Network Security Engineer II

 IT@JH Networking, Telecom and Data Center seeks a Network Security Engineer II  who will oversee the planning, forecasting, implementation, and identification of resource requirements for network backbone infrastructures (inclusive of wireless technologies) of moderate to high complexity. The scope of this position typically affects the delivery of campus backbone network resources for a large number of local and wide-area connected buildings.


This Network Engineer III will be required to spend 50% of the time supporting the CSC Warehouse wireless infrastructure and 50% of the time supporting the VPN Services team working with Cisco Meraki platform



Trouble-shoot, monitor and maintain network components and functionality on a campus/enterprise-wide level. This position provides consultation to IT users in designated business units for aspects of network connectivity functions, issues of increasing traffic, and determining the path between hosts across the network. Candidate communicates with end users about the scheduling and delivery of changes within the network topology and participates in the technical aspects of network changes and workflow. This position oversees the design, change control processes, deployment and maintenance of network infrastructure in relation to requests for service in conjunction with vendors, technicians, and clients.


Job Scope/Complexity

  • Position primarily focuses on moderately complex to highly complex designs for data and voice communication systems throughout the Johns Hopkins enterprise. 

  • This position is the highest level network engineering position in the job family and assignments will typically involve engineering services for the entire Johns Hopkins enterprise, such as configuring/installing Internet Service Provider links, Internet2 services, engineering DWDM/Optical solutions, engineering routing solutions that span multiple campuses, and complex configuration changes that could be customer impactful across the entire enterprise (all Johns Hopkins entities: EB, BV, HW, Eastern, Keswick, Sibley, Howard County General, Suburban, APL, etc.).

  • Position will engineer very complex designs that involve a multitude of variables, multiple vendors, and a broad customer base. Job complexity includes design/engineering/installation and overseeing large scale projects (campus wide and enterprise wide), troubleshooting complex routing and switching protocol issues, and interfacing with customers to understand needs. 

  • Typically, this job is focused on several Johns Hopkins campuses; however this position is expected to travel throughout Maryland/DC to cover any Johns Hopkins location as required.


Specific Duties & Responsibilities:


The Network Engineer III will be expected to perform the following functions in support of the CSC Warehouse location:

  • Support the existing Cisco Wireless Infrastructure

  • Analyze current wireless configuration and implement recommended changes to align to Enterprise standards

  • Continually review customer’s RF network and implement practices looking for opportunities to enhance functionality, performance and reliability

  • Conduct wireless architecture design discussions with site leadership

  • Collaborate with site leadership for design changes, workflow changes, and device management strategies

  • Contribute to the development of network documentation, including diagrams, standards, and hardware & design specifications

  • Document and implement the Hopkins standard change, trouble reporting and escalation procedures

  • Provide primary support and troubleshooting of wireless complaints

  • Provide primary escalation path for wired network complaints within the facility

  • Design and implement fleet replacements and hardware upgrades to maintain supportable infrastructure and offer new features and functions


The Network Engineer III will be expected to perform the following functions in support of the VPN Services team and Meraki platform:


  • Provide primary support and troubleshooting of wireless complaints on Meraki devices

  • Support end user troubleshooting for Meraki wireless connectivity issues,

  • Create and maintain wireless design guides for Meraki deployments

  • Document requirements and standards for all Meraki wireless access points based upon use cases

  • Conduct wireless site surveys for new deployments

  • Develop and maintain Meraki site heat maps based upon use case

  • Provide quarterly status review on Meraki deployments, standards, incidents and trouble reporting for all supported sites

  • Review and update all Meraki wireless standards on a bi-annual basis and document all hardware and feature change


Minimum Qualifications (Mandatory):

  • Bachelor’s Degree. Additional experience may substitute for education.

  • Six years of related experience. Additional education may substitute for experience. 



  • CSC Warehouse is a critical department that provides 24/7 supplies to all of the JHH Healthcare facilities. Downtime of the wireless infrastructure can cause significant delays in the shipment and delivery of medical supplies, ultimately resulting in patient safety issues.

  • This position will be responsible for supporting the wireless LAN Controllers and wireless Access points, to include managing the monitoring and support of these devices through the enterprise monitoring tools, Prime and DNAC.  In addition, the engineer will provide technical wireless support for the devices connecting to the network, to include Vocollect devices & wireless forklifts.  Engineer will also provide Level 1 support for the current switching equipment that connects the warehouse to the enterprise network and provide a single point of contact to escalate all network and equipment related issues to the appropriate IT teams.


    Cisco Meraki is the remote office solution for lan/wan connectivity including wireless networks. 

    This position will support the design, deployment and troubleshooting for wireless access points and client connectivity when connected to the Cisco Meraki Platform.  Engineer will provide technical support for troubleshooting wireless devices connecting to Meraki and document standards for design, and hardware for Meraki wireless sites.  The position will also be responsible for the wireless design of new sites

CSC Warehouse is a single location on the Bayview hospital campus.  There are 2 wireless lan controllers, 22 wireless access points, and an unknown number of networked devices that will be included in the support matrix for this position.


The Cisco Meraki footprint includes 129 locations for support.  Expertise in the wireless design, configuration, hardware and troubleshooting of wireless connectivity over Meraki would include supporting all locations for all issues with wireless devices and wireless hardware.  Meraki solutions are also growing very quickly across the MD/DC region.  This position will travel to conduct site surveys as new locations use this service to connect to the enterprise network.


Work location: Hybrid onsite at the CSC Warehouse location – 5901 Holabird Ave; the JHU Homewood campus and remote work locations.


On call requirements (if applicable):  Engineer will participate in the Network wireless team on-call rotation.


Minimum qualifications (mandatory)

A Network Engineer III will have the following skill set:

  • Expertise in Wireless LAN and 802.11a/b/g/i technologies to deliver voice, data & video

  • Expertise designing critical, wireless network infrastructures

  • Can perform wireless site survey & RF signal propagation testing

  • Expertise with Cisco wireless products and technologies

  • Expertise Cisco wireless management platform (WLC/DNAC/Cisco Prime/ISE)

  • Experience presenting wireless network design for review and approval

  • Understanding of routers, switches, firewalls

  • Develop, plan, and implement appropriate upgrades, changes, and replacements

  • Understanding of VLANs, RADIUS and LDAP protocols

  • Plan, design, implement, and maintain wireless networks with VoIP


Preferred qualifications:

  • Previous experience supporting customers

  • Experience with importing and managing maps in Cisco Prime Infra and Cisco DNAC


Special knowledge, skills, and abilities:

  • Experience with conducing RF surveys using Ekahau

  • Expertise in Cisco Meraki

  • Expertise in Cisco Wireless platforms (WLC, DNAC, PRIME, ISE)


Technical qualifications or specialized certifications:

  • Network certification – Meraki

  • Wireless Certification – CCNA-wireless, CCNP-wireless preferred




  • JHU Equivalency Formula: 30 undergraduate degree credits or 18 graduate degree credits = 1 year of experience. For jobs where equivalency is permitted, up to two years of non-related college coursework may be applied towards the total minimum education/experience required for the respective job.
