Payroll Coordinator

The University Experimental Learning Department seeks a Payroll Coordinator  to provide employment process support to hiring managers in departments throughout the JH Enterprise, student applicants, and new student staff. This role is responsible for analyzing hiring and payroll documents for compliance, completeness, and accuracy while also performing a variety of related tasks in such areas as determining eligibility, problem payroll resolution, and funding. This individual handles both manual and automated personnel records, collects and compiles sensitive and confidential personnel information and provides guidance to all levels of faculty, staff, and students regarding employment laws and government regulations requiring policy and procedure interpretation. The Payroll Coordinator furnishes information to authorized persons and/or agencies using basic knowledge of human resource, employment, and payroll policies, creates and runs reports and assists with special events.

 

Specific Duties & Responsibilities:

  • Independently audit a wide range of ISR documents to ensure that all employment and payroll forms for compliance, completeness, and accuracy.
  • Interpret and apply university and divisional policies as well as governmental regulations.
  • Identify, research, and resolve complex payroll problems.
  • Administer the appropriation of federal funding and reconcile any discrepancies.
  • Analyze financial data and report on the results and probable implications.
  • Work with hiring managers, budget officers, and HR/PR regarding overpayments, miscalculations, etc.
  • Apply expert knowledge and informed decision making to ensure an integrated approach to the employment of students, authorizing/denying the hiring, LOA, and termination of student employees.
  • Provide skilled employment and payroll guidance to students, employers, parents, and administrators regarding University policy and federal regulations related to hiring and paying students.
  • Work with UEL payroll team members to maintain consistent business practices.
  • Create and run reports as necessary.
  • Assist with special events, including conducting presentations.
  • Attend professional conferences, workshops and seminars as directed.

 

Minimum Qualifications (Mandatory):

  • High School Diploma/GED required.
  • Degree in Business Management, Human Resources, Student Personnel Administration or related field strongly preferred.
  • Three to five years’ progressive, responsible experience coordinating payroll and/or human resources administration activities required, including demonstrated ability to analyze complex or multifaceted payroll documents/problems; act independently; and make well planned and executed decisions.
  • Working knowledge of federal and state guidelines related to payroll, FLSA (OT, pay for hours worked, etc.) preferred.

Degree of Independent Action:

  • This position performs with limited supervision seeking guidance only for clarification regarding new/revised regulations, policies, procedures, protocols, or highly complex payroll problems.

 

Physical Requirements:

  • Sitting in a normal seated position for extended periods of time.
  • Standing for extended period of time (Special Events).

 

 

Additional Information:

This position is deadline driven in a fast-paced environment; candidate must have the ability to work at a rapid-pace and to remain calm and focused under demanding conditions. Due to the nature of our business operations, leave is not granted & overtime is required mid-August thru September (and) mid-March thru mid- April.

Role/Level/Range: ATO 37.5/02/OE 
Starting Salary Range: $17.42 - $23.95/hr (commensurate with experience)
Employee group: Full Time 
Schedule: M-F, 8:30 am - 5:00 pm 
Exempt Status: Non-Exempt  
Location: Homewood Campus, On-site, not remote.

During the Influenza ("the flu") season, as a condition of employment, The Johns Hopkins Institutions require all employees who provide ongoing services to patients or work in patient care or clinical care areas to have an annual influenza vaccination or possess an approved medical or religious exception. Failure to meet this requirement may result in termination of employment.

 

The pre-employment physical for positions in clinical areas, laboratories, working with research subjects, or involving community contact requires documentation of immune status against Rubella (German measles), Rubeola (Measles), Mumps, Varicella (chickenpox), Hepatitis B and documentation of having received the Tdap (Tetanus, diphtheria, pertussis) vaccination. This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing. Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers. Any vaccinations required for these diseases will be given at no cost in our Occupational Health office.
