Program Officer


General Summary/Purpose:

The Bill & Melinda Gates Institute for Population and Reproductive Health (GI) is an academic-based institution focusing on family planning, reproductive health, and population dynamics, seeking to fill this full-time position based at the Johns Hopkins Bloomberg School of Public Health in Baltimore, Maryland immediately. The Program Officer (PO) will be responsible for working with the Gates Institute’s Anchor Grant team to coordinate and manage youth-focused elements of the International Conference on Family Planning and the NextGen Catalyst Initiative by providing technical, programmatic, advocacy, and leadership expertise in the field of sexual and reproductive health especially pertaining to work with young leaders (18-35) focused on advancing sexual and reproductive health and rights (SRHR). They will serve as a liaison between GI partners located throughout Africa and Asia to the Baltimore head office and work with international partners, multi-lateral and bi-lateral organizations, and NGOs. The PO will work closely with the Senior Program Officer II.

This PO position is responsible for expanding and leading the NextGen Catalyst Initiative programmatic and communications activities providing technical expertise as needed:


Specific Duties/Responsibilities:

  • Plan, promote and execute all GI NextGen activities in coordination with GI Anchor Grant team, NextGen sponsors and partners, 120 Under 40 winners, the International Youth Alliance for Family Planning, including drafting grant reports for project funders, managing sub-awards, monitoring, and evaluating activities, tracking related budgets, and managing external vendors
  • Serve as co-chair of the International Conference on Family Planning (ICFP) International Steering Committee’s Youth Subcommittee and lead the planning and execution of all ICFP youth components, including liaising and coordinating with young leaders, partners, donors, government officials, etc.; managing related budgets; and evaluation and reporting.
  • Work closely with the GI Director and GI Senior Program Officer to identify strategic goals, key deliverables, and budgetary considerations for the NextGen program
  • Assist the GI Communications Manager with the creation and publication of content for print and digital communications materials for the NextGen Catalyst Initiative – including 120 Under 40 podcasts, eNewsletters, websites, and social media, etc.
  • Provide technical writing and editing expertise and help prepare and execute Global Health Leadership Accelerator and leadership training and skills-building and capacity-building materials for in-person and online courses.
  • Mentor and supervise any student/grad assistants hired to help plan and execute elements of the NextGen program
  • Support GI programmatic work by providing input on strategies, project documents, communications, work plans and budgets
  • Represent GI at international conferences, international partner meetings and panels focused on youth.
  • Back-stop GI AG Comms and Program team members when needed.


Minimum Qualifications:

  • Master’s degree in public health, communications, education, or related field and 3 years of commensurate experience.


  • Bachelor’s degree with 5 years of commensurate experience.


Preferred Qualifications:

  • Experience working with individuals and organizations based in the global south
  • Grant management experience in the family planning and reproductive health or related field
  • Experience managing and updating website content and creating, disseminating, and monitoring virtual toolkits


Special Knowledge, Skills, and Abilities:

  • Experience working with/for youth organizations and young professionals via mentorship, leadership, and/or research programs
  • Strong communication and writing skills across a range of print and digital communication platforms, including grant proposals, reports, monitoring and evaluation, newsletters, blogs, podcasts, etc.
  • Proficient in Microsoft Office and Adobe Suite
  • Willingness and ability to travel domestically and internationally up to 20% of position
  • High level of cultural sensitivity


*This position will require international travel up to 20% of the time.  During the International Conference on Family Planning and other promotional opportunities at virtual and in person international meetings and conferences to promote GI and ICFP hours works will depend on conference requirements.*

During the Influenza ("the flu") season, as a condition of employment, The Johns Hopkins Institutions require all employees who provide ongoing services to patients or work in patient care or clinical care areas to have an annual influenza vaccination or possess an approved medical or religious exception. The pre-employment physical for positions in clinical areas, laboratories, working with research subjects, or involving community contact requires documentation of immune status against Rubella (German measles), Rubeola (Measles), Mumps, Varicella (chickenpox), Hepatitis B and documentation of having received the Tdap (Tetanus, diphtheria, pertussis) vaccination. This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing. Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers. Any vaccinations required for these diseases will be given at no cost in our Occupational Health office.
