalencies will follow these guidelines: JHU Equivalency Formula: 30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience. Additional related experience may substitute for required education on the same basis.
