Program Officer II



General Summary/Purpose:

The Program Officer II will contribute to managing day-to-day programmatic elements of projects focusing on international family planning, reproductive health, and population dynamics for the Gates Institute. This position is a full-time position based at the Johns Hopkins Bloomberg School of Public Health. For information about the Gates Institute, please visit www.gatesinstitute.org.


Specific Duties/Responsibilities:

  • Manage all communication aspects for NextGen initiatives including all forms of traditional and digital communications
  • Provide technical, writing and editing including grant reports
  • Support programmatic work by providing input on Gates Institute strategies, project documents, communications, work plans and budgets
  • Work closely with the GI Director and GI Senior Program Officer to identify strategic goals and key deliverables
  • Provide thought leadership for new family planning and SRH programs, specifically as they relate to adolescent SRHR
  • Back-stop GI Comms and Program team members when needed and assist the GI Communications Manager with the creation and publication of content for print and digital communications materials, when needed.
  • Draft grant reports for project funders
  • Create, execute, and update all NextGen communications across all GI websites and social media platforms
  • Mentor and supervise any student/grad assistants hired to help develop communications materials and evaluate elements of the NextGen program.
  • Represent GI at international conferences, international partner meetings and panels focused on youth.
  • Liaise and coordinate with government officials, ministries of health, partners, donors and involved in GI NextGen activities.
  • Manage vendor agreements and consultant budgets for NextGen programs.
  • This Program Officer II position is responsible for expanding and leading all NextGen programmatic and communications activities of the Gates Institute projects and providing technical expertise as needed, including:

NextGen program and communications responsibilities:

    • Plan, manage and execute all NextGen-focused communications efforts including web, social media, promos and print materials
    • Manage and conduct regular calls with partners, donors and subgrantees and prepare and produce key reporting documents
    • Collaborate with the finance department to create budgets, subawards and projections
    • Develop funding mechanisms and proposals to garner new funding
    • Plan, promote and manage all youth activities and budgets for the International Conference on Family Planning (including Youth Preconference), with the assistance of the ICFP Youth Subcommittee, IYAFP, and ICFP Logistics Team
    • Co-chair the ICFP Youth Subcommittee
    • Manage all ICFP youth programming sponsors to ensure all agreed-upon benefits are delivered flawlessly
    • Plan, promote and execute ICFP youth-related travel contests and awards
    • Update, promote, and execute ICFP Mentorship Program
    • Oversee the design of the ICFP M&E plan and survey
    • Act as program lead for the 120 Under 40: The New Generation of Family Planning Leaders
    • managing all aspects of the program
    • Manage traditional, digital, and social media and communications for 120 Under 40: The New Generation of Family Planning Leaders to promote winner’s efforts through monthly podcast series, webinars, press releases, social media and eNewsletter, etc.
    • Create and coordinate capacity-building efforts for youth including toolkits and communication materials
    • Expand the virtual Leadership Toolkit and other opportunities to increase their skill set
    • Engage 120 Under 40 winners in ICFP, Global Health Leadership Accelerator, World Contraception Day and at other international conferences, convenings and events at all levels
    • Conduct quarterly calls with 120 under 40 winners
    • Continue to plan, promote, execute, and monitor Ingenuity Fund mechanism for small grants for winners and manage and coordinate the selection and awarding of these subawards
    • Manage all youth-related subawards, including IYAFP (general and ICFP)
    • Work with 120 Under 40 winners to plan and execute online and in-person activities around World Contraception Day
    • Plan, promote, and execute virtual and/or in-person annual event with instructors Global Health Leadership Accelerator
    • Assist the Population, Family, and Reproductive Health Department in planning their new Leadership Course, promote Bayer Fellows’ involvement


Minimum Qualifications:

  • Master’s degree in public health and/or communications/science writing
  • Four (4) years of related experience in health program management, grant writing, monitoring and evaluation - preferably working with people and organizations from the global south.


Preferred Qualifications:

  • Experience working with international donors and foundations


Special Knowledge, Skills, and Abilities:

  • Additional relevant experience and/or training may substitute for some education.
  • Grant management experience in family planning and reproductive health field, with expertise in youth programs
  • Managerial experience
  • Willingness and ability to travel domestically and internationally up to 20%
  • High level of cultural sensitivity
  • Strong communication and writing skills across a range of print and digital communication platforms
  • Proficient in WordPress, Photoshop, Illustrator, and Microsoft Office

Starting Salary Range: $60,945.12 - $83,862.72 (commensurate with experience)

Schedule: Monday-Friday – 8:30am-5:00pm 37.5hrs/Wk - Occasional international travel required up to 20%.  The work will require some calls outside of business hours because of the time differences with international partners.

During the Influenza ("the flu") season, as a condition of employment, The Johns Hopkins Institutions require all employees who provide ongoing services to patients or work in patient care or clinical care areas to have an annual influenza vaccination or possess an approved medical or religious exception. The pre-employment physical for positions in clinical areas, laboratories, working with research subjects, or involving community contact requires documentation of immune status against Rubella (German measles), Rubeola (Measles), Mumps, Varicella (chickenpox), Hepatitis B and documentation of having received the Tdap (Tetanus, diphtheria, pertussis) vaccination. This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing. Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers. Any vaccinations required for these diseases will be given at no cost in our Occupational Health office.
