HR Manager
The Johns Hopkins University is seeking to hire a Human Resources Manager who will be responsible for the operational management of several departments within the Institute for Basic Biomedical Sciences, Office of Human Resources, working in close association with the administrators, directors, faculty, and staff in the basic sciences. Ensures that human resource activities, services and counsel are carried out consistent with and supportive of the established Johns Hopkins University (JHU) vision and mission. This role demonstrates high level of competency and mastery in effective management and resolution of employee and labor relations issues. Fosters practices which produce improved productivity and effective work environments. This position supervises three (3) Human Resource professionals and two credentialing professional and reports directly to the Institute Administrator.
Specific Duties & Responsibilities
Human Resource Operations
- Provides leadership guidance for multi-functional services for a staff, faculty, and student population of roughly 1,300 and assists with department leadership in strategic planning and implementation of initiatives for basic science departments and Institutes.
- Provides direction, oversight, and consultation to HR Generalist, Sr. HR. Coordinator, HR Coordinator, Sr. Credentialing Coordinator and Credentialing Coordinator.
- Acts as primary consultant to management within the organizational units on human resources policies, procedures, and practices.
- Consults with central human resources leadership as appropriate to obtain additional perspective, insight and resource.
- Ensures that human resources practices are in compliance with federal, state and local laws and regulations. In addition, ensures HIPAA and Joint Commission regulations compliance.
- Is the first point of contact for management and staff regarding human resources issues.
- Utilizing professional expertise, advises, negotiates, and influences leadership in matters relating to sound and effective organization and utilization of human resources, and facilitates and contributes to the accomplishment of organizational objectives.
- Approval of Internal Service Requests (ISR) for staff, faculty, students, and postdoctoral fellows, in accordance with JHU, and School of Medicine policies and procedures.
- Provides a wide range of human resources support and consulting services covering recruitment and employment; employee and labor relations, including appeal resolution, progressive counseling, developing performance plans, RIF, and terminations.
- Provides support and consultation to faculty and administrator. Provides guidance to the administrators with the appeal process by investigating and facilitating the department’s response and communication.
- Represents HR at unemployment compensation hearings as needed.
- Provide additional documentation as needed for the unemployment claim / hearing.
- Counsels' faculty, administrators and staff with the interpretation of HR policies and procedures related to recruiting, requisitions, compensation, Family & Medical Leave Act (FMLA), Leaves of absence (LOA), short and long-term disability (STD and LTD), reclassifications, equity issues, timekeeping (E210 & Kronos), and SAP system.
- Oversees efforts related to staff and faculty that require FMLA, STD and LTD.
- Provides guidance to administrator(s) and supervisors and works in partnership with divisional HR representatives on documentation related to this area.
- Confers and consults with central HR in recommending appropriate starting salaries, promotions, merit increases and reclassification outcomes.
- Recruits, screens, interviews and orients candidates as needed.
- Serves on various human resources committees and task forces. Actively participates in discussions, provides organizational unit-specific perspectives on issues.
- Recommends new policies and modifications to current human resources policies, procedures, and programs.
- Coordinate visa process for international staff.
Training & Development
- Develops training for the departmental HR staff on human resources policies and procedures.
- Partners with Administrators, Managers, and Supervisors to identify areas where training programs may be beneficial.
- Offers recommendations to the departments and institutes about the various training and HR resources that are available to assist with retention, staff development, performance management and employee relations.
- Human resource training and education is conducted at monthly departmental HR meetings with focus on new policies and procedures, compliance matters, upcoming deadlines, and departmental areas of concern.

Supervision
- Supervisory responsibilities of three fulltime HR staff and two Credentialing staff (1 HRG, 1 Sr. HRC, 1 SAC, 2 SCC).
Knowledge, Skills & Abilities
- Knowledge of Human Resources policies and procedures.
- Thorough knowledge and understanding of the Johns Hopkins University personnel policy manual, payroll system, E210 system, and general JHU policies and procedures.
- Knowledge to include but not limited to Bargaining Unit contracts, FMLA, STD, LTD, progressive counseling and appeal processes.
- Understands SAP system for staff, faculty, students, postdoctoral fellows, and residents.
- Able to make independent judgments and to act on decisions on a daily basis.
- Maintain confidentiality.at all times.
- Can prioritize own work and work of staff as needed.
- Flexible with several tasks simultaneously and to meet various concurrent deadlines.
- Very strong organizational skills, analytical and problem-solving abilities, and attention to detail.

- Have thorough knowledge and understanding of the university, its history, culture, organizational structure and units, decision making process, policies and programs.
- Can initiate, develop and implement a wide range of human resources programs independently and in collaboration with other HR professionals.
Minimum Qualifications
- Bachelor's degree in Human Resources, Business Administration, or other related field.
- 5 years progressively responsible human resources management experience including employee relations experience, preferably in a University setting.
- Additional education may substitute for required experience and additional related experience may substitute for required education, to the extent permitted by the JHU equivalency formula.
Preferred Qualifications
- Excellent consulting and negotiation skills to be able to provide appropriate counsel, advice and work in partnership with management and staff on human resources matters as well as to facilitate and negotiate conflict resolution.

Starting Salary Range: $73,300 - $128,300 Annually ($100,800 targeted; Commensurate with experience)
