Financial Manager

We are seeking a Financial Manager who will understand, develop, and oversee all facets of procurement, ensuring compliance and providing technical guidance and oversight of the procurement function to all levels of CCP staff and management. Will lead and support the entire procurement process for goods and services with varying levels of complexity, including consultant contracts, vendor contracts, sub awards, and service agreements. Will design and optimize procurement processes, resources, and training throughout the agency, including pre-planning and troubleshooting guidance. Will lead and collaborate with all organizational teams and staff to improve procurement efficiency, effectiveness, and knowledge management.


Specific Duties & Responsibilities

  • Oversees organization-wide procurement functions.
  • Supervises the newly formed procurement team.
  • Reviews and provides feedback to Procurement team on all procurement packages and documentation submissions.
  • Serves as the go-to-procurement-expert for all CCP staff, including finance, senior management, programs, research, and field staff.
  • Ensures compliance with USAID, federal, private donor and JHU procurement policies and procedures.
  • Interprets USAID, federal, and other donor regulations; creates and refines CCP procurement policies in conjunction with senior management; provides detailed analysis and innovation solutions to address complex situations.
  • Designs and manages systems to ensure that procurement functions are efficiently and effectively performed to maximize organizational and program success.
  • Provides reports and metrics to manage procurement workflow, and team member productivity.
  • Designs and provides training to team, and program and field staff to build procurement capacity and expertise throughout the agency.
  • Maintains ongoing updates and clear communications on procurements, including regular auditing and reporting to senior management, finance team, program staff and field teams.
  • Oversees the document management system to ensure completeness and accuracy; designs and refines system as needed.
  • Leads or assists with procurement negotiations including providing guidance on contract terms and conditions.
  • Reviews and approves procurement obligations, when appropriate, and supports CCP staff, as needed, when engaging with legal counsel.
  • Other duties as assigned.

Technical Qualifications or Specialized Certifications

  • Procurement Management Certification beneficial


Minimum Qualifications

  • Bachelor's Degree in Finance, Accounting, Business or related field.
  • Five years related financial/accounting and financial management experience, e.g., planning, directing, monitoring, organizing, and controlling the monetary resources of a department, center, or unit.

  • Experience as subject matter expert in procurement with expert knowledge of procurement standards and functions.
  • Experience developing and standardizing operations.

      • Additional education(master's in a related field) may substitute for required experience and additional related experience may substitute for required education, to the extent permitted by the JHU equivalency formula.

      Preferred Qualifications
      • USAID-specific experience preferred (i.e. 2 CFR 200; 2 CFR 700 standards).
      • International development experience and knowledge of JHU policies and procedures are beneficial.
      • Procurement Management Certification beneficial.
