Central Bank Manager

The Johns Hopkins University, one of the world's premier teaching, research, and patient care institutions, is seeking a Central Bank Manager for the position of Director, Cash and Investments within its Treasury Office, reporting directly to the Deputy Treasurer. Specific Duties & Responsibilities:

  • Review and approve debt schedules for preparation of quarterly Financial statements.
  • Review general ledger reconciliations.
  • Prepare quarterly Analytical Review for debt.
  • Prepare debt schedules for ratings agencies, surveys, etc.
  • Prepare rating agency responses.
  • Prepares the Central Bank’s 5 Year Capital Plan and budget under the supervision of the Deputy Treasurer.
  • Provide divisions with 5-year debt service projections.
  • Coordinate with Real Estate and General Accounting to project timing and amount of future divisional loan requests.
  • Develop projections for external debt expense and future debt issuance needs.
  • Works with external consultants to reconcile internal and external debt portfolios to support the Deputy Treasurer’s determination of the University’s blended rate. The blended rate is used for charging internal interest on divisional loans and capitalized interest on Capital Projects.
  • Manages the on-going tax-exempt bond compliance.
  • Generate the analysis for calculating private use of Facilities which have been funded by tax-exempt debt.
  • Review and update policies and procedures, maintain memos and document retention.
  • Send annual questionnaires to gather data, and analyze sponsored revenue.
  • Prepare the University’s Schedule K for Form 990 reporting.
  • Additionally, prepares Tefra notices, Tax Certificates, and maintains document retention procedures for all compliance materials.
  • Directs the supervision of one Treasury Analyst.


Minimum Qualifications (Mandatory):

  • Bachelor’s Degree required.
  • Seven years work experience in a finance or accounting department. No special licensing required.  
  • Strong academic and career achievement are required along with the highest standards of personal and professional ethics and integrity.
