Executive Director, Bloomberg Center for Government Excellence

Johns Hopkins University seeks a visionary Executive Director, Bloomberg center for Government Excellence to lead its Bloomberg Center for Government Excellence (GovEx) into an ambitious new phase. GovEx, globally recognized for advancing public sector data use, is evolving to lead the way for cities as they navigate adoption of AI and create more ambitious outcomes for their residents.


The Executive Director will deepen the impact of GovEx through innovative applications of data and AI, and transformative research. This new phase coincides with the transition of GovEx and two additional centers (the Bloomberg Center for Public Innovation (BCPI) and the Black Wealth Data Center (BWDC)) under the leadership of the new School of Government and Policy at Johns Hopkins University. The new Executive Director will guide this strategic transformation for GovEx by optimizing synergies and collaborations with BCPI, BWDC and school faculty, while ensuring the center remains at the cutting edge of data-driven practices.


The Executive Director will work in close collaboration with Bloomberg Philanthropies, which has been a pioneer in supporting data-based cultures within city halls for the past decade and is the founder and major funder of GovEx.


The selected candidate must have real-world experience using data in the public sector and be a strong leader with excellent management skills and a proven track record of team leadership. The candidate will oversee a ~$100m budget and team of 70 professionals and must be capable of balancing day-to-day management with strategic vision. The Executive Director will build and deliver high-quality programming for city halls worldwide and catalyze research that advances our understanding of public data use. We are looking for a candidate with a strong vision for how cities should use data and AI to drive impact.

Specific Duties & Responsibilities

  • Develop and implement a forward-thinking strategic vision that embraces the potential of data and AI for impact.
  • Manage a multi-year ~$100m budget, and a diverse team of 70 professionals.
  • Oversee world-class technical assistance programs and training curricula for public sector leaders globally.
  • Launch and lead new initiatives designed to level-up the entire field of Data in local government.
  • Manage multiple complex programs, ensuring timely delivery, and impactful results.
  • Build and manage strong relationships with city leaders, university partners, philanthropic organizations such as Bloomberg Philanthropies, and global stakeholders.
  • Work closely with faculty in the School of Government and Policy, and cultivate productive collaborations with other JHU schools, researchers, and international partners to scale best practices and amplify impact.
  • Serve as a thought leader, representing GovEx publicly and shaping discourse on innovative uses of data and AI in cities.

Minimum Qualifications
  • Master’s Degree in public policy or a related field.
  • Five years of leadership experience managing diverse teams and initiatives related to government data usage.
  • Additional education may substitute for required experience and additional related experience may substitute for required education beyond HS Diploma/Graduation Equivalent, to the extent permitted by the JHU equivalency formula.



Preferred Qualifications
  • Fifteen plus years in government data usage or related fields.
  • Experience in university and/or local government partnerships.
  • Proven experience either running a medium-sized team (30-70 people), an entrepreneurial initiative, or leading a substantial organizational unit.
  • Background managing product and/or research teams, ideally within a university and/or civic context.
  • Demonstrated success in building data-driven products, or consulting practices, or impactful research initiatives influencing policy.

Total Rewards
The referenced base salary range represents the low and high end of Johns Hopkins University’s salary range for this position. Not all candidates will be eligible for the upper end of the salary range. Exact salary will ultimately depend on multiple factors, which may include the successful candidate's geographic location, skills, work experience, market conditions, education/training and other qualifications. Education and Experience Equivalency
Please refer to the job description above to see which forms of equivalency are permitted for this position. If permitted, equivalencies will follow these guidelines: JHU Equivalency Formula: 30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience. Additional related experience may substitute for required education on the same basis. For jobs where equivalency is permitted, up to two years of non-related college course work may be applied towards the total minimum education/experience required for the respective job.

The pre-employment physical for positions in clinical areas, laboratories, working with research subjects, or involving community contact requires documentation of immune status against Rubella (German measles), Rubeola (Measles), Mumps, Varicella (chickenpox), Hepatitis B and documentation of having received the Tdap (Tetanus, diphtheria, pertussis) vaccination.
