Senior Advisor, Bloomberg Center for Government Excellence

The Bloomberg Center for Government Excellence at Johns Hopkins University (GovEx or the Center) seeks to hire a Senior Advisor, Bloomberg Center for Government Excellence to join our team of government, data, and performance practice experts to support senior government leaders across the United States, Canada, and Latin America to use data to get better results for residents.

Senior Advisors play a critical role in our organization, as the staff who directly interact with city leaders. Senior Advisors deliver world class coaching and technical assistance, facilitate training and workshops, collaborate on the design of new learning opportunities for city teams, and support cities to create enduring organizational impact through data.


Since 2015, GovEx has supported over 10,000 public sector leaders in 37 countries, and over 568 cities, counties, and states by providing coaching and technical assistance; research and analytics; training and capacity building; and human resource support. GovEx is a recognized leader in the provision of public sector training to upskill employees and improve data practices through self-guided courses and instructor-facilitated learning.

Specific Duties & Responsibilities

  • Provide coaching and direct technical assistance to city teams in the development and implementation of data and performance management practices.
  • Facilitate on-site and virtual trainings and workshops for city teams with academic, government, nonprofit and other external partners.
  • Design and develop new learning opportunities, curriculum, and resources in collaboration with GovEx Academy.
  • Prepare reports, summaries, presentations, and other work products for distribution to the Center’s leadership and external partners, including Bloomberg Philanthropies.
  • Contribute to internal strategy development, continuous improvement of existing programs, and the design and execution of new programs.
  • Identify, recruit, and liaise with new government partners to participate in our programming.
  • Perform other responsibilities, as assigned, in support of GovEx.


Special Knowledge, Skills, & Abilities

  • Experience working in and/or with local, state, or national governments.
  • Knowledge of local or state government data and performance management practices.
  • Successful experience in program management and project management of complex initiatives, from design to completion.
  • Ability to collect and synthesize information.
  • Strong professional writing, public speaking and training skills.
  • Ability to manage complex relationships with program and project stakeholders and funders.


Minimum Qualifications
  • Master's Degree in related discipline.
  • One year of related experience.
  • Additional education may substitute for required experience, to the extent permitted by the JHU equivalency formula.


Preferred Qualifications
  • At least ten (10) years of relevant experience working in public policy, public administration, or a related field, particularly within local or state governments.
  • Bi-lingual / Multilingual (Spanish and/or Portuguese) candidates are encouraged to apply given our growing work across Latin American cities.

Total Rewards
The referenced base salary range represents the low and high end of Johns Hopkins University’s salary range for this position. Not all candidates will be eligible for the upper end of the salary range. Exact salary will ultimately depend on multiple factors, which may include the successful candidate's geographic location, skills, work experience, market conditions, education/training and other qualifications. Education and Experience Equivalency
Please refer to the job description above to see which forms of equivalency are permitted for this position. If permitted, equivalencies will follow these guidelines: JHU Equivalency Formula: 30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience. Additional related experience may substitute for required education on the same basis. For jobs where equivalency is permitted, up to two years of non-related college course work may be applied towards the total minimum education/experience required for the respective job.

The pre-employment physical for positions in clinical areas, laboratories, working with research subjects, or involving community contact requires documentation of immune status against Rubella (German measles), Rubeola (Measles), Mumps, Varicella (chickenpox), Hepatitis B and documentation of having received the Tdap (Tetanus, diphtheria, pertussis) vaccination. This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing.
