Housing Facility Manager

We are seeking a Housing Facility Manager  is a part of the Johns Hopkins Facilities & Real Estate (JHFRE) and is responsible for the oversight and daily direction of the JHFRE Housing (maintenance and custodial) staff supporting Johns Hopkins University’s Community Life.  This position reports to the Associate Director for Building Operations and Maintenance but is in direct support of the Housing Office Support Staff.  The Housing Facility Manager is expected to actively communicate and collaborate with the JHFRE leadership and the Office of Community Living (Housing) - Executive Director and Director for Housing Operations. This position will oversee the maintenance and cleaning of JHU’s Homewood residence halls and other residential facilities.

 

Specific Duties & Responsibilities:

  • Provides leadership and direction for all maintenance, custodial and support personnel assigned to operate and maintain the approximately 1 msf across the Homewood Campus. Direct reports include a custodial manager, maintenance supervisor, and maintenance planner, with approximately 53 personnel.
  • Ensure all Department of Housing requirements and deadlines are met.
  • Plans and directs facility support for major student housing events to include preparation and execution of student move-in, move-out, summer projects, summer conferences, special events, etc.
  • Responsible for developing and managing operating (approx. $9.5M/yr) and capital budgets (approx. 3M/yr) to include detailed planning for annual and long-term capital renewal programs.
  • Participate in Housing Boards, community meetings, and taskforces geared towards creating policies that benefit our consumers and the disability community at large.
  • Promotes safe work practices.
  • Ensure coordination with contractors for major repairs as required.
  • Discuss maintenance and housekeeping concerns with Housing Department and communicating these to JHFRE staff.
  • On-call and respond to emergency maintenance and housekeeping needs.
  • Hire maintenance and custodial staff and negotiate vendor contracts.
  • Responsible for keeping strict confidentiality of all protected information concerning consumers, staff, and volunteers in accordance with the confidentiality agreement and all State and Federal regulations.
  • Ensure that designated buildings, plant and facilities are fit for purpose and to provide proactive support/solutions when required.
  • Work with Housing Department to ensure work is performed in a timely manner.
  • Ensures departmental compliance with JHU, OSHA, and MOSHA safety regulations.

 

Minimum Qualifications (Mandatory):

  • Bachelor’s Degree or technical equivalent required. 
  • A minimum of five years progressive managerial experience in a supervisory role is required.
  • Additional experience may substitute for required education, to the extent permitted by the JHU equivalency formula*

 

JHU Equivalency Formula: 30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience.  Additional related experience may substitute for the required education on the same basis. For jobs where equivalency is permitted, up to two years of non-related college course work may be applied towards the total minimum education/experience required for the respective job.

Special Knowledge, Skills & Abilities:

 

  • Comprehensive knowledge of methods, materials and equipment used in installing, repairing and maintaining equipment in licensed trade.
  • Comprehensive knowledge of methods, materials and equipment used in custodial work in support of residential/dormitory living.
  • Prior use of CMMS systems.
  • Comprehensive knowledge of the occupational hazards and safety precautions of the work.
  • Ability to develop routine preventive maintenance and replacement cycle tracking for appliances, equipment and systems.
  • Ability to prepare estimates and order materials for maintenance and repair jobs.
  • Ability to exercise independent judgment in determining operating conditions.
  • Ability to plan, lay out, supervise and inspect the work of subordinates.
  • Ability to establish and maintain effective working relationships with associates.
  • Knowledge of energy management systems.
  • Ability to read blue prints and thrive in a facilities operation and management environment.

 

Physical Requirements:

  • Significant standing, walking, moving, climbing, carrying, bending, kneeling, crawling, reaching, handling, pushing, and pulling.
  • Ability to lift up to 75 lbs.
