Financial Manager

General Summary

The Johns Hopkins Department of Biomedical Engineering (BME) is an interdisciplinary program with 8 affiliated centers and institutes that are part of a cross collaboration effort between the Whiting School of Engineering (WSE) and the School of Medicine (SOM).  The Department’s mission is to improve health through excellence in research and education at the interface of engineering, biology, and medicine.

This position is responsible for all financial activities and performance of BME and will report to and work closely with the Administrator. Contribute actively to the evolution and execution of the organization’s strategic and financial business plans involving general funds, federal and/or private grants and contracts, and designated and discretionary accounts. Oversee development and monitoring of budgets and provide management of financial transactions and administrative processes involving a variety of funds, endowments, government and private grants, and gifts. Manage a variety of financial analysis, reporting and processing activities, and develop and implement business and strategies across all of the unit’s activities. Some of these activities are very complicated and thus require strong analytical and financial skills.

 

Responsibilities and Duties:

Finance:

  • Plan and conduct complex financial studies and extract and define relevant information in order to oversee cash flow and ensure availability of funds in order to meet existing commitments and plan for future commitments.  Analyze results and recommend necessary budget adjustments, and cost effective measures to the Administrator and Division Director.
  • Responsible for producing monthly financial reports on financial performance, including developing management, narrative, and sophisticated statistical reports.
  • Analyze complex financial data and extract and define relevant information using the various accounting systems and communicate necessary information to key stakeholders.
  • Interpret the data to determine prior fiscal year performances and project future financial trends for current fiscal year and beyond.
  • Review costs and perform cost benefit analysis on all areas within the unit and identify budget issues and provide fiscally responsible solutions to the Administrator.
  • Perform complex statistical, cost, and financial analysis of data reported in the various accounting systems.
  • Perform financial analysis and review procedures and systems to determine appropriate solutions. 
  • Develop financial reports to aid in the development of fiscal year affiliated institution funds, general funds, and designated and discretionary funds budgets. Work with finance staff to add in all sponsored funding and unify sponsored, and non-sponsored reports.
  • Analyze and interpret fiscal budget patterns and project future expenditures and revenue streams.  Prepares reports for year-end estimates/projections of expenses and revenues.
  • Interpret and analyze divisional All Funds and identify negative variances and communicate information to the Administrator.  Seek and propose resolutions of negative variances and deficit balances.
  • Produce multi-year and complex financial forecasts and trend reports for budgeting and strategic planning and assist in the preparation of the Fiscal Year budget.   
  • Develop complex business plans for new and existing research programs and recruitment of new faculty. Also, reconcile after each year to trend how the program or faculty member performed compared to the original business plan.
  • Actively and proactively lead various financial processes, including but not limited to, compilation of information used by the Administrator in the annual fiscal year budget development, projections of current fiscal year budget, monthly preparation and accounting of approved budgets, etc.  These financial assignments may include, but are not limited to, developing complex and logical models, meeting with key stakeholders to ensure timely submission, reconciling schedules to ensure accurate submission and report preparation, responding to requests for information, and report preparation.
  • Monitor and approve expenditures throughout the fiscal year, including shopping carts, check/travel/reimbursement requests, and invoices. Submit monthly financial transactions such as budget transfers, GM documents, and non-payroll cost transfers for sponsored projects. On a monthly basis review and reconcile expenditure statements for the department’s designated and discretionary accounts.
  • Assist in budget development for specific projects. Work with the Administrator and PI’s to adjust budget for future years. Maintain chronological files for each budget to ensure that all versions are tracked and maintained.
  • Responsible for monitoring the control salary report monthly and directing the finance team with an action plan to reduce any unfunded salaries; anticipate and resolve funding issues.
  • Oversee effort reporting to ensure the compliance with policies.  Also, oversee eforms, and other deliverables, such as financial/progress report deadlines, controlling late transfers, and account close-outs.  
  • Lead and coordinate the finance team through all processes and transactions for fiscal year end close and opening.  Will distribute assignments to finance team as needed. 
  • Remain up to date on not-for-profit audit best practices and state and federal law regarding not for profit operations.  Participate in programmatic internal policy development.  Facilitate access to appropriate financial and administrative systems as requested.
  • Interface with financial partners, including financial institutions, investors, foundation executives, auditors, School officials, as well as external organizations and collaborating organizations within academia, the private sector and the government.

Sponsored Management:

  • Manage pre- and post- award financial activities including coordination and review of grant/contract proposals, oversight of grant and contract submission process, and management of pre and post-award data.  Serve as a point of contact and resource guide for faculty, analysts, and departmental leadership on all aspects of account administration including changes in sponsored research policies and conducts departmental training of polices to ensure compliance. Ensure that appropriate rates are applied to all sponsored budget. Identify issues, provides alternative solutions, and resolves problems as required. Provide instruction on regulations and guidelines pertinent to the agency and/or university.
  • Serve as a liaison for Controller’s Office, Research Administration, Internal Audits, and University Shared Services.  Research, draft, and approve (in coordination with Research Administration) formal responses to requests for grants and contracts. Set internal governance policies regarding finance. Anticipate multiple inputs and estimate risks strategically. Create associations of trust and respect with key stakeholders.

Staff Management:

  • Direct and supervise the activities of finance staff members with financial reporting and analysis responsibilities.  This includes interviewing and recommending new hires; periodic and annual performance evaluations for direct reports; providing ongoing feedback and constructive support; identifying training needs and setting goals.
  • Ensure that financial staff achieve and maintain self-sufficiency in their provision of financial analysis and overall administrative services to Department faculty. Meet with finance staff and individual faculty on a quarterly basis to review financials.  Oversee, prioritize and direct their work efforts on faculty account management (sponsored/non-sponsored accounts), salary allocations, and post-award management, as necessary. Provide leadership in analyzing, defining and improving processes and solving complicated financial issues. 
  • Work in formal and informal forums with departmental personnel in issues related to Human Resources, Grant administration, and financial management. Pro-actively collaborate with the Administrator on conflict resolution up to and including termination. Identify weak or non-existent administrative processes and works with leadership to develop corrective action plans. Assist with on-boarding new faculty, staff and students. 

Information Systems:

  • Use various software applications, such as spreadsheets, relational databases, statistical packages, and graphics packages to assemble, manipulate and/or format data and/or reports.   Apply multi-application and integration techniques in computer systems to develop end user data sets and reports for financial decision making.
  • Design complex financial reports utilizing the School’s accounting system data and assists in the dissemination of information in various formats, such as automated emailed reports and server based data repositories. Responsible for importing various data and creating complex database and spreadsheet reports for financial analysis as requested.
  • Perform complex statistical, cost, and financial analysis of data. Create integrated financial reports. Develop financial reports for forecasting, trending, and results analysis. Oversee maintenance and creation of budget monitoring systems or tools.

 

Qualifications

Education:

Bachelor’s degree in finance, accounting, applied mathematics, business or other related field.

Experience:

Five years progressively responsible related financial/accounting and financial management experience, e.g., planning, directing, monitoring, organizing, and controlling the monetary resources of a department, center, or unit is required. Additional education in a related field may substitute for experience. Additional experience may substitute for education.
JHU Equivalency Formula: 30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience. Additional related experience may substitute for required education on the same basis. For jobs where equivalency is permitted, up to two years of non-related college course work may be applied towards the total minimum education/experience required for the respective job.
Special knowledge, skills, and abilities:

  • Very strong quantitative, analytical skills.
  • Good problem solving skills. Very organized and capable with financial information systems.
  • Strong relationship and partnering skills.
  • Experience in a financial-management role, partnering with executive staff, resulting in the development and implementation of creative financial management strategies.
  • Knowledge of JHU Financial Administration, SAP, and Analysis.
  • Strong knowledge of grant funding policies and procedures and applicable local, state, federal and university regulations.
  • Deep knowledge and understanding of the Uniform Guidance and Office of Management and Budget Circular audit requirements. Experience working with information technology staff to manage finance and accounting software packages.

Preferred Qualifications:

Significant experience in or knowledge of sponsored projects/research accounting, including sophisticated fund and grant accounting, management, compliance, and reporting.

This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing.
