Financial Manager

The Department of International Health is seeking a Financial Manager  for the Health Systems Program.


Specific Duties & Responsibilities:

  • Manage the financial and administrative activities for the Department of International Health's Health Systems Program.
  • Responsible for pre- and post-award grant management of the Health Systems Program.
  • Management of non-sponsored operational and endowment funds. 
  • Advise/Instruct faculty, staff, and students on information regarding University policies, procedures, and budgetary matters.
  • Oversee proposal development for federal and private sponsors using appropriate cost rates and oversee the management of subcontracts.
  • Manage post award activities for the program area including directing the daily management of budgets and accounts including cost analysis, forecasting, dissemination of financial information to faculty, timely processing of payments from sponsors, and the reporting and close out process.
  • Supervise financial staff activities including the processing and reconciliation of personnel and non-personnel expenses.
  • Oversee and review monthly financial data and analyze it to ensure efficient use of resources and compliance with University and/or agency regulations and restrictions.
  • Develop summary reports of program area financial data and meet regularly with program director and department administrator.
  • Develop and implement administrative policies and procedures to support University policies and processes as necessary.
  • Position requires significant overseas grants and contracts management experience including remote accounts at times.
  • Work with the department administrator and human resources on employment issues and salary planning, including international hires. 
  • Oversee/manage the processing of all payroll documents.
  • Oversee/Manage space issues, facilities, equipment, computer purchases, and inventory.
  • Liaison with internal and external departments, offices, and agencies as necessary.


Minimum Qualifications (Mandatory): 

  • BS in related field required.


Preferred Qualifications:

  • Master’s Degree preferred and may substitute for some experience.


Special Knowledge, Skills & Abilities:

  • Well developed interpersonal and supervisory skills, strong organizational ability, self-motivation, and excellent communication skills.
  • Knowledge of financial software applications and Microsoft Office software.


Physical Requirements:

  • Able to sit for extended periods, stand, reach, and bend as well pull, push, and/or lift to ten pounds without difficulty.

Starting Salary Range: $69,830 - $95,959 annually (commensurate with experience)

The pre-employment physical for positions in clinical areas, laboratories, working with research subjects, or involving community contact requires documentation of immune status against Rubella (German measles), Rubeola (Measles), Mumps, Varicella (chickenpox), Hepatitis B and documentation of having received the Tdap (Tetanus, diphtheria, pertussis) vaccination. This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing. Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers. Any vaccinations required for these diseases will be given at no cost in our Occupational Health office.
