Contracts Associate


General Summary/Purpose: 

Position focuses on contracts and sponsored awards, grants, subcontracts, and cooperative agreements.


Specific Duties & Responsibilities:

  • Reviews contracts and grant proposals for completeness and compliance
  • Proofreads revised drafts
  • Approves disclosure agreements
  • Negotiates favorable contract terms and conditions with domestic and foreign sponsors, for all contract types, including Material Transfer Agreements and Non-Disclosure Agreements.  Drafts replacement language where needed
  • Provides advice and counsel to faculty and staff during proposal preparation stage
  • Reviews RFPs with faculty to advise on submission strategy and prepares documentation
  • Develops, negotiates and maintains subcontracts under prime contract and foundation awards, including international sponsors, to insure the proper flow down of terms and conditions in accordance with School and University policies
  • Serves as signature authority for electronic proposals
  • Submits electronic proposals and assists with problems
  • Serves as liaison to funding agencies for pre-award problem resolution and post-award matters
  • Responsible for institutional sign off on proposal when assigned; makes final decision that any changes were completed correctly
  • Serves on University or School committees


Minimum Qualifications (Mandatory):

  • Requires a Bachelor’s degree in a related discipline
  • 3 years of demonstrated experience in contracting activities at a university, government agency, or in a similar environment


Preferred Qualifications:

  • Advanced degree and experience in a pre-award university research administration office 
  • Familiarity with Coeus and SAP 
  • Experience working with sponsor (Federal and private) electronic portals and submission systems 


Special Knowledge, Skills, and Abilities:

  • Knowledge of Federal Acquisition Regulations (FARs), Responsible Conduct of Research and compliance issues related to sponsored research
  • Knowledge of legal principles of negotiation
  • Experience in contracting
  • Attention to detail
  • Ability to prioritize work and work effectively under deadlines, often immediate
  • Ability to exercise judgment and deal with ambiguity
  • Proficiency with Microsoft Office suite

During the Influenza ("the flu") season, as a condition of employment, The Johns Hopkins Institutions require all employees who provide ongoing services to patients or work in patient care or clinical care areas to have an annual influenza vaccination or possess an approved medical or religious exception. Failure to meet this requirement may result in termination of employment.


The pre-employment physical for positions in clinical areas, laboratories, working with research subjects, or involving community contact requires documentation of immune status against Rubella (German measles), Rubeola (Measles), Mumps, Varicella (chickenpox), Hepatitis B and documentation of having received the Tdap (Tetanus, diphtheria, pertussis) vaccination. This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing. Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers. Any vaccinations required for these diseases will be given at no cost in our Occupational Health office.
