General Summary:

The Director reports to the Vice President of Human Resources and serves as a member of the Vice President's senior leadership team. The Director is responsible for all strategic and operational financial management, accounting and financial reporting activities for Human Resources. The Director collaborates with the Vice President and the HR Leadership Team and others on matters concerning strategic and operational financial management of all HR Budgets totaling approximately $420 million annually. The Director also has a matrixed reporting relationship to the Vice President for Budget and Planning and the Controller and regularly works with the JHU Central Administrative business area and divisional business areas on matters relating to strategic and operational HR finance.

Essential Job Functions:

Prepare detailed annual and 5-year budget projections for all of Human Resources annual operating, employee benefits program, tuition grant/training programs, discretionary, service account and HR/Benefits and Payroll Shared Service Center budgets. Lead the development of a cohesive budget plan for JHU Human Resources and all areas previously referenced and translate budget plan into appropriate administrative, staffing and operational plans.

Work closely with the Controller's Office throughout the year on all Departmental accounting matters, and particularly at year end, provide various JHU University-wide benefits program financial and statistical analyses, reconciliations and other pertinent information to both General and Cost Accounting, JHU Central Administration as well as directly with the external KPMG Auditors when analyses, information or responses to inquiries are needed. Prepare year end benefits program financial statements as well as actuarial and cost accounting reports which are used for both fiscal year end closing and in JHU's annual indirect cost rate negotiations with the Federal Government.

Responsible for the annual accounting maintenance, reconciliation and year end closing and reporting of all Departmental and Employee Fringe Benefits Program balance sheet liability accounts in the central JHU General Accounting Ledger. Work closely with the Executive Director HR Business Services, Executive Director HR - Total Rewards, and the JHU Benefits Office on all financial related processes, transaction postings reconciliation processes and other administrative matters as they relate to the JHU University-wide Employee Benefits Program, HR/ Payroll Shared Services and JHU Benefits Operations.

Analyze cost/benefit proposals and provide additional analysis if needed or required. Make recommendations and provide feedback to HR and JHU Sr. Leadership Participate in decision making processes. Analyze performance and evaluate business units' effectiveness and efficiencies.

Participate in the Collective Bargaining Unit negotiation process by running financial analyses and models to project costs for salary increases and other employee benefit items being negotiated for inclusion in the bargaining unit contract, which spans a three year period.

Has supervisory responsibility for a financial analyst and a budget specialist. Provide leadership, training and mentorship to other financial staff in various operating units throughout the Department. Serve as main financial contact for all Departmental staff.

Analyze complex financial data and extract and report relevant information for the diverse operating areas within Human Resources. Interpret data for the purpose of determining past and future financial performance. Analyze budget patterns and project expenditures. Identify budget issues and provide alternative solutions for problem solving. Develop and oversee the maintenance of expense and revenue budget monitoring systems.

Develop rate structures and cost allocation methodologies for operating areas such as FASAP, Student Assistance Programs, JHU/JHHS SAP Training Programs, and various Departmental service accounts and other operating areas. Prepare and manage all accounting entries and inter-entity transfers associated with the above areas and oversee Departmental service account maintenance.

Prepare or assist in preparing project proposals and proposals for new initiatives. Analyze financial implications of proposals and provide findings and guidance to Sr. Management.

Oversee all budget activity, establishing and implement guidelines and systems for budget preparation, reporting and monitoring. Develop and/or monitor compliance with JHU financial policies and internal controls. Establish guidelines and provide recommendations for budgetary and administrative processes such as expense processing and related GL postings, appropriate use of budget dollars and acceptable thresholds for spending in certain areas, etc.

Qualifications:

  • Bachelor’s Degree in Finance, Accounting or Business. Master’s Degree in Finance, Accounting or Business preferred
  • Ten years progressive experience in Finance, Accounting and Business
  • Expert knowledge of finance and accounting, budget, accounting and financial analysis, management of multi-hundred million dollar budgets in varying and diverse business lines, and financial forecasting
  • Knowledge of GAAP accounting regulations
  • Strong spreadsheet and database skills
  • Excellent interpersonal and communication skills
  • Ability to multi-task and must be organized and project oriented
  • Financial planning experience and an analytical approach to problem solving are essential
  • Competency in the use of SAP and Microsoft Excel, Word, PowerPoint and Access required

During the Influenza ("the flu") season, as a condition of employment, The Johns Hopkins Institutions require all employees who provide ongoing services to patients or work in patient care or clinical care areas to have an annual influenza vaccination or possess an approved medical or religious exception. Failure to meet this requirement may result in termination of employment.

The pre-employment physical for positions in clinical areas, laboratories, working with research subjects, or involving community contact requires documentation of immune status against Rubella (German measles), Rubeola (Measles), Mumps, Varicella (chickenpox), Hepatitis B and documentation of having received the Tdap (Tetanus, diphtheria, pertussis) vaccination. This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing. Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers. Any vaccinations required for these diseases will be given at no cost in our Occupational Health office.
