Senior Director, CTY Information Technology

Johns Hopkins Center For Talented Youth (CTY) is seeking a Senior Director of CTY Information Technology who leads the strategy, implementation and operations relating to center wide applications. This role ensures that center aligning with JH IT has the proper processes, systems and technologies to optimize CTY’s information technology environment and to realize the full potential of ongoing investments in IT systems and services. Areas of oversight include: systems that support students, faculty and teaching roles, and marketing and master data management.


Reporting to the Divisional Business Officer (DBO), this person works closely with CTY IT department, CTY strategic leadership group and University JH-IT to develop and implement strategic plans that support the overall goals of the center.  This person provides counsel to senior leadership related to technology and business process direction.  S/he represents Hopkins while working with vendors and JHU administration in the development of technology and/or regulatory policies and practices, as well as, industry organizations that have an impact on the business of CTY. 


The Senior Director is responsible for development of white papers and strategic statements related to technology in support of the center.  S/he leads large scale, complex projects requiring multi-disciplinary coordination and significant vendor collaboration. S/he has day-to-day responsibility for the CTY’s IT organization that supports a variety of applications and technologies and involves a wide and diverse customer base.


This individual has responsibility for the IT capital and operating budget. Technology and business decisions made within CTY are complex and must account for leveraging existing base products and services supported across University JH-IT in order to ensure appropriate integration. Responsible for a staff (13+) consisting of directors, managers, for Information Technology and Business Solutions Staff.


Specific Duties & Responsibilities:

Project/Product Responsibility (30%)

  • Has overall responsibility for the design, development, and application of technical solutions that satisfy customer needs and are essential to the ongoing operations of CTY
  • Ensure continuous delivery of information technology support and services


Strategic Planning & Controlling (25%)

  • As a member of the senior management team, lead strategic and tactical planning to achieve center goals by prioritizing initiatives and coordinating the evaluation, deployment, and management of current and future technologies. This position will manage all CTY IT needs from student systems, CTY 4.0 project (CMS, SIS, CRM), HR systems, LMS, 3rd party and finance applications.
  • Develop technology infrastructure to anticipate the organization's needs, be cost-effective, reliable and compatible with existing and emerging technologies
  • Anticipate change and be agile to respond when technology requirements emerge and evolve
  • Based on understanding of CTY goals, mission, and culture, assess impact and effectiveness of technology to ensure it supports the center’s institution’s needs. CTY will have a robust online presence, a domestic and international hybrid-teaching model and a remote workforce.
  • Provide guidance and is ultimately responsible for ongoing operations, budgets, a multi-year budget forecast and both strategic and operational planning. This position will provide a strategic oversight on what investments, emerging technology we use while maintaining a holistic view of CTY’s needs.
  • Balance available personnel and funding resources in support of meeting both operational and strategic imperatives
  • Recognize situations that present themselves and take action with executive leadership to address significant issues   
  • Work with constituents in conjunction with other IT leaders to interpret customer business needs and makes recommendations for strategic investments in technology, applications, business process, personnel, staff training, etc. that meets the agreed upon goals of the center.  This position will represent CTY on all IT solutions and committee work across JHU.
  • Provide guidance for the development of technology related policies and procedures and represent IT on business-driven policy committees within and outside of CTY
  • Ensure that applicable Hopkins policies, practices, and regulatory requirements, including education services to minors, are addressed and followed within the area of responsibility  

Relationship Management (25%)

  • Manage the customer relationship and satisfaction as well as adherence to the contractual obligations
  • Create and promote a culture of excellent customer service
  • Facilitate and influence center wide strategic initiatives to achieve center mission and organizational goals  
  • Responsible for relationships with strategic technology vendors for CTY


Staff Management (20%)

  • Oversee development and implementation of an effective and efficient organizational structure that, within the bounds of its responsibilities, supports the ongoing operations of CTY  
  • Supervise recruitment, development, retention, and organization of staff.  This position will manage the CTY Information Technology department and the Business Solution Services department.


Other Duties

  • Serve as leadership member on Strategic Leadership Group


Position’s Roles & Interactions

  • Ensure IT infrastructure and operations support the mission of CTY
  • This position interacts regularly with Executive Director Office, Strategic Leadership Group, Directors and Administration units
  • Is the primary partner to these leaders in supporting the pursuit of the performance and service ambitions of the center through center platforms and systems
  • In addition, this role collaborates extensively with others in University JH-IT to make the most of potential synergies, economies of scale, and strategic opportunities   
  • Create a vision and strategic roadmap for center’s applications
  • Provide leadership and direction to the application management teams supporting administrative applications-HR, Finance, Marketing and Communications, Alumni Affairs and Student Systems


Minimum Qualifications (Mandatory):

  • A Bachelor’s Degree with a minimum of 10 years IT experience, including 5 years managing managers and staff 
  • Additional education may substitute for required experience and additional related experience may substitute for required education, to the extent permitted by the JHU equivalency formula
    • JHU Equivalency Formula: 30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience.  Additional related experience may substitute for the required education on the same basis. For jobs where equivalency is permitted, up to two years of non-related college course work may be applied towards the total minimum education/experience required for the respective job. 
  • Substantial experience leading major application development and support projects, preferably in student administrative systems, HR administration, and pedagogical software.
  • Prior management experience leading high performing teams of technology professionals
  • Experience with cloud based technologies, including implementation scalable applications and data systems 
  • Applicants must possess proven skills and experience in: written and verbal communications, presentation to groups, budget management, strategic planning and large scale, complex project management.  
  • Applicants must possess an advanced, conceptual knowledge of technologies within all areas of their organization.

  • An advanced degree in a technology or business field coupled with proven experience leading large scale, complex projects

  • Proven ability to prioritize work and ensure projects and workloads are completed on time while maintaining high morale

Physical Requirements:

  • Incumbent works in a general office setting, hybrid or remote  
  • This role will work onsite at our campus in Mt. Washington- Tuesdays and Wednesdays, with the option to work up to five days in the office


Supervisory Responsibility:

  • Two direct reports and over 13 indirect reports


Budget Authority:

  • Annual Operating Budget of $1.5 million, $1 million software licenses & Annual Capital Investment Budget
