Program Manager


General Summary/Purpose:

The Johns Hopkins Center for Health Security at the Bloomberg School of Public Health works to protect people’s health from epidemics and disasters and ensure that communities are resilient to major challenges. We examine how scientific and technological innovations can strengthen health security. We study the policies, organizations, systems, and tools to prevent and respond to outbreaks and public health crises. We advance policies and practice to address a range of challenges, including the global rise in emerging infectious diseases, a continued risk of pandemic flu, major natural disasters, our dependence on vulnerable infrastructure, and the potential for biological, chemical, or nuclear accidents or intentional threats.


The Program Manager at the Johns Hopkins Center for Health Security will develop work plans to achieve assigned project goals and organize activities/tasks with contractors, other faculty, and collaborators in support of project goals.  This includes tracking project status, completion percentage, and reporting on status of milestones, reports, and other deliverables related to research projects to Center leadership, funders, and other Center stakeholders as needed.


Specific Duties/Responsibilities:

  • Work with Senior Scholars/investigators to help them meet project targets and milestones (ensure timely and accurate submission to IRBs, sponsors and master agreements) and coordinate with the Center Directors, Communications and Publications Teams, and Events Director, for public presentations, and website development and content.
  • Execute project management processes and methodologies to ensure projects are delivered on-time and within the budget, adhere to high quality standards, and support the investigative teams by ensuring smooth implementation of new tools from conception through study activation and results dissemination.
  • Will be responsible for providing input to create project plans, team and work assignments, monitoring work efforts of support faculty Analysts, helping to identify resource needs, perform quality review, and escalate functional, quality and timeline issues appropriately.
  • Through collaboration with Grants and Contracts personnel, the Research Program Manager will assist Principal Investigators with IRB Protocol submission and approval for timely award creation for project start.
  • Serve a critical role as liaison and facilitate meetings between project stakeholders and leadership to complete and maintain professional documentation for projects and deliverables, develop standard operating procedures as needed, and assist in the auditing and monitoring of research.
  • Use professional judgment in handling information and be sensitive to project team, individual and all levels of organizational concerns; make use of data, statistical and quantitative analysis, explanatory and predictive modeling and fact-based management to drive decision making; and, help investigators develop new insights and understanding of performance-based data.
  • Implement tracking system across project work and provide reporting at a high level for Directors to utilize for various purposes including interactions with sponsors, donors, internally, and the public.
  • Assist as needed with other tasks related to Events, Communications, and Website Development for projects in the Research Program Manager’s portfolio


Minimum Qualifications:

  • Master’s degree in related discipline required.
  • Minimum of five (5) years’ related experience in delivering effective project management solutions. Project/system process lifecycle experience, including 2+ years of direct project management.
  • Additional education may substitute for required experience, to the extent permitted by the JHU equivalency statement.


JHU Equivalency Formula: PHD may substitute for required of experience. Additional related experience may substitute for required education on the same basis. For jobs where equivalency is permitted, up to two years of non-related college course work may be applied towards the total minimum education/experience required for the respective job.


Preferred Qualifications:

  • Competitive candidates will have experience or deep familiarity with research protection, research ethics, use of centralized IRBs and master agreements, and project management at the task level.


Special Knowledge, Skills, and Abilities:

  • The successful candidate will be expected to operate independently, with guidance provided by Center leadership. This position requires a high degree of independent action and adherence to strict timelines. Building and maintaining strong, trusting relationships is critical. The successful candidate will have experience presenting to investigative teams, end-users (faculty and staff), and subject-matter experts. They must possess excellent negotiation, facilitation, consensus-building, and diplomacy skills and exhibit a strong helpline orientation. The successful candidate will be expected to stay current with technology for tracking deliverables and milestones and embrace and champion the adoption of innovations to modernize and assist with team adoption of resources that will assist with project planning and timelines.
  • Ability to make independent judgments and to act on decisions daily. Ability to work for long periods of time without direction. Ability to prioritize own work and work of others, as needed. Ability to work on several tasks simultaneously and to meet various concurrent deadlines. Very strong organizational skills, analytical and problem-solving abilities, and attention to detail. Demonstrated ability to coordinate projects independently and work constructively as part of a team. Will oversee and coordinate the work of teams in other institutions. Ability to maintain confidentiality. Strong interpersonal and communication skills, both oral and written.
  • Excellent leadership skills with ability to negotiate and work collaboratively; service-oriented with excellent verbal and written communication and organization skills; knowledge of formal project management methodologies; experience in a higher education environment.
  • Ability to set-up and utilize a software-based tracking system such as MS Project, Asana, Basecamp.  Preference for candidates with MS 365 products and environment understanding to assist with management and file sharing among project teams.

Starting Salary Range: $60,945.12 - $83,862.72 (commensurate with experience)

During the Influenza ("the flu") season, as a condition of employment, The Johns Hopkins Institutions require all employees who provide ongoing services to patients or work in patient care or clinical care areas to have an annual influenza vaccination or possess an approved medical or religious exception. Failure to meet this requirement may result in termination of employment.


The pre-employment physical for positions in clinical areas, laboratories, working with research subjects, or involving community contact requires documentation of immune status against Rubella (German measles), Rubeola (Measles), Mumps, Varicella (chickenpox), Hepatitis B and documentation of having received the Tdap (Tetanus, diphtheria, pertussis) vaccination. This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing. Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers. Any vaccinations required for these diseases will be given at no cost in our Occupational Health office.
