KM & Comms, Program Officer

General Summary/Purpose

The Program Officer is responsible for supporting the Knowledge SUCCESS Project, within the Knowledge Management (KM) unit, with technical, programmatic, and administrative assistance. The Program Officer provides the day-to-day problem solving, technical input, writing and editing, and procurement processing projects or programs may require. The Program Officer, as part of the KM Unit, and Knowledge SUCCESS specifically, fulfills technical, communications related, administrative, and operational roles to ensure smooth integration within global and field programs, and between CCP, partners and projects. The Program Officer will manage components of the Knowledge SUCCESS and/or KM Unit portfolios independently, including supporting the project through social media, webinars, and online discussions, content creation, and various innovative project promotion strategies. He/she will manage project backstopping independently, and will travel internationally to deliver short-term technical assistance (STTA) with direction.

The ideal candidate is detail-oriented, able to prioritize and take on challenging initiatives, organized, and comfortable working independently in a complex environment. The Program Officer should be able to pivot focus to emerging issues within the global health space, including COVID/Family Planning workstreams. Other core qualities include a strong work ethic, resourcefulness, inquisitiveness, and a strategic ability to work well with a diverse group of colleagues. The Program Officer candidate should demonstrate a comfort with learning new technologies and coaching others to do the same, as well as a solid background in knowledge management, family planning/reproductive health, facilitation, and writing.

 

 Specific Duties & Responsibilities

 Technical Assistance

  • Independently contribute to technical work, including participating in FP/RH communities of practice and working groups, developing FP/RH content pieces in a variety of mediums such as communication materials, blogs, job aides, infographics, etc.
  • Support immediate and emerging FP integration work, including COVID/FP and FP/HIV
  • Gather, summarize, and synthesize relevant background information to inform the above technical work
  • Use tools, processes, best-practices and colleague review to ensure all products and documents are of the highest quality possible
  • Contribute to in-country STTA including trainings, workshops, and program support
  • Develop and nurture partnerships at the global, regional, and country levels to help achieve project’s strategic objective, with support
  • Assist in project promotional activities, creation of training materials, and assisting with developing presentations and reports
  • Support the planning and implementation of US- and field-based online and in-person knowledge exchange events.

    Communications
  • Maintain project social media accounts; responsible for posting daily content and tracking analytics.  
  • Create content for, and oversee dissemination of, email campaigns and newsletters. 
  • Design and implement creative strategies for engaging individuals in the project’s work, especially interactive platforms (e.g. online discussions, webinars, etc.).
  • Identify new channels for innovative dissemination and promotion of project materials, experts, events, products. 
  • Support conference and event planning/participation.
  • Assist with print and other dissemination publications, including: Prepare factsheets, policy briefs, case studies, and presentations for various meetings, debriefings, and professional conferences.
  • Support regular communication with the project’s donors, as requested.
    Knowledge Management
  • Support Knowledge SUCCESS’s participation in technical working groups, coordinate with partners within these TWG’s and beyond to pull learnings out, and use innovative knowledge management approaches to facilitate meetings and learning exchanges.
  • Work closely with Knowledge SUCCESS partners and technical working groups to synthesize key messages and chunk content for online readability, coordinate the technical review of content, and conduct quality assurance testing
  • Update Knowledge SUCCESS website and other web-based products, and contribute blog posts to the CCP and Knowledge SUCCESS websites as assigned
  • Participate in monitoring and evaluation activities such as analyzing web statistics and Google Analytics of project-supported products, conducting and analyzing surveys with product users, and conducting key informant interviews, with assistance
  • Contribute to email newsletters curating technical resources, events, and opportunities related to family planning and reproductive health.
  • Document program experiences and lessons learned
  • Complete at least two JHU training courses (1-3 day programs) related to job duties (as discussed & approved by your supervisor) each year
     Program Management
  • Manage project backstopping, independently
  • Format, edit and produce documents and presentations, as needed
  • Contribute to work plans, reports, and budgets
  • Act as liaison for consultant activities, ensuring statement of work, contract and deliverables are in place
  • Initiate, track and monitor procurements, contracts, work plans, and other administrative and programmatic documents
  • Work closely with finance and administrative staff to ensure timely and compliant spending
  • Maintain frequent, open, ongoing communication with program team members in all locations (offsite, in headquarters, and internationally)
  • Liaise with internal and external partners
  • Adhere to JHU, CCP and donor rules, regulations and policies
  • Upload and save deliverables on relevant knowledge management platforms


People Management

  • May independently manage work of student employees, as required
  • Assist in orienting and training new staff members
  • May manage group work with support, including task coordination and management
  • This position has no assigned supervisory duties


Professional Development

  • Participate in at least one CCP or multi-organizational Community of Practice (CoP)
  • Participation in more than two CoPs must be approved by supervisor
  • Professionally engage and collaborate with other programs across CCP
  • Present on technical topics within CCP


 External Relations and Outreach

  • Develop professional networks and new partnerships to foster productive linkages with other public, private, and non-profit organizations, communities of practice, and working groups
  • Represent CCP and Knowledge SUCCESS at relevant events, meetings and communities of practice in order to stay abreast of developments in the field, expand networks, and give visibility to CCP and Knowledge SUCCESS
  • Represent JHU and CCP at relevant external meetings and events. May include delivering technical presentations, networking and relationship building
  • Other duties, as assigned


 Administration

  • Act as liaison for Consultant activities, insuring statement of work, contracts, and deliverables are in place
  • Prepare documents, professional presentations, and proposals
  • Contribute to proposal development (technical, budget, coordination) with direction
  • Respond to routine correspondence
  • Perform job duties/responsibilities in support of CCP ’s Mission and Values, and participate in active business development/marketing initiatives as appropriate
  • Keep abreast of Federal, State, and Local law, as well as JHU policies as they apply to job duties and responsibilities
  • Other duties, as assigned
     

Minimum Qualifications (Required)

Master’s degree (M.A., MHS, MPH);

  • Three (3)years related experience and/or training; or equivalent combination of education and experience.

 

Preferred Qualifications

Experience or understanding of knowledge management, family planning and reproductive health programs, social and behavioral change communication, and web based learning are preferred.

  • Completed Master’s degree in related field preferred, or minimally current pursuit of Master’s degree in health or education related fields.
  • Exposure to travel or work abroad, especially in developing countries, is helpful.

 

Special Knowledge, Skills, and Abilities

French skills (and comfort using French professionally); international experience are a plus.

During the Influenza ("the flu") season, as a condition of employment, The Johns Hopkins Institutions require all employees who provide ongoing services to patients or work in patient care or clinical care areas to have an annual influenza vaccination or possess an approved medical or religious exception. Failure to meet this requirement may result in termination of employment.

 

The pre-employment physical for positions in clinical areas, laboratories, working with research subjects, or involving community contact requires documentation of immune status against Rubella (German measles), Rubeola (Measles), Mumps, Varicella (chickenpox), Hepatitis B and documentation of having received the Tdap (Tetanus, diphtheria, pertussis) vaccination. This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing. Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers. Any vaccinations required for these diseases will be given at no cost in our Occupational Health office.
