Program Officer – Family Planning

The Center of Communications Programs is seeking a Family Planning Program Officer. At the Johns Hopkins Center for Communication Programs (CCP), we believe in the power of communication to save lives, by empowering people to adopt healthy behaviors for themselves, their families and their communities. Through decades of experience, innovation and research we have proven that communication works. What we do has increased the use of modern contraceptive methods to better space pregnancies and the use of bed nets to prevent the spread of malaria and inspired more people to be tested and treated for HIV. It has helped people access clean water and helped more children get vaccinated. It has provided lifesaving information on threats such as Ebola and Zika, giving people the knowledge they need to protect themselves from serious harm. With projects in more than 40 countries across Africa, Asia and Latin America along with work in our hometown of Baltimore, CCP’s portfolio spans the globe.


Breakthrough ACTION is a five-year cooperative agreement funded by the United States Agency for International Development (USAID) to lead their social behavior change (SBC) programming around the world. Breakthrough ACTION is a partnership led by CCP, in collaboration with Save the Children, ThinkAction, ideas42, Camber Collective, International Center for Research on Women, and Viamo.  The project works in partnership with governments, civil society and communities to implement creative and sustainable SBC programming, nurture SBC champions, mainstream new techniques and technologies and advocate for strategic and sustained investment in SBC.


The Program Officer will initially provide technical, programmatic, and administrative assistance to the Breakthrough ACTION project, primarily its global family planning portfolio, which develops and tests new tools for SBC in family planning and reproductive health (FP/RH), provides technical assistance to national, regional and global partners, and leads work around global and regional level advocacy for SBC in FP. The Program Officer provides day-to-day input into technical work, writing and editing, program management, disseminating materials, problem solving, and procurement processing as required.

This position is initially 100% remote due to COVID-19, but will be based on CCP’s Baltimore, MD or Washington, DC offices. The Program Officer will travel internationally, when safe to do so, to deliver short-term technical assistance (STTA) with direction.


Specific Duties and Responsibilities:


Technical Work

  • Contribute to technical work, including strategies, toolkits, communication materials, scripts, job aides, independently.
    • Gather, summarize, synthesize relevant background information to inform the above technical work
    • Use tools, processes, best-practices and colleague review to ensure all products and documents are of the highest quality possible
  • Write dissemination plans and supporting materials
  • Contribute to in-country STTA, including trainings, workshops, and program support, with direction


Program Management

  • Manage project activities, independently
    • Format, edit and produce documents and presentations as needed
    • Contribute to work plans, reports and budgets
    • Organize in-person and virtual meetings and consultations
    • Act as liaison for consultant activities, ensuring statement of work, contract and deliverables are in place
    • Initiate, track and monitor procurements, contracts, work plans and other administrative and programmatic documents
    • Work closely with finance and administrative staff to ensure timely and compliant spending
    • Maintain frequent, open, ongoing communication with program team members in all locations (offsite, in headquarters, and internationally)
    • Liaise with internal and external partners
    • Adhere to JHU, CCP and donor rules, regulations and policies
    • Upload and save deliverables on relevant knowledge management platforms


People Management

  • May independently manage work of student employees
  • Assist in orienting and training new staff members
  • May manage group work with support, including task coordination and management
  • This position has no assigned supervisory duties.


Professional and Organizational Growth

  • Contribute to center-wide initiatives, independently
    • May include brown bags, communities of practice, etc.
  • Contribute to proposal development (technical, budget, coordination) with direction
  • Represent JHU and CCP at relevant external meetings and events
    • May include delivering technical presentations, networking and relationship building
  • Stay abreast of technical updates in the field of family planning
  • Professionally engage and collaborate with other programs across the Center
  • Proactively seek opportunities to expand leadership and management skills
    • Complete at least two JHU training courses related to job duties per year.
  • Request or initiate quarterly check-in meetings with supervisor to assess performance, strengths and areas for improvement in your current position, and establish professional goals
  • Work with senior staff and peers to identify opportunities for professional development, including JHU courses and seminars, conferences, etc.


Minimum Qualifications:

Master’s degree (M.A., MHS, MPH) required. Three years related experience required in social and behavior change in developing countries. Additional relevant experience and/or training may substitute for some education.


JHU Equivalency Formula:  30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience.  Additional related experience may substitute for required education on the same basis.  


Additional Knowledge, Skills, and Abilities:

  • Knowledge and experience of family planning/sexual and reproductive health.
  • Excellent writing skills are essential.
  • Strong interpersonal and presentation skills required.


Preferred Qualifications:

  • French language working proficiency strongly preferred.
  • Experience in gender integration and gender transformative programs.
  • Experience in other health areas.
  • International experience.
  • Experience in advocacy a plus.
  • Experience in managing or executing social media campaigns a plus.


Working Conditions: Occasional international travel required.

During the Influenza ("the flu") season, as a condition of employment, The Johns Hopkins Institutions require all employees who provide ongoing services to patients or work in patient care or clinical care areas to have an annual influenza vaccination or possess an approved medical or religious exception. Failure to meet this requirement may result in termination of employment.


The pre-employment physical for positions in clinical areas, laboratories, working with research subjects, or involving community contact requires documentation of immune status against Rubella (German measles), Rubeola (Measles), Mumps, Varicella (chickenpox), Hepatitis B and documentation of having received the Tdap (Tetanus, diphtheria, pertussis) vaccination. This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing. Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers. Any vaccinations required for these diseases will be given at no cost in our Occupational Health office.
