Director of Community and Real Estate Development

The position of Director of Community and Real Estate Development reports to the Vice President for Economic Development.


Position Overview

The Director will be responsible for setting and implementing the strategic vision and associated actions related to Johns Hopkins University’s and Johns Hopkins Health System’s economic development interests. Work will focus on anchor institution and community strengthening initiatives that support the institution's capacity to realize its off campus operational needs. This position has broad programmatic responsibility for developing and managing economic development actions.


The primary duties and responsibilities of the job:

  • Assist in ensuring that economic development and anchor institution goals align with the mission and priorities of the university.
  • Assist with managing the Homewood Community Partners Initiative (HCPI) and the East Baltimore Development Initiative, and the Johns Hopkins' anchor institution strategy, including:
    • integrating the HCPI  and EBDI into the operations of the university and the fabric of the community;
    • with guidance from the university's office of Communications, crafting a communications plan that ensures consistent messaging and the strengthening of the HCPI and EBDI brands;
    • developing, launching, implementing and managing programs, including cross-cutting, quality of life, blight removal and housing creation, commercial retail development, and local hiring and purchasing;
    • recruiting and engaging the parties necessary to realize the goals of the HCPI and EBDI, including leadership and decision-makers from Johns Hopkins and other large institutions, foundations, businesses, nonprofits, and in coordination with the Government and Community Affairs, community representatives;
    • establishing and overseeing the HCPI and EBDI governance structure; administering consulting and other service contracts;
    • creating and implementing administrative policies and procedures within and outside Johns Hopkins that advances the HCPI and EBDI agendas;
    • evaluating the outcomes of the HCPI and EBDI;
    • promoting the HCPI and EBDI locally, regionally, and nationally; determining if and when to consider replicating the HCPI and EBDI at other Johns Hopkins campuses.
  • Assist with identifying non-Johns Hopkins financial resources to support economic development goals.
  • Provide direction based on economic development concept to the managers of large Johns Hopkins-based projects, programs, and policies that impact the university's surroundings.
  • Work directly with senior leadership from Johns Hopkins, the public and private sectors, foundations, nonprofits, institutions to build, maintain, and enhance a robust and supportive constituency to guide and advance Johns Hopkins' economic development initiatives.
  • Identify, manage, analyze, plan, implement, and otherwise support anchor institution and economic development initiatives throughout Johns Hopkins.
  • Align and coordinate the strategies, activities and messages that influence institutional policy with regards to Johns Hopkins' economic development priorities.
  • Work independently within broadly defined organizational goals and objectives. Proactively anticipate potential opportunities and concerns, and develop strategic solutions.


The Director will lead the Homewood Community Partners Initiative (HCPI) and the East Baltimore Development Initiative (EBDI), and the Johns Hopkins' anchor institution strategy, which includes:

  • Establishing and maintaining the strategic direction for HCPI and EBDI in collaboration with internal and external stakeholders;
  • Managing relationships with diverse, high-level stakeholders;
  • Leading regular accountability meetings to track progress towards implementation and identify potential challenges or issues ahead of time for both initiatives;
  • Analyzing the data that measures progress against goals for both initiatives and communicating this progress clearly and effectively;
  • Overseeing and managing the budget for HCPI and EBDI;
  • Drafting and delivering regular and timely public progress reports and other communications;
  • Serving as primary point of contact for all stakeholders, program participants, and the public.


Primary Duties and Responsibilities

  • Serve as trusted advisor and thought leader to Hopkins leadership and HCPI and EBDI partners with regard to continued evolution of the institutions’ commitment to the constituents of Baltimore.
  • Build and maintain strategic relationships with HCPI and EBDI partners and external stakeholders.
  • Represent Hopkins externally and identify collaborative opportunities with external partners, including, but not limited to, Central Baltimore Partnership, etc.
  • Partner closely with the Government & Community Affairs team to ensure strategic coordination of activities and communication with key stakeholders including, but not limited to, elected officials and community organizations.
  • Resolve problems of significance and criticality, troubleshoot emerging problems, answer questions, provide guidance, and disseminate information.
  • Oversee and manage the program budget.
  • Ensure successful coordination of events as needed.
  • Respond to inquiries from partners, participants, and the public in a professional manner.
  • Other related duties as assigned.



  • Education: Bachelor’s degree required and relevant graduate degree preferred.
  • Related Work Experience: Minimum 5 to 7 years of related work experience demonstrating increasing responsibility. Experience should include direct project oversight experience.


Skills, Knowledge and Experience

  • Substantial direct experience is required in the following areas: establishing and leading university-based economic development, anchor institution, and community engagement programming.
  • Experience with residential, commercial, and industrial real estate and capital projects, and local and state government, foundations, nonprofits and civic organizations.
  • Effectively working across complex, and at times, conflicting, organizations; establishing and maintaining successful collaborations and constituencies among a diverse array of parties; a detailed understanding of university--community relations; the operations of an urban research university or equivalent large complex organization.
  • Individual has past demonstrable experience managing sensitive projects that involve coordinating across a variety of stakeholders internal and external to an organization.
  • Ability to manage competing priorities simultaneously in a fast-paced environment.

  • Must have excellent communications and presentation skills. This job entails some evening and early morning meetings.
  • Significant experience with Microsoft Office products, internet research, and database systems.

During the Influenza ("the flu") season, as a condition of employment, The Johns Hopkins Institutions require all employees who provide ongoing services to patients or work in patient care or clinical care areas to have an annual influenza vaccination or possess an approved medical or religious exception. Failure to meet this requirement may result in termination of employment.


The pre-employment physical for positions in clinical areas, laboratories, working with research subjects, or involving community contact requires documentation of immune status against Rubella (German measles), Rubeola (Measles), Mumps, Varicella (chickenpox), Hepatitis B and documentation of having received the Tdap (Tetanus, diphtheria, pertussis) vaccination. This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing. Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers. Any vaccinations required for these diseases will be given at no cost in our Occupational Health office.
