Payroll Manager

Payroll Shared Services handles the processing and payment of all payrolls for Johns Hopkins. This includes the bi-weekly, semi-monthly, and weekly payrolls for multiple employers. Payrolls are processed using SAP. Due to the breadth of the position’s responsibilities across a variety of employers compounded by two distinct, complex systems, the need for collaboration with the staff in a variety of offices is essential. We are seeking a Payroll Manager who will play a key role in the implementation of system changes including upgrades. Requires knowledge of accounting theory and practice including internal controls; experience with federal and multi-state payroll regulations including compensation and benefit; knowledge of complex computer systems as well as PC office software (Excel and Word); excellent time management skills; results-oriented person with ability to understand the need for flexible processes; excellent general management skills including innovative human resource development; ability to select and develop staff that can excel in the Johns Hopkins environment; ability to develop policies and procedures in cooperation with others who represent a wide range of interests and needs, work on simultaneous projects and delegate, as appropriate, to staff, work independently and provide leadership with recommendations, motivate others with strong, honest leadership, meet deadlines, and demonstrate flexibility in her/his approaches - yet develop consensus and bring closure to a variety of complex issues (and reach this consensus with staff s/he has no authority over); analyze issues and conceptualize solutions, as well as establish, implement and communicate procedures and policies in a clear and concise manner.


Specific Duties & Responsibilities

  • Payroll processing to create regular and off cycle payments for weekly, biweekly and semi-monthly pays, time management for hours from CATS, Kronos and Work Force Management.
  • JHHS leave accruals for PTO, vacation and sick.
  • Garnishment processing and remittances.
  • Processing I-9s, tax forms and direct deposit forms.
  • Finance account postings and encumbrances (commitments).
  • 3rd Party Remittance posting to Accounts Payable for payments to vendors for payroll deductions.
  • Position plays a key role in the implementation of system changes including upgrades, SAP notes and support packs, tax update bulletins (TUB’s), enhancements projects and maintenance tasks.
  • Testing samples and authorizes changes for the production environment.
  • Works with a variety of IT offices including those supporting SAP, Kronos, and Work Force Management. In addition, the position works with independent auditors for both JHU and JHHS for the annual audits and interacts with garnishment vendors including federal and state agencies.


Additional Knowledge, Skills, & Abilities

  • Ensuring timely and accurate payroll results.
  • Hiring and fostering staff development.
  • Participating in the continuous implementation of system changes for SAP and continuous process improvements.
  • Recommending and implementing procedure and policy changes.
  • Evaluating compliance with federal and state tax regulations (FICA, W-2, 1042-S tax issues).
  • Working with HR Shared Services to resolve process issues.
  • Acting as audit liaison for independent, federal and state auditors for payroll matters.
  • Presenting testimony in criminal and civil cases in Maryland District Court on behalf of the University for Payroll Records of employees.
  • Working with various departments to resolve accounting problems related to payroll transactions.


Minimum Qualifications
  • Bachelor's Degree in Accounting, Business, Finance or related field.
  • Seven years of progressively responsible related work experience.
  • Additional education may substitute for required experience, to the extent permitted by the JHU equivalency formula.


Preferred Qualifications
  • SAP/ERP experience and/or higher education experience is desired.
