Program Associate

The Bloomberg Center for Public Innovation at Johns Hopkins University (the Center) seeks a Program Associate to support a new, multi-year, multi-city domestic grant-funded program. The first of its kind in the world, the Center aims to advance the field of public sector innovation by marrying cutting-edge practice with world-class research to transform the culture of government, deliver exceptional results for residents, and inspire trust in public service.


As a Program Associate, you will play an essential role supporting the work of multiple Innovation Teams (i-teams) in city halls around the country to build prosperous futures through climate action and advancement of racial wealth equity. You will do this by supporting training programs that teach these teams to engage residents more effectively and apply approaches such as human-centered design, crowdsourcing, and behavioral science. You are responsible for ensuring that the portfolio of cities assigned to you achieve program deliverables and outcomes. To be successful you will have strong project management skills, experience leading complex projects or initiatives in government or large organizations, and relationship and partner management skills.

Specific Duties & Responsibilities

  • The Program Associate is responsible for ensuring that program work streams remain on track and participating cities meet program objectives and produce expected deliverables.
  • You are also responsible for providing support in program development and delivery under the guidance of senior Center staff. 

  • Collaborate with senior staff in the delivery of technical assistance to city i-teams in the design, development, and delivery of new initiatives through meetings, training, facilitated sessions, and city site visits.
  • Act as a secondary program contact for cities and provide advice to cities surrounding program parameters and workstreams.
  • Contribute to a strategy to guide cities through the program experience, continually assess needs, break through blockers, achieve impact, and achieve sustainability.
  • Contribute to a strategy to apply best practices, lessons, and approaches to a specific city context.
  • Collaborate with senior staff to design and facilitate peer learning opportunities and direct connections among city staff.
  • Prepare presentations and reports for internal teams and for partners, with careful consideration for how to best communicate concepts and findings.
  • Manage the organization and facilitation of meetings with cities, program management team, and organizational leaders.
  • Develop meeting agendas and capture follow-up tasks to ensure progress.
  • Conduct data collection and analysis to identify strategic and operational opportunities, monitor pathway outcomes, with after-action reviews.
  • Conduct the review, feedback, and monitoring of i-team curriculum and grant deliverables. Manage a complex project portfolio supporting a variety of cities and program leaders.
  • Leverage project management tools including charts, diagrams, plans, data management systems, schedules, documentation, established practices, communications procedures.
  • Adhere to established project management processes and methodologies to ensure projects are delivered on time, within budget, according to established procedures, and adhere to program standards and meet assigned expectations.
  • Provide event planning and logistics support for site-visits and training experiences.
  • Contribute to continuous program and process improvements.
  • Assist with program operations, including office administration, as assigned.


Knowledge, Skills, & Abilities

  • Knowledge of change management models.
  • Ability to represent the Bloomberg Center for Public Innovation and its partners before mayors and other government officials.
  • Ability to translate insights into clear and concise written work products or oral presentations.
  • Strong skills in project and task management across simultaneous engagements.


Minimum Qualifications
  • Bachelor’s Degree Business, Accounting, Finance, Systems Operations, Healthcare Administration, or related field required.
  • Five years of progressively responsible experience in project management or high-level administrative work.
  • Additional related experience may substitute for required education and additional related education may substitute for required experience, to the extent permitted by the JHU equivalency formula.

JHU Equivalency Formula: 30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience. Additional related experience may substitute for required education on the same basis. For jobs where equivalency is permitted, up to two years of non-related college course work may be applied towards the total minimum education/experience required for the respective job.
