Grants and Contracts Analyst

The Transplant and Oncology Infectious Diseases (TOID) is seeking a Grants and Contracts Analyst who will work with the Program Director to provide high-level management of daily operations. The analyst will coordinate pre- and post-award sponsored projects activity for TOID including proposal preparation and submission, budget development, account maintenance and oversight, billing and invoicing, reporting, compliance, and closeout. Projects include pharmaceutical clinical trials, NIH grants, commercially sponsored studies, and internal discretionary budgets. In summary, the incumbent will be responsible for the financial management of the TOID Program which includes 1) TOID Clinical Research Center (TOID CRC), 2) the Transplant Research Center (TRC), 3) TOID clinical services, 4) the TOID Translational Research Laboratory, and 5) TOID Fellowship Training Program.


The incumbent must be able to work well independently and as part of multiple teams, must be able to prioritize and respond to priorities assigned by others, and must be able to take direction. Reliable and sound judgment and decision-making skills are essential, as this position works with a great deal of autonomy, with sole responsibility for many required functions. Success in this position also requires an ability to conceptualize, implement, and maintain systems that ensure the orderly and timely progress and completion of multiple, simultaneous, high-visibility research studies with competing and often tight deadlines.


Specific Duties & Responsibilities


Sponsored Projects

  • Provide high-level administrative support and coordination for program operations to the Program Manager, including Budget review/reporting, salary/effort allocations, auditing, allocation of clinical funds, budget projections, and representing research group to Division and Department administration.
  • Contribute to overall strategy and implementation of program activities, making recommendations for improvement of systems, policies, and processes, and implementing changes.
  • Draft and prepare program reports, grant applications and reports, work plans, activity charts and budgets.
  • Assist in the hiring, management, and payment of vendors and contractors.
  • Exercise independent judgment to rank and prioritize meeting requests and timelines.
  • Work on complex clinical studies, maintaining good working knowledge of all assigned projects and protocols. Track and monitor technical reporting requirements and milestones.
  • Submit and coordinate submission of grant proposal budgets ensuring that all applicable direct and indirect cost rates have been applied.
  • Prepare and assist in the development of budget justifications to ensure their relationship to the budgeted dollars.
  • Process of account reconciliation for program manager (i.e., prepare detailed budget reports on a monthly basis to review accounts, etc).
  • Ensure compliance with university and/or agency regulations and restrictions (i.e., NIH regulation, JHU IRB compliance, and Legal).
  • Assist in the tracking of proposals and other sponsored research documentation through the signature/approval processes.
  • Responsible for coordination of large grant proposals, reviewing and approving all sponsored budgets, budget justifications, and other required administrative data.
  • Verify compliance with sponsoring organizations guidelines, as well as with relevant University policies and procedures.
  • Develop and prepare financial reports for forecasting and results analysis for selected TOID faculty and staff.


Contacts

  • Internal: ID Division administration, Office of Research Administration, Research Accounting, Equipment and Space Accounting, General Accounting, Payroll, Accounts Payable, Purchasing, Information Systems. Various other departments and divisions in JHU and JHH.
  • External: Affiliated hospitals, private and government agencies granting research funds (e.g., NIH, Foundations, and Drug Companies) and various vendors and service providers (e.g., supply companies, professional medical organizations and societies, contractors).


Financial Reporting

  • Work with Program Manager and program leadership to prepare annual and other budgets; assist in development of annual and 3-year work plans.
  • Assist with management of budgets for multiple sponsored and non-sponsored funding. Annual budget is currently greater than $20 million.
  • Coordinate among study team members and finance team to troubleshoot supply chain and finance issues.
  • Prepares grants and annual reports for multi-site projects and grants funded by federal agencies.
  • Interface with JHU accounts payable, approve expenses, track all expenditures, prepare and submit invoices, track payments, manage staff travel and expense reimbursements
  • Budgetary, clinical billing, and representation of TOID clinical service to Division


Program Development

  • Coordinate submission and compile grant applications. Provide templates of research plans and technical narratives, including sections describing significance, institutional capacity, and staffing plans.
  • Prepare and assist in the development of budget justifications, Provide templates for facilities and resources, personnel sections, letters of support, bibliographies, and training tables.
  • Assist grants/contracts team with formatting, packaging, and submissions.
  • Assist in organizing and managing program records, documents, work products, and information systems to maximize accuracy, accessibility, and usability.


Minimum Qualifications
  • Bachelor's Degree.
  • Two years of administrative/budgeting experience.
  • Successful completion of the Research Administration Training program (13-15 months) is equivalent to two years of relevant experience for this position. If an employee does not successfully complete the program, no additional experience will be applied.
  • On-call required weekends and after hours, approximately 1 week per month.


Preferred Qualifications
  • Knowledge of accounting and budgeting theory and practices.
  • Ability to make independent judgements and to act on decisions on a daily basis.
  • Ability to prioritize responsibilities. Ability to work with flexibility on several tasks simultaneously and to meet various concurrent deadlines.
  • Very strong organizational skills, analytical and problem solving abilities, and attention to detail.
  • Ability to maintain confidentiality.
  • Exemplary interpersonal and communication skills required, ability to interact skillfully and comfortably with faculty, VIPs, and subject matter experts in multiple professional disciplines.
  • Able to draft clear, concise email correspondence, reports, and other documents that effectively convey key messages, are appropriate in tone, and adhere to conventions of standard written English; strong proofreading skills desired.
  • Excellent organizational and time management skills, with demonstrable experience in managing multiple projects and deadlines with clear direction and minimal supervision.
  • Ability to work as part of a team and support other team members, comfortable in a group environment.
  • Reliably sound judgment and effective decision-making skills required, effective troubleshooting and problem solving skills.
  • Results-oriented approach; ability to assess alignment of program capacity and contract and institutional requirements to suggest and implement improvements.
  • Aptitude for learning and applying new skills.
  • Excellent project management, coordination, administrative, and organizational skills.
  • Knowledge of external Federal NIH guidelines/procedures for grants and contracts.
  • Intermediate knowledge of office software, including Microsoft Word, Excel, PowerPoint and Adobe Acrobat.
  • Ability to stand, walk or sit for extended periods of time.
  • Position requires mobility, ability to walk back and forth between university, lab, and hospital.
