GENERAL DESCRIPTION:

Serves as researcher and public policy analyst to the State Affairs team. Responsibilities include preparing reports and presentations, tracking and analyzing legislation and regulations, attending legislative hearings, attending executive agency meetings, conducting policy research, preparing briefing books, and developing and maintaining issues files.

INDEPENDENCE:

Each member of the state lobbying team is assigned issues to cover during the legislative session.  All effort related to an issue is led by the assigned director/assistant director/analyst /specialist.

REPORTING RELATIONSHIP:

Position reports to the Director of State Affairs

RESPONSIBILITIES:

Serves as researcher and public policy analyst to the State Affairs team.

Provide editorial oversight and final revision of all written communications.

Attend and summarize legislative hearings and executive agency meetings.

Research, collect, analyze, summarize, and present data to answer questions as directed by members of the lobbying team or VP.

Develop tailored communications materials including position papers, briefings, fact sheets, summaries, and talking points for both internal and external audiences.

Assist with special events, supervision of interns, and meeting preparation.

SPECIAL SKILLS AND KNOWLEDGE:

Excellent written and verbal communication skills and the ability to simultaneously work on and track multiple projects.

Must think and act as a true team player, but also work independently and with limited supervision. 

Must be skilled in navigating the Internet for research purposes.

Knowledge of legislative process, understanding of issues surrounding health care, academic research institutions, and the ability to research complex policy issues.

EDUCATION:

Bachelor’s degree in political science, health policy or a related field.

Master’s degree or juris doctorate preferred.

RELATED WORK EXPERIENCE:

Five years professional experience in health care administration, government administration, policy analysis or legislative affairs.

Educational background may be substituted for work experience.

During the Influenza ("the flu") season, as a condition of employment, The Johns Hopkins Institutions require all employees who provide ongoing services to patients or work in patient care or clinical care areas to have an annual influenza vaccination or possess an approved medical or religious exception. Failure to meet this requirement may result in termination of employment.

The pre-employment physical for positions in clinical areas, laboratories, working with research subjects, or involving community contact requires documentation of immune status against Rubella (German measles), Rubeola (Measles), Mumps, Varicella (chickenpox), Hepatitis B and documentation of having received the Tdap (Tetanus, diphtheria, pertussis) vaccination. This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing. Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers. Any vaccinations required for these diseases will be given at no cost in our Occupational Health office.
