Executive Director- HEBCAC

General Summary/Purpose:

HEBCAC has a terrific opportunity for an energetic, business savvy, entrepreneurial, seasoned executive leader. HEBCAC seeks an Executive Director who is driven by attracting investment and improving the quality of life in urban neighborhoods. The new Executive Director will guide HEBCAC into a successful  future. They will build on 25-years of offering quality community development, youth development, workforce development, and substance use recovery, assistance to adults of all ages in East Baltimore.


The Organization: Historic East Baltimore Community Action Coalition (HEBCAC) is a (501)(C)(3) nonprofit community development organization. In 1994 area residents played a critical role in the founding of HEBCAC, in partnership with Baltimore City, State of Maryland, and Johns Hopkins University leaders. Today, the voice of residents is not as present as it was in the past. The Board of Directors would like to see the next Executive Director proactively rebuild that relationship. HEBCAC’s mission is to provide economic opportunities that support health, thriving households, and neighborhoods in the 220-block area bounded by Edison Highway, Aisquith Street, North Avenue, and Fayette Street. HEBCAC focuses on both physical infrastructure and human capital challenges residents and neighborhoods are facing.  

An active volunteer board of directors governs HEBCAC. Board members include residents and representatives from Johns Hopkins University, Johns Hopkins Hospital, Kennedy Krieger Institute, Baltimore City, and the State of Maryland. HEBCAC currently employs a professional staff of thirty and has an annual operating budget in the range of $1.8M.

HEBCAC’s Services and Programs


YO! Youth Opportunity: Since 2000, the YO Program has provided comprehensive services to out-of-school youth ages 18 to 24 and moved them to economic independence. YO! maintains an annual enrollment of 350 participants. Over the last 19 years, it has served nearly 7000 youth. Committed instructors lead classes so youth can get their high school equivalency certificates (GEDs) and then connect to high-growth careers. Caring mentors make referrals to supportive social services and offer leadership development opportunities.


Annually, an average of 25 youth earns their GED and 180 youth connect to employment opportunities, including job readiness and direct job placement. Hundreds of other youth have made significant grade level advancements in reading and math.


The Nest: The Nest is a 10-bed community-based Youth Emergency Shelter co-located with HEBCAC’s Youth Opportunity Center. It currently operates 24/7, serving youth ages 18-24 with a safe environment from 30 to 90 days, while negotiating more permanent housing solutions. Residents also access supportive services at YO! including GED instruction, job training and placement, mental health counseling, and other services. The Nest accepts referrals from YO! Case Managers and Homeless Services Providers via Baltimore City’s Coordinated Access System.


Dee’s Place: For 17 years, this program has provided a safe place where people in recovery can engage with peers, drop-in for 12-step meetings, participate in day program activities or receive psychiatric rehabilitative services to help reconnect to a healthy community, and stay on the right track. Funding to sustain the program is a continuing challenge.


Real Estate Development & Property Management: HEBCAC has been a leader and partner in redeveloping several commercial and residential properties in East Baltimore.

  • 2012 $9 Million – Day Spring Square (for Day Spring Recovery Programs)
  • 2013-2017 $2.3 Million – Northeast Market
  • 2016 $5 Million – Sage Center (for Supportive Housing & Recovery Center)
  • 2017 $4.3 Million – Baltimore Food Enterprise Center
  • 2019 $11 Million  – Station East Project – Partner in the renovation and rehabilitation of  40-row homes and adjacent properties


The Current Environment for HEBCAC: East Baltimore is home to more than a dozen active neighborhood associations, many committed community leaders, and a network of nonprofit organizations. There is a diversity of affordable housing and an increasing number of successful businesses. Johns Hopkins Hospital, Johns Hopkins Medical School, and Kennedy Krieger Institute are vital community institutions. There are also many people who grew up in East Baltimore, who are thriving professionally, and who have come back to live or work or both to continue improving the community. East Baltimore is also a community in transition for nearly two decades. Its residents are predominantly African American. Poverty and high rates of addiction and crime are prevalent.


The opportunity for HEBCAC to continue as a leading human services provider in this decade depends on several strategies. The external strategies include 1) cultivating the voice of the community through its residents, 2) expanding visibility and fundraising in the region, and 3) elevating neighborhood voices in the public policy arena. The internal strategy includes 1) achieving operating efficiencies, implementing practices for financial planning, measuring success, and risk management, 2) working transparently and collaboratively with the Board of Directors, 3) developing a high-performing staff, and 4) identifying new program opportunities in youth development, workforce development, addictions recovery.


The Board of Directors is especially interested in exploring program opportunities such as inter-generational initiatives, education support that accelerates future career preparation, more workforce development strategies and partnerships, and developing a community recreation center.


Specific Duties & Responsibilities

 The Executive Director Position: HEBCAC is looking for an accomplished organization leader, builder, and relationship and business developer for its next Executive Director. The right candidate will be enthusiastic about connecting with residents and strengthening the position of HEBCAC in East Baltimore, Baltimore City, and the region while building a talented professional staff to sustain and grow excellent services. They will demonstrate strong personal integrity, sound business practice, strategic leadership, and a collaborative style that values partnering. They will have a proven track record in the design and delivery of human services, fundraising, and marketing. Experience with real estate development and property management is a plus. Essential to this role is extensive cross-sector experience forming and maintaining relationships with nonprofit, business, and public sector leaders, and facilitating organization development in response to shifting community needs. Since October 2019, an Acting Executive Director is leading HEBCAC.


The Executive Director partners with the Board of Directors and manages a professional staff to advance HEBCAC’s mission. The position oversees the general and day-to-day operations. Specific responsibilities include: 

  • Positioning HEBCAC to respond strategically to residents and other local stakeholders.
  • Engaging with community leaders at all levels of nonprofits, philanthropies, businesses, and government.
  • Hiring, developing, and leading an energetic staff.
  • Creating excitement in the community about HEBCAC’s work and the difference it is making.
  • Securing operating funds and strengthening HEBCAC’s financial position with new and expanded revenue sources.   
  • Engaging the Board of Directors in creating a vision, providing leadership, and holding HEBCAC  accountable for its commitments.
  • Delivering excellent programs and services, maintaining relationships with funding sources, and complying with regulatory authorities.
  • Developing accountability systems for monitoring and tracking organization performance. 
  • Writing organization and program budgets and operating HEBCAC with a balanced budget.
  • Creating a public voice for HEBCAC with the support of Board members, staff, and organization partners.

    The near-term priorities for the first 12-18 months of the new Executive Director’s tenure include (not necessarily in priority order):
  • Assessing the financial health and performance of each HEBCAC program and developing a short-term sustainability plan with an immediate focus on Dee’s Place.
  • Assessing competencies and experience required to build a capable leadership team.
  • Cultivating a more influential voice from within community residents about the direction of HEBCAC.
  • Building good relationships with resident leaders in East Baltimore, and funders and community partners in Baltimore City and the State of Maryland.
  • Understanding the connection with the community that HEBCAC is best suited to play.
  • Working with the Board of Directors to develop a forward-looking strategic plan.

Minimum Qualifications (Required)

  • A minimum of five (five) years of experience working with human service, compliance, and regulatory agencies is required.


Preferred Qualifications

However, someone with a bachelor’s degree and extensive experience may be considered, and would require a minimum of twelve (12) years closely related experience.


Special Knowledge, Skills, and Abilities

  • Experience with real estate development and property management is a plus.
  • Experience in intergovernmental affairs at the federal, state, local, and municipality levels is desirable. 
  • Background in youth and adult education and employment/workforce development is preferred. 
  • Demonstrated financial management experience with at least a $5 million budget is required.
  • Fundraising experience is required. Raising at least $100,000 from a single donor or funding source is preferred.
  • Proficiency using current computer technology and electronic communications is required.
