Financial Manager

Reporting to the Director of Finance and Administration, we are seeking a Financial Manager who will be responsible for ensuring the School of Education academic departments and administrative units adhere to JHU controls, policies and procedures, and provides direction and resolution regarding difficult and complex issues. This position will perform and oversea key financial functions of the School of Education Finance Office with respect to accounting transactions, the preparation of the annual budget, quarterly projections, and periodic reporting. The Financial Manager will develop, interpret, and review financial data to evaluate and determine financial performance and financial projections to assist School leadership in making overall business decisions. This position will have a heavy emphasis on financial modeling, financial analysis, and financial planning.


Specific Duties & Responsibilities


Financial

  • Assist in the development and preparation of annual operating budget and 5-year plans for academic departments and administrative units.
  • Performs trending and forecasting to aid in generating projections, identifying potential risks to the budget, and ensuring sufficient funding for strategic initiatives.
  • Develop monthly, quarterly, and annual financial reports and tools to support financial needs of programs and operating initiatives to measure and improve financial performance.
  • Reviews and approves monthly account reconciliations and corrects any discrepancies in a timely manner.
  • Oversee Memorandum’s of Understanding (MOU’s), partnership agreements, contractual agreements, and cohort information forms.
  • Approve online payments, shopping carts, Concur transactions, eforms, Pcard, and any other related financial transactions. Review and authorize transactions as necessary to ensure expenditures are in compliance with JHU and SOE policies.
  • Allocates resources and develops efficiencies to improve and maintain the services of the School and to ensure positive financial performance.
  • Establish regular meeting schedules with academic departments and administrative units to address issues that arise from either party.
  • Work with departments and directors to ensure that the closing plan is followed and that all departmental entries and processes are complete.
  • Work with departments and directors to resolve deficit balances and other financial reporting/compliance/audit issues.
  • Provides departmental information as requested by the School or external entities as requested and appropriate.
  • Assists with compliance matters.
  • Ensure that the annual budget is properly loaded into Oracle EPM at the start of the fiscal year.
  • In coordination with the Director, develop policies and procedures to ensure accurate accounting and administration of revenues and expenses, and provide adequate internal controls.


Human Resources/Payroll

  • Monitors academic and administrative salaries, headcount, and other key HR data.
  • Works with SOE payroll and HR to ensure proper allocation of salary for faculty and staff.
  • Will manage one direct report, Budget Analyst position.


Special Knowledge, Skills, & Abilities

  • Strong leadership and management skills; advanced analytical skills.

  • Experience with detailed financial planning, projections, and forecasting.

  • Experience with financial modeling is highly preferred.

  • Ability to exercise sound, independent judgment in decision-making.

  • Proficiency with business software packages; advanced Excel skills and familiarity with SAP, Oracle, and SmartView preferred.

  • Excellent oral and written communication skills.

  • Ability to work flexibly on several tasks simultaneously and meet various concurrent deadlines is required.


Minimum Qualifications
  • Bachelor's Degree in Finance, Accounting, Business or related field.
  • Five years related financial/accounting and financial management experience, e.g. planning, directing, monitoring, organizing, and controlling the monetary resources of a department, center, or unit.
  • Additional education (master's in a related field) may substitute for required experience and additional related experience may substitute for required education, to the extent permitted by the JHU equivalency formula.

The referenced base salary range represents the low and high end of Johns Hopkins University’s salary range for this position. Not all candidates will be eligible for the upper end of the salary range. Education and Experience Equivalency
Please refer to the job description above to see which forms of equivalency are permitted for this position. If permitted, equivalencies will follow these guidelines: JHU Equivalency Formula: 30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience. Additional related experience may substitute for required education on the same basis. For jobs where equivalency is permitted, up to two years of non-related college course work may be applied towards the total minimum education/experience required for the respective job.
