Disabilities Services Administrator

General Purpose:

This position is responsible for compliance with ADA, IDEA, Section 504 and other applicable Special Education laws and regulations across all areas of CTY testing and programming.


NOTE: This role is eligible for a flexible schedule and a hybrid work option, up to two days remote each week.



  • Evaluate and monitor disability compliance with ADA/ADAAA/Section 504 of the Rehabilitation Act, IDEA, and other applicable Special Education laws and regulations as they relate to individuals with disabilities.
  • Develop and implement the disability and accommodation review process. Collect and coordinate the review of documentation by a qualified person to determine functional limitations and diagnosis, conduct the interactive process and determine accommodations.
  • Provide day-to-day implementation and monitoring of accommodation effectiveness working in collaboration with leaders and staff of various CTY programs:
    • Testing, CTY-administered and third-party (Prometric) administered
    • Online programs, with asynchronous and synchronous components
    • In-person day programs
    • In-person residential programs

This responsibility includes disseminating accommodations plans and resources to in person program sites one week prior to arrival of students, disseminating plans to CTY Online asynchronous and synchronous course supervisors upon parent approval of plans, and working with testing/Prometric to ensure accommodations are in place for SCAT/STB testing

  • Counsel parents about seeking services from appropriate providers when further evaluation of educational, health, therapeutic and wellness issues seem appropriate.
  • Communicate with persons inquiring about CTY program eligibility standards related to disabilities, such as anticipated differences between their present setting and the CTY program, expectations about maturity, self-advocacy, legal changes, academic standards, and CTY and University policies related to their particular accommodation needs.
  • Maintain and update a database (Accommodate by Symplicity) to manage services and prepare reports as needed.
  • Recruit, hire, and set standards for Interpreters, readers, and other providers as and if needed.
  • Arrange provision of low vision/blind/LD materials on CD, adaptive technology and deaf/hard-of-hearing services, and train staff to oversee their use.
  • Communicate with clinicians nationwide when questions arise about the standards, content and interpretation of clinical data about students’ ability to participate in CTY programs and activities.
  • Collaborate with CTY departments in the delivery of accommodations, to include providing training and consultation to staff working directly with the students.
  • Consult with CTY departments regarding implementation of program-specific services and accommodations and suggest and/or demonstrate strategies found to be effective for all students.
  • Intervene both proactively and reactively to assure student or staff member satisfaction with any aspect of the accommodation process.
  • Negotiate alternative resolutions to unusual situations related to disability issues.
  • Participate in program committees related to health, medical, and disability services as a resource and guide to ensuring practices are equitable and processes for requesting accommodations are clear.
  • Ensure that the accommodations process actively supports and advances diversity, inclusion and antiracism.


Minimum Requirements:

  • A Master’s degree or doctorate in one or more of the following areas: psychology, special education, learning differences, or disability services
  • At least three years of experience in a disability service or special education position. Additional experience may be substituted for required education as permitted by the JHU equivalency formula.


JHU Equivalency Formula: 18 graduate degree credits may substitute for one year of experience. Additional related experience may substitute for required education on the same basis. For jobs where equivalency is permitted, up to two years of non-related college course work may be applied towards the total minimum experience required for the respective job.


Preferred Requirements:

  • Four or more years of experience in a disability service or special education position is preferred.
  • Experience with both online education and residential settings is preferred.

  • Strong working knowledge of 504/ADA and IDEA laws as they relate to students and staff
  • Knowledge of student development and disability issues
  • Ability to interact well with faculty, staff and students
  • Ability to identify academic problems and their effective solutions
  • Knowledge of needs of twice exceptional students
  • Awareness of the intersection of race and twice exceptionality
  • Excellent oral, written and interpersonal communication skills
  • Ability to interact with diverse internal and external clientele
  • Highly organized and detail-oriented individual
  • Ability to use Microsoft Office suite  
  • Ability to learn and manage third-party accommodation system


Physical Requirements for the Job:

  • Ability to access and transmit information using a computer and do so for extended periods of time. 
  • Operate a computer and office machinery. 
  • Communicate regularly via email, Microsoft Teams, Zoom, and telephone with internal and external audiences and must be able to exchange accurate and timely information in these settings. 
  • Work varied hours including weekends and evenings as determined with supervisor. 
  • Ability to maneuver in an office environment including accessing files, materials, and participating/presenting information in larger group environment.


Supervisory Responsibility:

  • The position may require supervision of casual, seasonal support staff.


Additional information:

  • This position is similar to a school district level special education coordinator.
  • Applicants must be authorized to work in the US, and must either live in the US or another area in which JHU has a business entity.
