Grants & Contracts Analyst

The Department of Neurosurgery is seeking a Grants & Contracts Analyst for the division of Neurosurgery. The analyst will provide dedicated professional level sponsored funds management for more than 80% of time with specific responsibility for pre-award and post-award functions that include, but may not be limited to: proposal preparation, submission, budget development, account maintenance and oversight, billing/invoicing, reporting, compliance, and closeout. Works independently on a variety of grants/contracts that range from simple to moderately complex. While this role may assist with some aspects of non-sponsored funds, the primary goal of this position is to ensure timely, effective and efficient functioning of sponsored funding.


The Grants and Contracts Analyst will work independently most of the time, with support from Principal Investigator (PI) and/or senior/management level grants & contract professionals on increasingly more complex grants/contracts. Will provide standard professional administrative level guidance on protocols, regulations and guidelines to PI and other scientific/research professionals within the department. May interact with external research/administrative professionals.


Types of sponsored awards for which the position is responsible

This position assists with pre and post award support responsibilities for simple to moderately complex grants/contracts, including those from NIH, NSF, DOD and NASA. These grants, contracts and awards may involve moderate budgets, Foundation grants and Subawards from other institutions on their federal pass-through grants.


Specific Duties & Responsibilities

  • Partner with departmental faculty and/or budgetary staff toward the planning and development of application submissions to various federal offices, private agencies/foundations and commercial companies. May work with representatives from ORA, under the guidance of more senior members on the departmental research team.
  • Understand and utilize institutional policies for clinical trials and post-award grant processes.
  • Serve as liaison between research units, central offices and funding agencies for grants of moderate complexity.
  • Ensure compliance in all other areas related to grant and contract management, including review sponsor guidelines, identify key requirements and ensure accuracy and compliance of internal protocols, processes and information, conflicts of interest, etc.
  • Maintain ongoing updates and communications related to current grants and contracts. This includes regular reciliation and reporting critical findings to principal investigators and research management.
  • Communicate with project teams on grants and contractual requirements, timing, status, and results of contractual actions Assist with award setup details, provide guidance and resources for appropriate budget allocation in accordance to the awards terms and conditions, after grant number is assigned.
  • Prepare and submit documents needed to initiate subaward agreements and modifications.
  • Contact and collaborate with partner institutions to secure all necessary subcontract documentation to ensure that the information/documents provided for submission are accurate and in compliance with the sponsor guidelines and ensure that all applicable direct and indirect cost rates have been applied.
  • Support all relevant Clinical Trial and post-award responsibilities, including account reconciliation and management of sponsored awards and internal funding, effort reporting, cost transfers, prepare and pay invoices, and provide related faculty support.
  • Assists with submission of prior approvals, waivers, progress and financial reports, extensions, closeouts, and all other required grants and contractual actions needed.
  • Assists with preparation, and/or participation in audits including problem-solve the complexities of grants/contractual situations, common issues.
  • Facilitate and/or produce specialized sponsored projects reports utilizing institutional or departmental systems (i.e., FIBI/COEUS, SAP, Dashboard, etc.) for principal investigators, Neurosurgery Administration, Division Leadership, and Neurosurgery Financial Manager when requested. Utilize FIBI/COEUS, SAP and/or Dashboard to provide various reports as needed.
  • Apply knowledge of Office of Management and Budget (OMB) Code of Federal Regulations (CFRs) and Federal Acquisition Regulation (FAR) regulations
  • Work collaboratively with team members and other colleagues to evaluate and create effective, efficient research systems, avoid duplication of effort and identify opportunities to improve processes and procedures, and contribute to the development of new initiatives for the benefit of grants management.
  • Other duties include Managing space needs/compliance for Neurology and Neurosurgery.
  • Assisting the Financial Manager in preparation of the department’s fiscal operating budget, employee training and development, and special assignments as assigned.
  • Occasional ad-hoc financial reporting and analysis as requested by PI, department administration, Chairman, and School of Medicine.


Minimum Qualifications
  • Bachelor's degree.
  • Two years of administrative/budgeting experience.
  • Knowledge of accounting and budgeting theory and practices. 
  • Additional education may substitute for required experience and additional related experience may substitute for required education, to the extent permitted by the JHU equivalency formula.


Preferred Qualifications
  • Thorough knowledge and understanding of The Johns Hopkins University accounting system and related fiscal offices preferred.
  • Knowledge of external federal guidelines/procedures for grants and contracts, including NIH, NSF, DOD and NASA.

The referenced base salary range represents the low and high end of Johns Hopkins University’s salary range for this position. Not all candidates will be eligible for the upper end of the salary range. Exact salary will ultimately depend on multiple factors, which may include the successful candidate's geographic location, skills, work experience, market conditions, education/training and other qualifications. Education and Experience Equivalency
Please refer to the job description above to see which forms of equivalency are permitted for this position. If permitted, equivalencies will follow these guidelines: JHU Equivalency Formula: 30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience. Additional related experience may substitute for required education on the same basis. For jobs where equivalency is permitted, up to two years of non-related college course work may be applied towards the total minimum education/experience required for the respective job.
